663663 CITY OF AUSTIN, TEXAS MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Special Meeting December 20, 1945 7:30 P. M. Council Chamber, City Hall The meeting was called to order, with Mayor Miller presiding. Present: Councilmen Alford, Gillis, Mayor Miller and Councilman Wolf Absent: Councilman Bartholomew Present also: Guiton Morgan, City Manager; W. T. Williams, City Attorney; T. B. Marshall, Tax Assessor and Collector, J. D. Huffman, Finance Direct- or; Rickey Key, K. R. Meyer and S. P. Tadlock, Members of the Board of Equalization. The Mayor stated that the purpose of the meeting was to hear those citizens who were protesting the valuations placed by the Board of Equalization and the Tax Assessor on their property; and to hear any citizen who wished to discuss the tentative budget of the City for the year 1946. The written protest of Warren T. Robertson, Margaret Robertson, Sue Robertson Ross and Zeno C. Ross by J. B. Robertson, Agent and Attorney-inFact, and J. B. Robertson, individually, on the assessed values placed on their property in the City of Austin, for the current year, by the Board of Equalization and the Tax Assessor of the City of Austin, was received. The Council agreed that these values as placed by the Board of Equalization and the Tax Assessor were fair and equitable and, therefore, no change could be made. Mr. Roswell Miller appeared before the Council to protest the values placed on his property on Wayside Drive, in Westfield, and on a small corner lot in Tarry-Town. After a very lengthy discussion, the Council agreed to go out with Mr. Miller, the City Manager and the City Engineer, to investigate these matters, after which a decision would be made as to whether the values were fair and equitable. Pursuant to the published notice regarding the hearing on the Budget, the Council asked if there was anyone present who cared to discuss this matter. but no one appeared, and the hearing was closed. Councilman Wolf introduced the following ordinance: AN ORDINANCE LEVYING TAXES FOR THE CITY OF AUSTIN FOR THE YEAR 1945, AND DIRECTING THE ASSESS- MENT AND COLLECTION THEREOF. The ordinance was read the first time and Councilmen Wolf moved that the rule be suspended and the ordinance passed to the second reading. The motion carried by the following vote: Ayes: Councilmen Alford, Gillis, Mayor Miller and Councilman Wolf Noes: None Absent: Councilman Bartholomew The ordinance was read the third time and Councilman Wolf moved that the ordinance be finally passed. The motion carried by the following vote: Ayes: Councilmen Alford, Gillis, Mayor Miller and Councilman Wolf Noes: None Absent: passed. ion: Councilman Bartholomew Thereupon the Mayor announced that the ordinance had been finally Councilman Gillis offered the following resolution and moved its adopt(RESOLUTION) WHEREAS, the City Tax Assessor and Collector of the City of Austin has submitted to the City Council the Tax Roll and Record of the City of Austin as compiled by him for the year 1945, and it appearing to the City Council that the said Tax Roll is in all respects in correct form; that the valuations of property shown in the said Tax Roll and Record have been examined, ascertained and corrected by the Board of Equalization in the manner and form pro- vided by law and by ordinances of the City of Austin; that all appeals from decisions of the Board of Equalization have been heard and disposed of by the City Council, and that the total valuation of property assessed for City and School purposes for the year 1945 is $77,731,700.00, and that the total taxes assessed for such city and school purposes for the year 1945 is $1,805,717.29, which valuation and tax assessment are found by the City Council to be correct; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT the said Tax Roll and Record be, and the same are, hereby in all things approved. Which motion, carrying with it the adoption of the resolution, prevailed by the following vote: Ayes: Councilmen Alford, Gillis, Mayor Miller and Councilman Wolf Noes: Absent: None Councilman Bartholomew There being no further business, upon motion, seconded and carried, the meeting was recessed at 9:20 P.
