CITY OF AUSTIN, TEXAS 235 MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Special Meeting February 26, 1946 3:00 Ρ.Μ. Council Chamber, City Hall The special meeting of the City Council was called to order with Mayor Tom Miller pesiding. Roll Call: Present: Absent: Councilman Gillis, Mayor Miller, Councilman Wolf Councilmen Alford and Bartholomew Present also: Mr. Guiton Morgan, City Manager; Mr. J. E. Motheral, City Engineer; Mr. J. C. Eckert, Building Inspector; Mr. C. G. Levander, and Mr. Vaughn, Sewer Division. Mr. Arthur Bagby, representing a number of plumbers, stated there were insufficient copies of the ordinance available, and suggested that 100 or 150 copies be made available so that everybody interested would have an oppor tunity to study the ordinance and so that the plumbers and gas fitters would have an opportunity to get together on their differences before a public meeting was held. Mr. Eckert stated this was an entirely new ordinance, adopting the things of value in the old ordinance, and adding other provisions. The Plumbing Board had met with the City Manager and City Attorney last week, and cer- tain changes were presented at that time and included in this ordinance. Mr. Bagby suggested having a gas ordinance and a plumbers ordinance separate as well as a Gas Licensing Board and a Plumbers Licensing Board. Mr. Eckert stated the new ordinance provided a composite Board as one board rather than to separate boards, although there were special provisions for gas fitters and separate provisions for plumbers. Mr. Bagby said the ordinance mentioned the City Health Officer, the Plumbing Inspector, Journeyman Plumber, but did not say much about gas fitters. The Mayor instructed that 100 mimeographed copies of the ordinance be prepared and made available through the Plumbing Inspector's Office and the City Attorney's office, and that a public hearing be set for 2:30, Thursday, March 7, 1946, and that it be advertised in the paper three separate days, Friday, March 1; Sunday, March 3; and Tuesday, March 5th, and that the hearing notice carry the caption of the Plumbing Ordinance. Mayor Miller stated that the City had been asked to take over the activities of the old school at 2nd and Comal, the School Board agreeing to let- ting the City have it rent-free for 10 years, and that $1,500 would probably be necessary to fix it up suitable for holding meetings both day and night, and CITY OF AUSTIN, TEXAS 236 a place of entertainment for both children and adults. Mr. Gillis stated he was for anything that would take care of the children. The City Manager was instructed to work out details with the School Board in taking over this building.
