CITY OF AUSTIN, TEXAS MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Regular Meeting May 16, 1946 10: 45 Α. Μ. Council Chamber, City Hall 2 The meeting was called to order, with Mayor Miller presiding. Roll Call Present: Councilman Bartholomew, Mayor Miller and Councilman Wolf Absent: Councilman Alford Present also: Guiton Morgan, City Manager; Trueman O'Quinn, City Attorney; J. E. Motheral, Director of Public Works; R. D. Thorp, Chief of Police. A letter was received from the Govalle Civic League approving the "Walker and Gibson tracts of land" as the location for a park and recreation center. The Mayor stated that this would be taken under consideration but the Council could not make a definite promise that this land would be purchased for park purposes. Mr. Ed Knebel, representing American Legion Post 76, appeared and requested permission for the use of Zilker Park for a 3-day July 4th celebration by the American Legion this year. The Mayor assured Mr. Knebel that the City would be glad to have the Legion use the Park and sponsor this celebration, and would also be glad to assist the Legion in every way possible during that time. Mr. Daniels, representative of the U. S. Department of Agriculture, appeared and told about the program the government is asking all cities thru out the nation to participate in, and asked that the Mayor appoint a Famine Committee for Austin to take charge of the collection of food to be sent to the starving people of Europe and the Far East. The Mayor assured Mr. Daniels that the City would cooperate in every way possible in this very worthy project. The following is the committee named by the Mayor: Mr. Ed Knebel, Al C. Homemade Outboard, 2 passenger Councilman Wolf moved that the licenses be granted, and the motion prevailed by the following vote: Ayes: Councilman Bartholomew, Mayor Miller and Councilman Wolf Noes: None Absent: Councilman Alford ion: Councilman Wolf offered the following resolution and moved its adopt(RESOLUTION) WHEREAS, an election was held in the City of Austin, Texas, on the 7th day of May, 1946, pursuant to an order made and entered by the City Council on April 18, 1946, at which election there were submitted to the qualified. voters of said City for their action thereon the certain fourteen (14) propositions to issue bonds of the City of Austin for the respective purposes hereinafter named, said bonds to bear interest at a rate not exceeding three per centum (3%) per annum, interest payable semi-annually, and to mature not exceeding thirty years from the date of said bonds, serially or otherwise, as may be determined by ordinance of the City Council, and to levy annually a tax sufficient to pay the interest on said bonds and to create a sinking fund of at least two per centum (2%) of the principal of said bonds and sufficient to redeem said bonds at their maturity, to wit: PROPOSITION NO. 1 AIRPORT HANGARS AND IMPROVEMENTS Shall the City Council of the City of Austin be authorized to issue bonds of said City in the sum of NINETY THOUSAND DOLLARS ($90,000.00) for the purpose of constructing and improving hangars and other buildings for the MUNICIPAL AIRPORT of the City of Austin, and for acquiring necessary lands and equipment therefor. PROPOSITION NO. 2 AUDITORIUM Shall the City Council of the City of Austin be authorized to issue bonds of said City in the sum of FOUR HUNDRED THOUSAND DOLLARS ($400,000.00) for the = CITY OF AUSTIN, TEXAS = 427 purpose of constructing a MUNICIPAL AUDITORIUM in the City of Austin, and for acquiring necessary lands and equipment therefor. PROPOSITION NO. 3 BRIDGE BELOW LAKE AUSTIN Shall the City Council of the City of Austin be authorized to issue bonds of said City in the sum of FIFTY THOUSAND DOLLARS ($50,000.00) for the purpose of constructing a LOW-WATER BRIDGE across the Colorado River below Lake Austin, and for acquiring necessary lands and rights in connection therewith. PROPOSITION NO. 4 ELECTRIC PLANT AND SYSTEM Shall the City Council of the City of Austin be authorized to issue bonds of said City in the sum of SEVEN HUNDRED SEVENTY THOUSAND DOLLARS ($770,000.00) for the purpose of constructing and improving extensions, additions and betterments to the ELECTRIC LIGHT AND POWER WORKS and SYSTEM of the City of Austin, and for acquiring necessary lands and equipment therefor. PROPOSITION NO. 5 FIRE STATIONS Shall the City Council of the City of Austin be authorized to issue bonds of said City in the sum of THREE HUNDRED THIRTY-SIX THOUSAND DOLLARS ($336,000.00) for the purpose of constructing and improving FIRE STATION of the City of Austin, and for acquiring necessary lands and equipment therefor. PROPOSITION NO. 6 HIGHWAY RIGHTS-OF-WAY Shall the City Council of the City of Austin be authorized to issue bonds of said City in the sum of NINE HUNDRED FORTY THOUSAND DOLLARS ($940,000.00) for acquiring LANDS FOR RIGHTS-OF-WAY for streets and boulevards in connection with the STATE HIGHWAY SYSTEM in the City of Austin. PROPOSITION NO. 7 HOSPITAL IMPROVEMENTS Shall the City Council of the City of Austin be authorized to issue bonds of said City in the sum of THREE MILLION DOLLARS ($3,000,000.00) for the purpose of constructing, improving and repairing HOSPITAL BUILDINGS of the City of Austin and for acquiring necessary lands and equipment therefor. PROPOSITION NO. 8 LOW-WATER DAM Shall the City Council of the City of Austin be authorized to issue bonds of said City in the sum of ONE MILLION TWO HUNDRED FIFTY THOUSAND DOLLARS ($1,250,000.00) for the purpose of constructing a LOW-WATER DAM in and about the channel of the Colorado River, and creating a reservoir of water in said river, and for constructing a hydro-electric power plant and equipping the CITY OF AUSTIN, TEXAS 228 428 same, and for acquiring necessary lands and overflow rights, and for permanently improving said dam, reservoir, electric works and lands. PROPOSITION NO. 9 PARKS, PLAYGROUNDS AND RECREATION Shall the City Council of the City of Austin be authorized to issue bonds of said City in the sum of SEVEN HUNDRED SIXTY-EIGHT THOUSAND DOLLARS($768,000.00) for the purpose of constructing and improving PUBLIC PARKS and PUBLIC PLAYGROUNDS of the City of Austin, and for constructing, improving and repairing buildings and other RECREATION FACILITIES of said parks and playgrounds, and for acquiring necessary lands and equipment therefor. PROPOSITION NO. 10 POLICE AND COURTS BUILDING Shall the City Council of the City of Austin be authorized to issue bonds of said City in the sum of THREE HUNDRED FIFTY THOUSAND DOLLARS ($350,000.00) for the purpose of constructing a POLICE AND MUNICIPAL COURTS BUILDING and equipping same in the City of Austin, and for removing and establishing within such structure necessary furnishings and equipment for the operation therefor. PROPOSITION NO. 11 SANITARY SEWERAGE SYSTEM Shall the City Council of the City of Austin be authorized to issue bonds of said City in the sum of EIGHT HUNDRED SIXTY THOUSAND DOLLARS ($860,000.00) for the purpose of constructing and improving extensions, addition and betterments to the SANITARY SEWERS and SEWER DISPOSAL PLANTS of the sanitary sewer system of the City of Austin, and for acquiring necessary lands and equipment for said system. PROPOSITION NO. 12 SCHOOLS Shall the City Council of the City of Austin be authorized to issue bonds of said City in the sum of SEVEN MILLION ONE HUNDRED FORTY-SIX THOUSAND DOLLARS ($7,146,000.00) for the purpose of constructing, improving and repairing PUBLIC FREE SCHOOL BUILDINGS of the City of Austin, and for acquiring necessary lands and equipment for said schools. PROPOSITION NO. 13 STREET IMPROVEMENTS Shall the City Council of the City of Austin be authorized to issue bonds of said City in the sum of SEVEN HUNDRED THIRTY-THREE THOUSAND DOLLARS($733,000.00) for the purpose of improving the STREETS of the City of Austin, including paving and re-surfacing the same, and for building BRIDGES, CULVERTS, STORM SEW- ERS and DRAINS necessary to the proper improvement of said streets. (2) That the Contractor is permitted to construct in his working space a substantial gate which shall be kept closed at all times when not in use, and at all times that such gate is open, the Contractor shall maintain a person at this gate to warn pedestrians and vehicles of approaching trucks. This gate is not to open out so as to impede vehicular or pedestrian traffic. (3) That no vehicles in loading or unloading material at the working space shall park on any part of the street outside of the allotted working space. (4) That "No Parking" signs shall be placed on the street side of the barricades, (5) That the Contractor is permitted to construct a temporary work office within such allotted working space provided such work office is not within 25 feet of any corner street intersection. (6) That the Contractor shall in no way obstruct any fire plugs or other public utilities in the construction of such barricades. (7) That provisions shall be made for the normal flow of all storm waters in the gutter and the Contractor will be responsible for any damage done due to obstruction of any such storm water. (8) That the Contractor shall place on the outside corners of any walkway, barricades, or obstructions, red lights during all periods of darkness and provide lighting system for all tunnels. (9) That the Contractor shall remove all fences, barricades, loose materials and other obstructions on the sidewalk and street immediately after the necessity for their existence on said sidewalk or street has ceased, such time to be determined by the City Manager, and in any event all such sidewalk, barricades, materials, equipment and other obstructions shall be removed not later. than December 31, 1946. (10) That the City reserves the right to revoke at any time any and all privileges herein granted or to require the erection or installation of additional barriers or safeguards if the conditions demand it.
