512 512 CITY OF AUSTIN, TEXAS MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Regular Meeting June 20,1946 10:50 Α.Μ. Council Chamber, City Hall The meeting was called to order, with Mayor Miller presiding. Roll call Councilman Bartholomew, Mayor Miller, Councilmen Thornberry Present: Absent: and Wolf Councilman Alford Present also: Guiton Morgan, City Manager; Trueman O'Quinn, City Attorney; J. E. Motheral, Director of Public Works; and R. D. Thorp, Chief of Police. A group of citizens from the northwestern section of the city appeared to protest the discontinuance of the North Loop bus line. Mr. Chas. Betts was their spokesman, and Donald Hill represented the Austin Transit Company, After a lengthy discussion, pro and con, the Mayor stated that this was a matter that would have to be worked out by the Transit Company and the interest ed citizens, and that the Council would do nothing about it for at least 90 days during which time a mutually agreeable settlement could probably be made. M. H. Crockett appeared and stated that he understood that the Council was to consider the ordinance effecting certain changes in traffic regulations on South Congress. The ordinance was not ready and Mr. Crockett was advised that same would be taken up at the next Council meeting. J. B. Riley appeared and stated that Mr. Henry W. Hall had purchased the property known as "Hall Riding Stables", which is adjacent to the Westenfield Swimming Pool, and was planning a subdivision there but he had now found out that he did not have sufficient land for a subdivision according to the City regulations regarding subdivisions. Therefore, Mr. Hall is willing to sell this property to the City for an extension of the existing park at Westenfield Swimming Pool for the sum of $9,200.00, he having paid $8,200.00 for it. The City Manager was instructed to go out and look at the property and make his recommendation to the City Council as soon as possible. Mr. Hall stated that he would give the City a week's option on the property. Two representatives of the Negro Citizens' Council appeared. Dr. Givens was the spokesman and stated that they were present to request the City Council to provide two additional negro policemen for the negro section of the city, especially in the area around 12th and Chicon streets and on Rosewood Avenue where there are a number of beer parlors. The Mayor stated that one additional negro policeman would be authorized at this time, and the Chief of Police was instructed to give any applicants for the position the required examination and then to select the best fitted for the job. was seconded by Councilman Thornberry, and prevailed by the following vote: 515 515 CITY OF AUSTIN, TEXAS ized and directed to enter into contracts on behalf of the City of Austin with D. C. Reed for the purpose of laying water mains in certain portions of Concordia Avenue, Chestnut Avenue, East 34th Street and Edgewood Avenue, and with P. S. Mangum for the laying of water mains in a certain portion of Breeze Terrace, substantially in accordance with the terms of the attahced forms of contract. THAT the City Clerk be and she is hereby authorized and directed to place a copy of the contracts attached hereto in the permanent files of her office without the necessity of recording the contents of said agreements in the Minutes of the City Council. Which motion, carrying with it the adoption of the resolution, prevailed by the following vote: Ayes: Councilman Bartholomew, Mayor Miller, Councilmen Thornberry and Noes: Wolf None Absent: Councilman Alford Councilman Wolf offered the following resolution and moved its adoption: (RESOLUTION) BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT the City Manager be and he is hereby authorized and directed to enter into a contract on behalf of the City of Austin with Pat O'Connell, for con- cession rights in House Park, substantially in accordance with the terms of the attached form of contract. THAT the City Clerk be and she is hereby authorized and directed to place a copy of the contract attached hereto in the permanent files of her office without the necessity of recording the contents of said agreement in the Minutes of the City Council. Which motion, carrying with it the adoption of the resolution, prevailed by the following vote: Councilman Bartholomew, Mayor Miller, Councilmen Thornberry and Ayes: Noes: Absent: Wolf None Councilman Alford The City Manager submitted letters from Mayor Joe Molberg, Eric F. Juenke, Fire Chief, and F. L. Wilke, Utility Manager, all of Fredericksburg, Texas, which the Fire Chief had received and in which was enclosed a check for $25.00 as an evidence of the appreciation of that city for the help which the Fire Department had rendered during the devasting hail storm which Fredericksburg had experienced on May 16. The Council instructed the City Manager to re- turn the check this being the desire of the Fire Department - and express our appreciation for the check and the letters. The City Manager stated that the Texas Public Service was not willing to lay their gas lines to the veteran's houses on the Butler Tract free of charge. The company agreed to lay their lines to the property line but their charge for the lines to the houses would be $5300.00. The work on this part of the project would be help up unless these extensions were made at once; therefore, it was the City Manager's recommendation that this amount be paid the Texas Public Service Company so as not to hold up the completion of the houses. 516 516 CITY OF AUSTIN, TEXAS Councilman Thornberry moved that the City Manager be authorized to go ahead with this agreement with the Texas Public Service and pay them the sum of $5300.00. The motion was seconded by Councilman Wolf and the same prevailed by the following vote: Ayes: Councilman Bartholomew, Mayor Miller, Councilmen Thornberry and Wolf Noes: None Absent: Councilman Alford A request from the Mayor of Seguin had been received by Mayor Miller for Austin to send a representative to the bathing beauty contest which the City of Seguin will have on the 4th of July. This was given to the press for such publicity as they cared to give it. There being no further business, upon made and seconded, the Council recessed, subject to the call of the Mayor, at 11:45 A.
