Council Chamber, City Hall 0 The meeting was called to order, with Mayor Miller presiding. Roll call Present: Mayor Miller, Councilmen Thornberry and Wolf Absent : Councilman Bartholomew - 1 - 3 Present also: Guiton Morgan, City Manager; J. E. Motheral, Director of Public Works; Trueman E. O'Quinn, City Attorney; and R. D. Thorp, Chief of Police. The reading of the Minutes was dispensed with. H. G. West, Mrs. Mae Cox, and others presented petitions asking that certain things be done to lessen the traffic hazard on South Congress Avenue, in the way of signs between the city limits and the 2100 block showing the speed limit within the City, a traffic signal light in the 2300 block or farther out, or in lieu thereof, street markers to slow down the traffic; and further asked that the City Council take some action immediately to safeguard the lives of the school children in that area. The matter was referred to the Chief of Police to find out from the Director of Public Utilities if it is possible to get a signal light for that locality, and also one on Red River Street near the school. The Chief of Police was further instructed to have street markers placed as requested by petitioners, and also to have a motorcycle officer stationed there. T. T. Tanner, 402 West 34th Street, came before the Council relative to his previous request that the City remedy the damage done to his property by the digging of a ditch across same when a storm sewer was constructed in the 300 block between 34th and 35th Streets. The City Manager reported that upon investigation it was found that another lot owner was involved also, and recommended that if said property owners would furnish the pipe, the City build the storm sewer through there. Further action on the matter was postponed, pending an investigation of the property by the City Council. tman partholomew CITY OF AUSTIN, TEXAS 651 651 Donald Hill came before the Council and presented the written application of the Austin Transit Company for a change in the Travis Heights Bus Line from its present route to the following new route: From South Congress Avenue and Academy Drive to Travis Heights Boulevard and Fairmount Avenue, same as present route; from Fairmount Avenue south on Travis Heights Boulevard to East Live Oak Street; west on East Live Oak Street to Brackenridge Street; north on Brackenridge Street to Lockhart Drive; east on Lockhart Drive to Newning Avenue; north on Newning Avenue to East Monroe Street; west on East Monroe Street to South Congress Avenue; north on South Congress Avenue to business district,. together with certain bus stop changes. The matter was referred to the City Manager, the Engineering Department, and the Police Department for investigation and recommendation; and the public was invited to appear and be heard on the matter at the next regular meeting. R. W. Cooksey, 1915 Longfellow Street, submitted a request for a light meter, which requires the setting up of another light pole. The matter was referred to the City Manager for investigation. Councilman Thornberry offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS, in Book 3, page 26, of the Plat Records of Travis County, Texas, there appears a map or plat of a subdivision of land known as Walsh Place on Lake Austin; and WHEREAS, upon said map or plat there are shown various streets and alleys, also various lots and blocks, one block being designated as Block 11 and being traversed by an alley 20 feet in width; and WHEREAS, the owners of a majority of the property abutting said alley have petitioned the City Council of the City of Austin to vacate and abandon said alley; and WHEREAS, said petition has been reviewed and considered by the City Council of the City of Austin, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT that certain alley traversing Block ll of Walsh Place on Lake Austin as referred to above be permanently closed and vacated, except, however, the City of Austin hereby reserves the right to construct, maintain, operate, and control all public utilities in, upon, over, and across said alley. The motion carried by the following vote: Ayes: Mayor Miller, Councilmen Thornberry and Wolf Noes: None Absent: Councilman Bartholomew Councilman Wolf offered the following resolution and moved its adoption: 65 CITY OF AUSTIN, TEXAS 653 (RESOLUTION) WHEREAS, after a long and useful life as a citizen and public official in the City of Austin, death came, as it must to all men, to the Honorable C. F. Alford on the 4th day of August, 1946, while serving in his ninth term as a member of the governing body of the City of Austin; and WHEREAS, Councilman Alford first served the City of Austin from May, 1919, to May, 1921, and after being elected to the Council in May, 1931, was there after re-elected seven successive times, thus having devoted more than onefifth of his long and useful life to the service of the public of Austin; and WHEREAS, his entire public and private life has been characterized by natural honesty and integrity, a keen and alert sense of fairness and justice for all men, and his gentle and friendly manner of performing all acts of his private and public life; and WHEREAS, the untimely passed of Councilman Alford has taken from the people of Austin a loyal and sincere friend and neighbor and deprived his fellow Councilmen of his practical advice and counsel in the administration of public affairs in the City of Austin; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT the members of the City Council by this Resolution commemorate the passing of the Honorable C. F. Alford and attest to his great service to the City of Austin as a good citizen and neighbor and as a faithful, wise and intelligent member of the Council; and BE IT FURTHER RESOLVED, That this Resolution be recorded in the minutes of the City Council and that a copy be sent to the surviving family of our fellow Councilman who was a devoted husband and father, loved and honored in his home as he was by all who knew him. Thereupon the City Manager and the Engineering Department were instructed, pending the time when the City calls for bids again, to secure the necessary easements and carry on as much of this work as can be done by the City's forces. W. D. Yancey, 3300 Meredith Street, submitted a complaint against a drainage condition The Council took the matter under advisement, pending an inspection on the grounds.
