Austin's Big Bond Vote and Park Entrance Fight

Friday, March 21, 1947 special called
  • Austin approved over $3.3 million in general obligation bonds to fund significant city improvements, including new school buildings, street upgrades, park enhancements, a municipal airport expansion, and extensions to the water, sewer, and electric utility systems.
  • The city discussed a dispute over unauthorized private entrances into Zilker Park from two surrounding subdivisions, with developers requesting formal approval for shared access routes.
  • Resolution on the Zilker Park access was postponed, requiring one developer to negotiate for additional property to revert to an earlier, agreed-upon entrance plan, highlighting the city's oversight of surrounding development.

B. Hatley, subdivider of Rollingwood Addition, for official approval of an entrance into Zilker Park from his Addition, which would also serve Bluffington Addition; and to try to bring these two subdividers into agreement so that one street would enter the Park; it having come to the attention of the City Council that three entrances into the Park had been cut by the subdividers without permission from the City. It was further stated by the Mayor that these two additions being outside the city limits, the City had no actual jurisdiction over same, but that under a "gentlemen's agreement" between the County and the City, the City must approve all subdivision near the city limits. The question of selecting the most suitable route through Bluffington and Rollingwood Additions into Zilker Park was then discussed at length, the disagreement between the subdividers arising over a change in route as shown on the preliminary plat of Rollingwood Addition giving Bluffington Addition entrance into Rollingwood, upon which it depends for outlet. The route suggested by the City for entrance into Zilker Park was opposed by Geo. B. Hatley, who stated that same would work a hardship on his subdivision, and suggested instead that the old Bee Cave Road be used, which would be widened and paved and a bridge built at their expense, as a logical way to get into his property as well as out of it, rather than a road that would go into the bed of the creek and cross that stream three times. A. B. Hatley, subdivider of Bluffington Addition, stated that 60% of his land had been sold and that he must have proper entrance to it, either by a separate entrance to the Park, or the use of the Rollingwood Road shown on the preliminary plat approved by the City Plan Commission, and on which Bluffington Addition was laid out; that on account of the change of route by Geo. B. Hatley, the street in his subdivision scheduled to join with the Rollingwood Road missed it by one hundred feet, and that the Rollingwood Road is a deviation from the preliminary plat approved by the City Plan Commission. Following a lengthy discussion, the matter was postponed to Monday, March 24, at 3:00 P. M., at the request of Geo. B. Hatley, in order that he might negotiate for the re-purchase of a lot necessary for the route originally agreed to for the road in question. Upon motion, seconded and carried, the meeting was then recessed, subject to call of the Mayor. Jom Milla. Approved: Attest: Hallia Mirellan CITY CLERK MAYOR 1
