1214.A CITY OF AUSTIN, TEXAS MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Recessed Meeting April 29,1947 3:00 P.M. Council Chamber, City Hall 1214 The meeting was called to order, with Mayor Miller presiding. Roll call Present: Councilmen Bartholomew, Glass, Mayor Miller, Councilmen Thornberry and Wolf - 5 Absent : None Present also: Guiton Morgan, City Manager; J. E. Motheral, Director of Public Works; Trueman E. O'Quinn, City Attorney; and W. E. Seaholm, Director of Public Utilities. Present also: Citizens Tax Advisory Committee The Mayor stated that the City Council had had under consideration for some time the purchase of right-of-way on East Avenue, for which bonds were voted a year ago. The question of appraisal of property to be acquired for such right-of-way was then discussed at length. It was recom- mended by the City Manager that the same procedure be followed in the appraisal of property for the East Avenue right-of-way as was followed in acquiring the right-of-way for the extension of East 7th Street. It was then moved by Councilman Glass that the recommendation of the City Manager be approved and a committee, composed of North Millican, Ted Wendlandt, and a third member, be appointed to make an appraisal of the property to be purchased, after consulting the tax records and getting the measurements of the property from Mr. Ehrenberg, contact the property owners and get their price for the property, and submit these figures, together with figures on the appraisal by the Appraisal. Committee, to the City Council for consideration. The motion carried by the following vote: Ayes : Councilmen Bartholomew, Glass, Mayor Miller, Councilmen Thornberry and Wolf Noes : None The proposed Ordinance Amending Sections 12 and 13 Of An Ordinance Passed and Approved By The City Council Of The City of Austin On March 7, 1946, AND RECORDED IN VOL.M, Page 127, OF The Ordinance Records Of The 1214-8 CITY OF AUSTIN, TEXAS 1214 City of Austin, by Further Providing For the Powers and Duties of the City Tax Assessor and Collector and Board of Equalization and For the Filing and Hearing of Protests of Changes in Valuations; and Declaring an Emergency, requested by the Citizens Tax Advisory Committee, was discussed. The City Attorney was instructed to amend certain provisions of the Ordinance, particularly with reference to the method of notice of hearing, and the requirement as to publication of hearing before the Board of Equalization by providing that if the notice is inadequate, same would not invalidate the proceedings, and have said Ordinance ready for consideration by the City Council at its next regular meeting. The Mayor then presented retiring Councilman Oswald G. Wolf with a gold watch from his co-workers as a token of their appreciation of his services during his tenure of office as City Councilman.
