The meeting was called to order, with Mayor Pro tem Thornberry preRoll call Present: Councilmen Bartholomew, Glass, Johnson, Mayor Pro tem Thornberry - 4 Absent : Mayor Miller - 1 Present also: Guiton Morgan, City Manager; J. E. Motheral, Director of Public Works; Trueman E. O'Quinn, City Attorney; and R. D. Thorp, Chief of Police. The reading of the Minutes was dispensed with. A committee composed of Donald Grimes, Chairman of Travis County Chapter of National Foundation for Infantile Paralysis, and members of the Optimist Club, with Jesse Akin, spokesman, came before the Council and requested permission to place stickers on each parking meter in the City asking those who park to drop in a dime for the polio drive. Councilman Glass moved, seconded by Councilman Johnson, that the request be granted with the understanding that all the dimes collected be turned over to the committee and the usual 54 parking fee be made for the parking; and that the City Manager be directed to work out with the Committee the details for handling the matter. Greig, President and General Manager of Austin Transit, Inc., came before the Council relative to the following written request for changes in certain bus routes, submitted at the last regular meeting and taken under advisement by the City Council for study and to give the public an opportunity to be heard on the matter: CITY OF AUSTIN, TEXAS "Austin, Texas January 14, 1948 50 Honorable Mayor and Members of the City Council City Hall Austin, Texas Gentlemen: Attached is a map showing changes that we are requesting you to allow us to make in the following lines: East End, Oil Mill, Lake Austin, and Crosstown. After making a survey of all of our lines and giving careful consideration to requests of people affected along these lines, we feel that changes made as indicated will give more frequent and direct service to the people of Austin, The following benefits are to be noted on each line: On the East End line the elimination of the loop going south on Chicon to Rosewood, east on Rosewood, and then north on Hargrave to 12th will eliminate people who live along 12th Street having to make that long detouring route to get to and from business or home, and service along Rosewood and Hargrave will be picked up by the extension of the Oil Mill to Hargrave. At the same time, the Oil Mill will cover that territory south of Rosewood to the Webberville Road which has been neglected. Our tripper lines on this Oil Mill will run out 7th Street to Northwestern and will turn around and go back, picking up a considerable load of people who have been passed up in the past by overloaded buses making the Oil Mill loop which went down Northwestern. The change in the Crosstown line will cover that territory in Enfield, Tarrytown, and the Lake area, giving them a direct route to the University area with a transfer point at Tarrytown or West Lynn to the Enfield run which will enable them to come to town or a transfer point at 21st Street which will enable them to come to town on the Main service. This will give additional service to Enfield and Tarrytown, in addition to their normal Enfield service, which should be an advantage to people of that section of the town. The stopping of the Lake Austin line at Lake Austin will be covered by the extension from Tarrytown of the Crosstown line which will enable all of those people not only to go to town, but it will serve that community shopping center as a line to be traveled in either direction. In making the change on the East End it will step up the base service on the Rosedale end which has been eighteen minutes to a base time of only fifteen minutes, thereby increasing the service down Rio Grande and Rosedale. It is requested that the above approval be given immediately so that schedules may be prepared, a date set by us for the change-over, and so that we will have ample time to advertise and notify people along these lines as to when the change will take place. Since Lamar Boulevard would pass under 29th Street the west end of this property would be some twenty feet above the level of Lamar Boulevard and would be inaccessible from that side. Furthermore, the passage of Lamar Boulevard under 29th Street would necessitate the construction of a bridge over the same on West 29th Street, and since 29th Street is narrower on the east side than on the west side would create hazards at this point for any commercial usage of this property. 3. Also, it is contemplated that traffic moving northward on the Boulevard and desiring to go west on 29th Street would have to turn around this triangle and pass this commercial property on San Gabriel and 29th Streets, thereby increasing the traffic on both streets and causing further congestion on 29th Street. 4. The Board deemed that under these circumstances and until the final plans and construction of the Boulevard have been consummated, any change of use of this land is premature and that the traffic created by any commercial development and the increased congestion of traffic would indicate that this triangle should remain residential or be acquired as a public park.
