- An additional 5% penalty will be charged on 1947 taxes still unpaid after May 31, 1948, with similar monthly interest calculations also beginning for older, previously unpaid taxes.

Council Chamber, City Hall In pursuance of call by the Mayor, the City Council convened in special session at the regular meeting place in the Council Chamber in the Municipal Building on Tuesday, March 30, 1948, at five o'clock P. M., with Mayor Miller presiding. Roll call Present: Councilmen Bartholomew, Glass, Johnson, Mayor Miller, and Councilman Thornberry Absent : None Present also: Guiton Morgan, City Manager; Trueman E. O'Quinn, City Attorney; J. D. Huffman, Finance Director; and W. T. Williams, Tax Assessor and Collector. The following NOTICE OF SPECIAL MEETING and CONSENT TO MEETING were ordered spread on the Minutes: 18 NOTICE OF SPECIAL MEETING TO THE MEMBERS OF THE CITY COUNCIL OF THE CITY OF AUSTIN: Notice is hereby given that a special meeting of the City Council of the City of Austin will be held on the 30th day of March, 1948, at the Municipal Building, Eighth and Colorado Streets, in Austin, Texas, at 5:00 o'clock P. Bartholomew 11 Councilman Johnson introduced the following ordinance: AN ORDINANCE PROVIDING FOR THE PAYMENT OF INTEREST AT THE RATE OF SIX PERCENT PER ANNUM ON ALL TAXES LEVIED FOR THE YEAR 1947 AND NOT PAID BY APRIL 1, 1948; PROVIDING IN ADDITION TO INTEREST A PENALTY OF FIVE PERCENT UPON THE AMOUNT OF TAXES LEVIED FOR THE YEAR 1947 ON EVERY PERSON, FIRM, OR CORPORATION FAILING, NEGLECTING OR REFUSING TO PAY SUCH TAXES BY APRIL 1, 1948; PROVIDING FOR THE CALCULATION OF INTEREST ON ALL TAXES UNPAID BY APRIL 1, 1948, ON THE BASIS OF A CALENDAR MONTH, THE FIRST SUCH CALCULATION AND COLLECTION OF SUCH INTEREST TO BE MAY 1, 1948, FOR THE MONTH OF APRIL, 1948, AND EACH CALCULATION THEREAFTER TO BE ON THE FIRST DAY OF THE MONTH NEXT SUCCEEDING THE MONTH IN WHICH SUCH INTEREST SHALL HAVE ACCRUED; PROVIDING THAT INTEREST ON ALL UNPAID TAXES FOR YEARS PRIOR TO 1947 SHALL BE CALCULATED ON THE BASIS OF A CALENDAR MONTH, BEGINNING WITH THE MONTH OF APRIL, 1948, AND EACH CALCULATION THEREAFTER TO BE ON THE FIRST DAY OF THE MONTH NEXT SUCCEEDING THE MONTH IN WHICH SUCH INTEREST SHALL HAVE ACCRUED; PROVIDING THAT THE FIVE PERCENT PENALTY ON TAXES FOR 1947 SHALL BE COLLECTED ONLY UPON TAXES PAID AFTER MAY 31, 1948; PROVIDING A SEVERABILITY CLAUSE; AND DECLARING AN EMERGENCY. The ordinance was read the first time and Councilman Johnson moved that the rule be suspended and the ordinance be passed to its second reading. The motion carried by the following vote: Ayes: Councilmen Bartholomew, Glass, Johnson, Mayor Miller, and Councilman Thornberry Noes: None The ordinance was read the second time and Councilman Johnson moved that the rule be further suspended and the ordinance be passed to its third CITY OF AUSTIN, TEXAS 222 reading. The motion carried by the following vote: Ayes: Councilmen Bartholomew, Glass, Johnson, Mayor Miller, and Noes: None Councilman Thornberry The ordinance was read the third time and Councilman Johnson moved that the ordinance be finally passed. The motion carried by the following vote: Ayes: Councilmen Bartholomew, Glass, Johnson, Mayor Miller, and Councilman Thornberry Noes: None Mayor Miller announced that the ordinance had been finally passed.
