Council Chamber, City Hall 87 89 The meeting was called to order, with Mayor Miller presiding. Roll call: Present: Absent: Councilmen Bartholomew, Glass, Johnson, Long, Mayor Miller None The following NOTICE OF SPECIAL MEETING and CONSENT TO MEETING were ordered spread on the Minutes: NOTICE OF SPECIAL MEETING TO THE MEMBERS OF THE CITY COUNCIL OF THE CITY OF AUSTIN: Notice is hereby given that a special meeting of the City Council of the City of Austin will be held on the lith day of February, 1949, at the Municipal Building, Eight and Colorado Streets, in Austin, Texas, at five o'clock P. M., for the purpose of considering the adoption of an ordinance regulating the rates of the Southwestern Bell Telephone Company in the City of Austin, Texas. Dated this 11th day of February, 1949. Bartholomew (Sgd) Mrs. Stuart Long The Council discussed the telephone rate increases which had been agreed to by the Southwestern Bell Telephone Company's representatives and the City. They also discussed the ordinance which had been prepared covering these rate increases. Councilman Glass moved that the ordinance be passed without any changes. The motion carried by the following vote: Ayes: Councilmen Bartholomew, Glass, Johnson, Mayor Miller Noes: Councilman Long The Mayor laid before the Council the following ordinance: AN ORDINANCE REGULATING THE RATES OF THE SOUTHWESTERN BELL TELEPHONE COMPANY IN THE CITY OF AUSTIN, TEXAS; AND DECLAR- ING AN EMERGENCY. The ordinance was read the first time and Councilman Glass moved that the rule be suspended and the ordinance be passed to its second reading. The motion carried by the following vote: Ayes: Councilmen Bartholomew, Glass, Johnson, Mayor Miller Noes: Councilman Long The ordinance was read the second time and Councilman Glass moved that the rule be suspended and the ordinance be passed to its third reading. The motion carried by the following vote: Ayes: Councilmen Bartholomew, Glass, Johnson, Mayor Miller Noes: Councilman Long The ordinance was read the third time and Councilman Glass moved that the ordinance be finally passed. The motion carried by the following vote: Ayes: Councilmen Bartholomew, Glass, Johnson, Mayor Miller Noes: Councilman Long The Mayor then announced that the ordinance had been finally passed. Councilman Glass moved that the City Attorney be instructed to prepare a franchise, for a 25 or 30 year period, covering the operations of the Southwestern Bell Telephone Company in the City of Austin; providing for an in- crease in the gross receipts tax paid by the Telephone Company from 1% to 2%, and retaining the $1,250 annual franchise tax this tax to be paid four years in advance, if the City so desires. The motion carried by the following vote: - Ayes: Councilmen Bartholomew, Glass, Johnson, Long, Mayor Miller Noes: None CITY OF AUSTIN, TEXAS 91 Judge C. S. Slatton, representing the Southwestern Bell Telephone Company, stated that the company would send the City a letter in which they will agree to remove all four-party lines in the City of Austin within 18 months, if a National emergency does not occur. He also thanked the Mayor and members of the Council for their splendid cooperation in this very important matter. Judge Slatton said that his company is trying and will continue to try to give their very best service to Austin and the surrounding area.
