Council Chamber, City Hall The meeting was called to order, with Mayor Miller presiding. Roll call: Present: Councilmen Bartholomew, Glass, Johnson, Long, Mayor Miller Absent: None NOTICE OF SPECIAL MEETING 237 TO THE MEMBERS OF THE CITY COUNCIL OF THE CITY OF AUSTIN: Notice is hereby given that a special meeting of the City Council of the City of Austin will be held on the 2nd day of May, 1949, at the Municipal Building, Eighth and Colorado Streets, in Austin, Texas, at ten-thirty o'clock A. M., for the purpose of administering oath to Council members elected at general City election held April 4, 1949, and organization of Council for new term of two years, and for appointment of certain officers to be named by Council under authority of Charter and laws of Texas. Busche, Acting City Clerk City of Austin, Texas CITY OF AUSTIN, TEXAS CONSENT TO MEETING 238 We, the undersigned members of the City Council, hereby accept service of the foregoing notice, waiving any and all irregularities in such service and such notice, and consent and agree that said City Council shall meet at the time and place therein named, and for the purposes therein stated. Bartholomew (Sgd) Taylor Glass Mayor Miller announced that the purpose of the meeting was to install and organize the newly-elected City Council, and the election of certain appointive officers. Mayor Miller welcomed the two new members of the Council and expressed his belief that the newly-elected Council would be a splendid Council, especially since three of the members have served on the Council for several years and will furnish the needed experience. Mayor Miller stated that during the sixteen years he had served as Mayor the city had grown from a population of 50,000 to 150,000 and he expected that each year Austin would grow more and more and bring more problems for the City Council, but with the continued confidence of the citizens much can be accomplished. He stated that he would con- tinue to be a citizen of Austin and would always be vitally interested in its government. A large group of interested citizens were present for the installation of the newly-elected Council. The Oath of Office was administered by City Attorney O'Quinn to the following Councilmen-elect: W. S. Drake, Taylor Glass, Will T. Johnson, Mrs. Stuart Long and Stuart MacCorkle. Thereupon Mayor Miller declared W.S. Drake, Taylor Glass, Will T. Johnson, Mrs. Stuart Long and Stuart MacCorkle to be the duly elected and install- ed City Council for the ensuing two years. Immediately thereafter, Mayor Miller surrendered the chair to Mayor Pro tem Glass. The election of a mayor and mayor pro tem was the next order of business. Mayor Pro tem Glass called for nominations for the office of mayor. Councilman Drake, seconded by Councilman MacCorkle, nominated Taylor Glass as mayor. There being no other nominations, Councilman Long moved that the nomination be closed and the roll call showed the following vote: Ayes: Councilmen Drake, Johnson, Long, MacCorkle Noes: None Present but not voting: Councilman Glass 23? CITY OF AUSTIN, TEXAS 239 Mayor Pro tem Glass left the chair and asked Councilman Long to preside. Councilman Long then announced that Mayor Pro tem Glass, by the unanimous vote of the Council, had been duly elected mayor for the ensuing two years. Whereupon Mayor Glass resumed the chair, and in a brief address thanked the Council for their confidence in electing him mayor and for the honor of such office. He expressed the hope that during the ensuing two years he could so serve that they would never regret such confidence. Mayor Glass thanked the citizens of Austin for electing him to the Council and said he would work very hard to make Austin the best city in the country, and he believed this could be done with the help of his colleagues and the citizens of Austin. He paid tribute to Mayor Tom Miller and Councilman E., C. Bartholomew for their long and splendid service to Austin. Mayor Glass read telegrams from Hon Sam Rayburn, Price Daniels, Congressman Homer Thornberry, Senator Tom Connally, and Bertram Giesecke expressing their high regard for Mayor Tom Miller and his splendid achievements during the sixteen years he had served Austin as Mayor. The Mayor then announced nominations were in order for mayor pro tem. Councilman Long nominated Councilman Drake as mayor pro tem. The nomination was seconded by Councilman MacCorkle. There being no other nominations, the roll was called on the nomination of Councilman Drake and the same was confirmed by the following vote: Ayes: Noes: Councilmen Johnson, Long, MacCorkle, Mayor Glass None Present but not voting Councilman Drake Mayor Pro tem Drake expressed his appreciation of this honor and of the opportunity to serve on the City Council. Each of the Council members then gave a short talk and expressed their thanks to the citizens of Austin for electing them to serve as Council members for the ensuing two years, and pledged themselves to put the interests of Austin first in all their decisions. The Mayor then announced nominations were in order for the City Manager. Councilman Johnson nominated Guiton Morgan as City Manager. The nomination was seconded by Councilman MacCorkle. There being no other nominations, the roll was called on the appointment of Guiton Morgan and the same was confirmed by the following vote: Ayes: Councilmen Drake, Mayor Glass, Councilmen Johnson, Long and Noes: MacCorkle None City Manager Morgan expressed his appreciation and pledged a continuation of the service rendered by the City organization and improvements wherever possible. The Mayor then announced nominations were in order for the Judge of the Corporation Court. Councilman Long nominated Joe B. Roberts as Judge of the Corporation Court. The nomination was seconded by Councilman Johnson. There being no other nominations, the roll was called on the appointment of Joe B. Roberts 240 CITY OF AUSTIN, TEXAS and the same was confirmed by the following vote: Ayes: Noes: Councilmen Drake, Johnson, Long, MacCorkle, Mayor Glass None Thereupon Mayor Glass declared Joe B. Roberts to be the duly elected Judge of the Corporation Court for the ensuing two years. 240 Councilman Johnson nominated Bill Williamson as Clerk of the Corporation Court for the ensuing two years. The nomination was seconded by Councilman MacCorkle. There being no other nominations, the roll was called on the nomination of Bill Williamson, and the same was confirmed by the following vote: Ayes: Councilmen Drake, Johnson, Long, MacCorkle, Mayor Glass Noes: None Thereupon Mayor Glass declared Bill Williamson to be the duly elected Clerk of the Corporation Court for the ensuing two years. Council man Long nominated Dr. Ben Primer as City Health Officer for the ensuing two years. The nomination was seconded by Councilman Drake. There being no other nominations, the roll was called on the nomination of Dr. Ben Primer, and the same was confirmed by the following vote: Ayes: Councilmen Drake, Johnson, Long, MacCorkle, Mayor Glass Noes: None Thereupon Mayor Glass declared Dr. Ben Primer to be the duly elected City Health Officer for the ensuing two years. Councilman Long nominated Bill Fields as Assistant Clerk of the Corporation Court for the ensuing two years. The nomination was seconded by Council- man Johnson. There being no other nominations, the roll was called on the nomination of Bill Fields as Assistant Clerk of the Corporation Court, and the same was confirmed by the following vote: Ayes: Councilmen Drake, Johnson, Long, MacCorkle, Mayor Glass Noes: None Councilman Johnson nominated Jack Zively as Assistant Clerk of the Corporation Court for the ensuing two years. The nomination was seconded by Councilman Long. There being no other nominations, the roll was called on the nomination of Jack Zively, and the same was confirmed by the following vote: Ayes: Councilmen Drake, Johnson, Long, MacCorkle, Mayor Glass Noes: None Thereupon Mayor Glass declared that Bill Fields and Jack Zively were the duly elected Assistant Clerks of the Corporation Court for the ensuing two years. Judge Ben Powell spoke briefly and expressed his appreciation for the service of such a fine group of citizens serving on the City Council. He said it was indeed refreshing to witness this installation and to realize that they were willing to give so much service and receive nothing in return, for now-adays it seemed to be that everyone wanted to be on the receiving end of the line.
