CITY OF AUSTIN, TEXAS 969969 MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Regular Meeting November 16, 1950 10:00 Α.Μ. Council Chamber, City Hall The meeting was called to order with Mayor Glass presiding. Roll Call: Present: Councilmen Drake, Johnson, Long, MacCorkle, Mayor Glass Absent: None Present also: Walter E. Seaholm, City Manager; W. T. Williams, Jr., Assist ant City Attorney; C. G. Levander, Director of Public Works; R. D. Thorp, Chief of Police. Councilman Johnson moved that since copies of the minutes of the last meeting of the City Council have been furnished Council members by the City Clerk, the reading of the minutes be dispensed with and that the minutes be adopted as read in the Clérk's report. Upon being duly seconded by Councilman MacCorkle, the motion was unanimously adopted by the Council and the minutes so approved. Students from the Seventh Grade, University Junior High, were greeted and welcomed. The City Manager submitted the following memorandum from the Superintendent of the Water Department: "November 14, 1950 "Memorandum to: Walter E. Seaholm, City Manager #Re: NORTH AUSTIN PUMP HOUSE "Bids were received for the construction of the North Austin Pump House, Lamar at Koenig Lane, at 10:00 A.M., November 14, 1950 at the office of Albert R. Davis, Water Superintendent. The bids were opened and read in the presence of representatives of John Broad, Paul Keller, B. L. McGee, and Associated General Contractors. All bids were acceptable. The following prices were quoted: CITY OF AUSTIN, TEXAS 970 970 John Broad Construction Co. P. O. Box 494 Austin, Texas $24,834.00 Paul A. Keller 203 Riverside Drive Austin, Texas $26,300.00 B. L. McGee 1323 East 51st Street Austin, Texas $28,888.00 "The low bid meets our specifications and provides an acceptable completion date. The engineering estimate of the cost was $23,131.00. "It is my recommendation that the low bid of John Broad Construction Company for construction of the North Austin Pump House be accepted. APPROVED: 11-15-50 (S) W.E.SEAHOLM" "(S) Albert R. Davis, Supt. Water Department Councilman MacCorkle offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS, on November 14, 1950, the City of Austin received bids for the construction of a pump house to be located at Lamar and Koenig Lane in the City of Austin, such bids being as follows: John Broad Construction Company $24,834.00 and, Paul A. Keller B. L. McGee $26,300.00 $28,888.00 WHEREAS, the bid of John Broad Construction Company, in the sum of $24,834.00, was found to be the lowest and best bid, and the acceptance of such bids has been recommended by the Superintendent of the Water Department of uperintende the City and by the City Manager, Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the bid of John Broad Construction Company be and the same is hereby accepted, and W. E. Seaholm, City Manager, is hereby authorized and directed to enter into contract with the said John Broad Construction Company for the construction of such pump house for the amount of said low bid. CITY OF AUSTIN, TEXAS 971 971 The motion, seconded by Councilman Johnson, carried by the following vote: Ayes: Councilmen Drake, Johnson, Long, MacCorkle, Mayor Glass Noes: None Councilman MacCorkle offered the following resolution and moved its adoptiont (RESOLUTION) BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the City Manager be and he is hereby authorized and directed to execute a deed in behalf of the City of Austin, conveying to J. P. McFarland for and in consideration of the payment by the said McFarland to the City of Austin of the sum of Four Hundred and no/100 Dollars ($400.00) cash, five hundred eighty six (586) square feet of land, same being out of Lot 27 of Paul Simms Addition, a subdivision of Outlt 22, Division A of the Government Outlots adjoining the Original City of Austin, Travis County, Texas, according to a map or plat of said Government Outlots on file in the General Land Office of the State of Texas, a map or plat of said Paul Simms Addition being of record in Book 3, page 186 of the Plat Records of Travis County, Texas, which Lot 27 was conveyed to the City of Austin by warranty deed dated March 11, 1947 of record in Volume 845, page 298 of the Deed Records of Travis County, Texas. BURROWS and MISS FANNIE RATCHFORD, 2312 and 2314 Longview, for change of zoning from "A" Residence to "B-1" Residence, was brought up again before the Council for decision. The requeat was publicly heam on November 9, 1950, but no action was taken as the Council wanted to inspect the property personally, and deferred decision until this date. Council man Drake moved that the recommendation of the Zoning Board of Adjustment be upheld and that this requested change be granted, and that the City Attorney be instructed to draw up the necessary ordinance. The motion, seconded by Councilman Long, carried by the following vote: Ayes: Councilmen Drake, Johnson, Long, MacCorkle, Mayor Glass Noes: None The City Manager asked the Council if it would like to meet at least twice a month on Wednesday nights for discussion and reports from the warious Departments, and to discuss the various activities and the matters on the agenda for CITY OF AUSTIN, TEXAS 972972 the Thursday meetings. Councilman Drake, after discussion moved that the Council meet on the first and third Wednesdays of each month in a night meeting as recommended. The motion, seconded by Councilman MacCorkle, carried by the following vote: Ayes: Councilmen Drake, Johnson, Long, Mac Corkle, Mayor Glass Noes: None Councilman MacCorkle moved that the following applications for change of zoning be set for public hearing on December 14, 1950, at 11:00 Α.Μ.: M. A. AND R. G. KΝΙΡΡΑ A tract of land in Outlot 15, Div. "0", in the City of Austin, fronting north on E. 5th Street for approx imately 280 feet and front- ing east on Allen Street for approximately 320', 3213-33 East 5th. EUGENE JOHNSON Lot 16, Block 4, Outlot 10, Grandview Place, Plat 28b, 2400 East 11th Street From "A" Residence To "C" Commercial NOT Recommended The motion, seconded by Councilman Drake, carried by the following vote: Ayes: Councilmen Drake, Johnson, Long, MacCorkle, Mayor Glass Noes: None COUNCILMAN LONG suggested that the paving bond money be divided among the different sections of town and those sections be given a certain length of time to get their streets signed up; and if they did not take advantage of it within that time, the money be allocated to another section. It was stated by the City Manager that the paving requests were coming in pretty fast, and the petitions were taken as they came in; and then a distribution was made. MAYOR GLASS suggested that a survey be made of the rights-of-way of the cross-town boulevards and the boulevards that might fall into future subdivisions, so that the subdividers could be guided on their plans. He suggested that it might even be necessary to hire a survey crew to go to work on this, particularly for the right-of-way through South Austin on the Interregional Highway, and for the right-of-way for the Lavaca-Guadalupe-South 1st Bridge. The City Manager recommended that the property on the river near the proposed bridge be appraised, and that the City obtain the whole tract; as at the present, theCity has no control of it regarding the zoning and right now, it is wide-open for anything. He suggested getting an option on all of it; and later the Council could dispose of it however it desired, but it would have control of the operations. Mayor Glass asked that this be sent to the Zoning Board to consider changing the zoning of this property back to Commercial. After further consideration, Mayor Glass relinquished the Chair, and Mayor Pro-tem Drake presided. Mayor Glass, not presiding, moved that the City Manager be instructed to go ahead and negotiate CITY OF AUSTIN, TEXAS 973 973 with Mr.R.E. Jones and the American Service Company for whatever land the City needs for parks, the low-water dam, and for the road to connect up with the new bridge, and for the extension of Robert E. Lee Road. The motion, seconded by Councilman Johnson, carried by the following vote: Ayes: Councilmen Johnson, Long, MacCorkle, Mayor Glass, Mayor Pro-tem Drake Noes: None At this point, Mayor Glass again took the Chair and presided. Councilman Drake reported on a meeting he and the City Manager had with the officials of the Missouri-Pacific Railroad regarding the whistling of their trains at crossings. He stated it was a state law that they were required to blow their whistles at crossings. He stated he would like to get the State representatives to bring this before the Legislature and have the law changed to require the proper stop-signals, and thus eliminate whistling. He listed Perry Lane, West 35th Street, Windsor Road, Watterson Avenue, Butler's Crossing, Pressler, and Lamar Boulevard as the crossings used by the Missouri Pacific; and two others by the Southern Pacific. The Council received a report from the City Manager that the following applications for change of zoning had been referred to the Zoning Board of Adjustment for considertion and recommendation: R. E.
