Council Chamber, City Hall The meeting was called to order with Mayor Pro-tem MacCorkle presiding. Roll Call: Present: Councilmen Johnson, Long, White, Mayor Pro-tem MacCorkle Absent: Mayor Drake Present also: Walter E. Seaholm, City Manager, W. T. Williams, Jr., City Attorney; C. G. Levander, Director of Public Works; R. D. Thorp, Chief of Police. Councilman Johnson moved that the Minutes of the previous meeting as sent to the Council members be approved. The motion, seconded by Councilman White, carried by the following vote: Ayes: Councilmen Johnson, Long, White, Mayor Pro-tem MacCorkle Noest None Absent: Mayor Drake Mayor Pro-tem MacCorkle presided, explaining that Mayor Drake had been called to Washington, D. C. in connection with Civil Defense. Mayor Pro-tem MacCorkle reminded the Council also of the invitation by the Chamber of Commerce to the luncheon at 12:15. No action was taken on the zoning request of JOSEPHINE VISCARDI for change of zoning at 407-11 E. 15th from "B" Residence to "C" Commercial, and this matter was deferred until November 21st in order that a full Council might be present. MR. ROSWELL MILLER appeared before the Council stating there were flagrant inequities in tax valuations throughout the City, and stated a few cases where his properties were involved in a ten block area from his home in Enfield. Councilman Long thought an investigation should be made and that Mr. Stohl and Mr. Rickey Key should be asked to bring an explanation of these matters next week. He stated the Council agreed within the very near future to work out a statement of policy on annexation whereby everyone would have some guidepost in this annexation matter. Councilman Johnson offered the following resolution and moved its adoption: (RESOLUTION) BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the final plat of the subdivision known as "Woodland Park", approved by the City Plan Commission of the City of Austin on November 8, 1951, be and the same is hereby accepted and authorized to be filed of record in the office of the County Clerk of Travis County, Texas, in accordance with the provisions of the laws of the State of Texas, and the ordinances of the City of Austin, and that this action of the City Council be indicatedby appropriate notation, signed by the Mayor, on the orginal plat of said subdivision prior to its recording in the Plat Records of Travis County, Texas. The motion, seconded by Councilman White, carried by the following vote: Ayes: Noes: Councilmen Johnson, Long, White, Mayor Pro-tem MacCorkle None Absent: Mayor Drake CITY OF AUSTIN, TEXAS 848 848 The City Manager submitted the request of MR. JOHN C. WENDE who had deeded to the City a strip of land 50' wide from Lamar Boulevard to the Railroad right-ofway, a part of it having been given for the purpose of constructing a culvert for drainage; and later the other two parts having been deeded for street purposes. The City in the meantime had changed the course of the channel, and at present there is no need for a street through the land. Mr. Wende wants the City to re convey this this property to him in consideration of his paying an amount equal to the taxes which would have been assessed against this property since he gave it to the City, had it been subject to taxation during such period. Councilman Long asked that this matter be held over until the following week. Councilman Long moved that the City Attorney be instructed to prepare a resolution to present to the Council at its next meeting, directing the publication of Notice of Intention to adopt an Ordinance Calling an Election on Charter Amendments, enumerating the proposed Charter amendments as authorized by the Council. The motion, seconded by Councilman White, carried by the following vote Ayes: Councilmen Johnson, Long, White, Mayer Pro-tem MacCorkle Noes: None Absent: Mayor Drake Councilman Johnson moved that the City Mana ger instruct the City Attorney to prepare an ordinance for the installation of a signal light at 12th and Chicon The motion, seconded by Councilman White, carried by the following vote: Ayes: Councilmen Johnson, Long, White, Mayor Pro-tem MacCorkle Noes: None Absent: Mayor Drake Councilman White submitted a letter from the P.T.A. for a light at Zilker School. The City Manager stated he thought this could be taken care of. Councilman White made inquiry about more ground for park purposes around this School. The City Manager reported that efforts had been made; but as yet, no additional property had been obtained. Councilman White stated there were 26 men on duty at the Central Fire Station, and that the kitchen is in a horrible condition; and that it took the men past 9:00 o'clock to get their breakfast. The City Manager stated there was a consideration in the 1952 budget to correct this, and also to make changes in the communication center, in that it was to be moved up stairs. Councilman White moved that the City Manager be instructed to immediately get someone working on these changes and get the figures on this and report back. The motion, seconded by Councilman Long, carried by the following vote: Ayes: Councilmen Johnson, Long, White, Mayor Pro-tem MacCorkle Nees: None Absent: Mayor Drake 849 849 CITY OF AUSTIN, TEXAS Councilman White noted there were forty-six men at the Fire Station, and only 25 beds, and it was not agreeable with these men to have to use the same beds, and he did not think it was healthy. The City Manager stated it would take up lots of room and money to provide for the bed space, and he recommended that the City furnish the linens for the men; and as they made up their beds, they would use fresh linens. The City Manager stated he would have a recommendation in the Budget. Councilman White discussed the traffic light at Monroe and Congress, as being incorrectly timed, in that both lights turned green at the same time. In order to discuss the new field notes on Area No. V regarding extension of boundaries of the City Limits, which new field notes were changed in the earlier part of the meeting, the Council recessed until 5:00 P.M. this date. C. TANNEHILL LEAGUE AND THE SANTIAGO DEL VALLE GRANT IN TRAVIS COUNTY, TEXAS, WHICH SAID ADDITIONAL TERRITORY LIES ADJACENT TO AND ADJOINS THE PRESENT BOUNDARY LIMITS OF THE CITY OF AUSTIN, IN THE PARTICULARS STATED IN THE ORDINANCE. 850 850 CITY OF AUSTIN, TEXAS The ordinance was read the first time, and Councilman Long moved that it be passed to its second reading.
