Councilman White moved that the Minutes of the previous meeting be approved. W. S. BRUMAGE presented the following resolution adopted by the AUSTIN GOLF ASSOCIATION: "TO THE HONORABLE MAYOR AND CITY COUNCIL OF THE CITY OF AUSTIN: "WHEREAS, the City of Austin has acquired certain lands upon which to construct a golf course, and, "WHEREAS, there is an urgent need for additional golf facilities in the City of Austin, and, "WHEREAS, the late Morris Williams, Jr. was born and reared in the City of Austin, and, "WHEREAS, this young man was an outstanding figure in the sport of golf both in Texas and in the nation, and, CITY OF AUSTIN, TEXAS $57 857 "WHEREAS, he was of exemplary character both in the sport of golf and in his personal life, and, "WHEREAS, he died while in the service of his country, and, "WHEREAS, the Austin Golf Association and its members are of the opinion that the name and memory of Morris Williams, Jr. should be perpetuated. MR. WALLACE B. HICKS, Student of Government at the University of Texas, stated it had been brought to the attention of the Grievance Committee of the University, the traffic problem at the corner of San Jacinto and 25th, and he requested a light in that area since the domitories were located there. Councilman Long moved that the City Traffic Engineer be asked to make a study of this and bring a recommendation back to the Council. PEAVY submitted a petition asking that East 19th Street between East Avenue and Airport Boulevard be paved, as this approach to the Holy Cross Hospital was in bad condition. The Mayor stated this project was under way by the Highway Department and it would be started sometime the early part of next year. Councilman White offered the following resolution and moved its adoption (RESOLUTION) WHEREAS, Mrs. Francis Hickman has made application in writing for permission to use and maintain in her residence a day nursery school, complying with all the City and State regulations, on Lot 11, Block 40, Travis Heights, in the City of Austin, Travis County, Texas, same being on the north side of Gillespie Place, and locally known as 1141 Gillespie Place, which property is located in an "A" Residence District and under Section #4, Item 13a of the Zoning Ordinance requires a special permit from the City Council; and 858 858 CITY OF AUSTIN. MR. TOM BLACKWELL representing the Govalle Civic League, protested any proposed C-l or C-2 zoning, as in 1935 before the annexation of this property, an election was held and this territory was voted dry. MR. TRAVIS HOWARD asked that no zoning be made that would permit the sale of intoxicants as the streets were very narrow in this area, as there were no sidewalks for the children to use on their way to school, and as there were many dangerous intersections. The Mayor asked how this group felt about zoning 200' west of Airport Blvd. Industrial. MR TRAVIS HOWARD speaking personally stated he would be favorable to 200 industrial zoning along Airport. MR. MAHONEY, Planning Engineer, stated the Commission in not making specific recommendations on the west side of 859 CITY OF AUSTIN, TEXAS 859 Airport Boulevard did so because the nursery was established conforming to "A" Residence, and the other tracts would, when someone came in with a possible development, be placed in an appropriate classification. MRS. FREDERICK MEYER, member of the Planning Commission, suggested that the tracts not be cut in a 200' strip as the industrial value would be lowered by small tracts. Industrial developers prefer large tracts without any buildings that have to be destroyed. MR. GENE HOWARD believed the people in the area objected only to establishing zones permitting beer. He asked the group present if they objected to industrial from Montopolis Bridge along Airport Blvd., through this area. No one expressed opposition. MR. SHELTON, representing a client seeking C-1 zoning, asked that consideration be given for C-l classifications in this large area. He stated a case to test the validity of the 1935 election, voting the area dry, was in the making. Councilman Thompson did not want to hold up the original zoning of this area to wait the outcome of the test case. MR. MAHONEY again outlined the Commission's recommendation (recorded in full in the Minutes of October 22nd) stating it would consider individual zoning requests when presented, and that this matter would again be before the Council in another year. The Commission feared hap-hazard development if only the frontage of the boulevard were zoned industrial, and it desired leaving large tracts open for big development. Councilman Long moved that the Planning Commission's recommendation on Area 8 be amended to read "200' back from Bolm Road following the Airport Boulevard down to the intersection of 7th street--200' or the nearest property line". Councilman White seconded the motion. Councilmen Thompson and Pearson asked for time to look into the matter further, and Councilman Long withdrew her motion. The Mayor announced that the zoning of Area 8 would be considered next week, but the ordinance could be drawn, in line with the discussion. -- No Action was taken on accepting the bid and authorizing a contract for Paving Contract #7, as Councilman Thompson wanted to get more information on this. Councilman Pearson offered the following resolution and moved its (RESOLUTION) WHEREAS, on October 26, 1953, the City of Austin received bids on cable for the 12.5 KV feeder circuits from Lakeshore Substation to the Water Treatment Plant No. 2; and, WHEREAS, an evaluation of the bids received for such cable shows the bid of Anaconda Wire and Cable Company of $4,605.00 per 1,000 feet of paper and lead cable for a total price of $23,761.80 for 5,610 feet to be the lowest and best bid based on a more expeditious delivery date; and, WHEREAS, the acceptance of such bid has been recommended by the Superintendent of the Electric Division of the City of Austin and the City Manager; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the bid of Anaconda Wire and Cable Company of $4,605.00 per 1,000 feet of paper and lead cable for a total price of $23,761.80 for 5,160 feet be and the same is hereby accepted, and W. E. Seaholm, City Manager of the City of Austin is hereby authorized and directed to execute a contract on behalf of the City with Anaconda Wire and Cable Company for the purchase of such cable. "In recent months, particularly since recent City Charter amendments, the Board's work has decreased materially. No longer does it recommend on zoning changes, now a function of the Planning Commission, and general building activity has declined to the extent that the Board no longer finds it necessary every month to meet more than twice. 877 CITY OF AUSTIN, TEXAS 877 "On reviewing this situation the Board recognized the fact that City Council and City Planning Commission members are not compensated for their services. The motion, seconded by Councilman White, carried by the following vote: Ayes: Councilmen Long, Pearson, Thompson, White, Mayor McAden Noes: None Councilman Long offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS, Southern Union Gas Company has presented to the City Council tentative maps or plans showing the proposed construction of its gas mains in the streets in the City of Austin hereafter named, and said maps or plans have been considered by the City Council; therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT Southern Union Gas Company be and the same is hereby permitted to lay and construct its gas mains in and upon the following streets: (1) A gas main in NILE STREET, from Walter Street, southerly 1007 feet, the centerline of which gas main shall be 6 feet west of and parallel to the east property line of said NILE STREET. Said gas main described above shall have a cover of not less than 22 feet. (2) A gas main in SINGLETON AVENUE, from a point 144 feet north of East 12th Street, southerly 56 feet, the centerline of which gas main shall be il feet west of and parallel to the east property line of said SINGLEΤΟΝ AVENUE. Said gas main described above shall have a cover of not less than 2 feet. (3) A gas main in KIRK AVENUE, from a point 257 578 878 CITY OF AUSTIN, TEXAS feet north of Thompson Avenue, northerly 54 feet, the centerline of which gas main shall be 6.5 feet west of and parallel to theeast property line of said KIRK AVENUE. Said gas main described above shall have a cover of not less than 22 feet. (4) A gas main in CASTRO STREET, from a point 30 feet east of Pleasant Valley Road, westerly to Maude Street, the centerline of which gas main shall be 6.5 feet south of and parallel to the north property line of said CASTRO STREET. Said gas main described above shall have a cover of not less than 22 feet. (5) A gas main in MAUDE STREET, from Francisco Street, northerly 437 feet, the centerline of which gas main shall be 6.5 feet west of and parallel to the east property line of said MAUDE STREET. Saidingas main described above shall have a cover of not less than 2½ feet. (6) A gas main in FRANCISCO STREET, from Maude Street westerly 1007 feet, the centerline of which gas main shall be 6.5 feet south of and parallel to the north property line of said FRANCISCO STREET. Said gas main described above shall have a cover of not less than 2½ feet. (7) A gas main in ZARAGOSA STREET, from Maude Street, westerly 624 feet, the centerline of which gas main shall be 6.5 feet south of and parallel to the north property line of said ZARAGOSA STREET. Said gas main described above shall have a cover of not less than 2½ feet. THE Southern Union Gas Company is hereby put upon notice that the City of Austin does not guarantee that the space assigned above is clear from other underground utilities, but is based upon the best records we have at hand, and that the minimum depth stated does not have any reference to the fact that greater depths may not be required at special points. When the Southern Union Gas Company requires definite information upon the ground as to elevations or working points from which to base the location of their assignments, they shall apply to the Department of Public Works not less than three (3) days before such information is required. The Southern Union Gas Company is further put upon notice that they will be required to bear the expense of repairs or replacement of any underground utility damaged during the construction of lines named in this resolution. The motion, seconded by Councilman Thompson, carried by the following vote: 881 CITY OF AUSTIN, TEXAS 881 Ayes: Councilmen Long, Pearson, Thompson, White, Mayor McAden Noes: None The City Manager presented that problem of paving on North Loop, stating there are 11 property owners failing to sign up for paving, and they are homesteads. This involved $3,598.00 out of $29,873.00 which was 122%. The City has been authorized to go in on the paving on a five percent basis, and he recommended he be authorized to go ahead on this unit. Councilman Long moved that the City Manager be given authority to go ahead on that basis. The motion, seconded by Councilman White, carried by the following vote: Ayes: Councilmen Long, Pearson, Thompson, White, Mayor McAden Noes: None Councilman Pearson noted some confusion or indefiniteness regarding letters being sent out on the voluntary paving program, by McKown & Sons. He asked that they make their letter very definite and that they include in it the exact amount it would cost the property owners if they did not see fit to sign up on the voluntary paving program and went on an assessment plan. Councilman Long stated property owners did not realize the City participated in the cost of the paving. The City Manager stated he would talk to the Company and get them to revise their letter. The City Manager gave an oral report on the water and fireplug request of citizens living on Alf and Burger Streets. He stated it would take $8,850 to carry out their request to put in the 6" line and fire plug, and that it could not be done this year, but possibly next year depending on the priority of the project. He stated he would write them and let them know. Councilman Long submitted a petition from OSCAR WALL, 1302 East 51st, requesting street lights in the area east of East Avenue Cameron Road. The City Manager stated at this time there were no street lighting facilities, but a check was being made to see what was involved in this area. Councilman Long inquired if it could be included in next year's budget. The Mayor presented a request from the St. John's Methodist Church in Allendale that a street light be placed in that area. Councilman Long had a complaint from MRS. BEULAH HOUSTON, 2508 East lith that the rains and water were ruining her property, and asked that an investigation be made to see if it were possible for a storm sewer or somekind of relief. Councilman White stated he had the same request, and that MR. LATSON was checking on it and would report back.
