CITY OF AUSTIN. TEXAS 17 MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Special Meeting January 13, 1954 10:00 Α.Μ. Council Chamber, City Hall 17 On this lith day of January, 1954, pursuant to a call for the purpose of transacting the business hereinafter recorded, the City Council of the City of Austin, Texas, convened in Special Session, at the regular meeting place thereof in the City Hall. The meeting was called to order, with Mayor McAden presiding. The roll was called showing the following: Present: Councilmen Long, Pearson, Thompson, White, Mayor McAden Absent: None The Mayor submitted and introduced an ordinance calling an election for the authorization of bonds of the City of Austin for the City Council's consideration, the caption of said ordinance being as follows: "AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS, CALLING AN ELECTION FOR THE AUTHORIZATION OF REVENUE BONDS OF THE CITY OF AUSTIN IN THE FOLLOWING AMOUNTS AND FOR THE FOLLOWING PURPOSES: (1) $6,190,000 REVENUE BONDS FOR THE PURPOSE OF PAYING OFF, REFUNDING AND CANCELLING AN EQUAL AMOUNT OF THE OUTSTANDING INDEBTEDNESS OF THE CITY'S ELECTRIC LIGHT AND POWER, WATERWORKS AND SEWER SYSTEMS; (2) $9,110,000 REVENUE BONDS FOR THE PURPOSE OF EXTENDING AND IMPROVING THE CITY'S ELECTRIC LIGHT AND POWER SYSTEM; (3) $3,200,000 REVENUE BONDS FOR THE PURPOSE OF EXTENDING AND IMPROVING THE CITY'S WATERWORKS SYSTEM; (4) $1,500,000 REVENUE BONDS FOR THE PURPOSE OF EXTENDING AND IM- PROVING THE CITY'S SEWER SYSTEM; AND (5) CITY OF AUSTIN. TEXAS 18 18 $1,750,000 REVENUE BONDS FOR THE PURPOSE OF BUILDING A MUNICIPAL AUDITORIUM; ENACTING PRO.. VISIONS INCIDENT AND RELATING TO THE SUBJECT AND PURPOSE OF THIS ORDINANCE; AND DECLARING AN EMERGENCY." The ordinance was read in full and Councilman Thompson moved that the rule be suspended and that for the reasons recited therein said ordinance be passed as an emergency measure for the immediate preservation of the public peace, property, health and safety of the citizens of Austin as permitted by the City Charter. The motion was seconded by Councilman White, and carried by the following vote: Ayes: Councilmen Long, Pearson, Thompson, White, Mayor McAden. Noes: None The ordinance was read the second time and Councilman Thompson moved that the rules be further suspended and that the ordinance be passed as an emergency measure to its third reading. The motion was seconded by Councilman White, and carried by the following vote: Ayes: Councilmen Long, Pearson, Thompson, White, Mayor McAden Noes: None The ordinance was read the third time and Councilman Thompson moved that the ordinance be finally passed as an emergency measure. The motion was seconded by Councilman White and carried by the following vote: Ayes: Councilmen Long, Pearson, Thompson, White, Mayor McAden Noes: None The Mayor then announced that the ordinance had been finally passed. Councilman Thompson offered the following Resolution and moved its adoption: (RESOLUTION) WHEREAS, the City Council of the City of Austin has found that public necessity requires the opening, construction and maintenance of an electric substation with necessary apparatus on the west bank of Lake Austin, in order to serve said area as well as the water filtration plant being constructed on the East bank of Lake Austin; and WHEREAS, the City Council has found and determined that the hereinafter described land is suitable for such purpose and that it is necessary to acquire said land for such electric substation site; and CITY OF AUSTIN, TEXAS 19 19 WHEREAS, the City of Austin has negotiated with the owners of such land and has been unable to agree with such owners as to the fair cash market value thereof; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the City Manager be and he is hereby authorized and directed to file or cause to be filed against all owners and lienholders a suit în eminent domain to acquire fee simple title for said purpose to the following described tract of land: 1.ll acres of land, same being out of and a part of that certain 493 acre tract of land out of the Wilkenson Sparks Survey in Travis County, Texas, which was conveyed to S. J. Larson, together with other property, by warranty deed dated December 27, 1933 of record in Volume 497 at page 433, Deed Records of Travis County, Texas, which 1.ll acres of land is more particularly described by metes and bounds as follows: BEGINNING at a steel pin on the west line of Westlake Drive at the northeast corner of the tract herein conveyed, and from which point of beginning a Concrete Monument at the southeast corner of Lot 11 of Cornwell Addition, a subdivision of a portion of said Wilkenson Sparks Survey, according to a map or plat of said Cornwell Addition of record in Book 5, page 180, Plat Records of Travis County, Texas, bears N. 9º 28 E. 540.00 feet and No. 60° 20 W. 24.60 feet; THENCE following the west line of Westlake Drive, S. 9° 28' W. 230.00 feet to a steel pin for corner; THENCE N. 80° 32' W. at 20.00 feet pass a steel pin, in all a distance of 210.00 feet to a Steel Pin for corner; THENCE N. 9° 28 E. 230.00 feet to a steel pin for corner; THENCE S. 80° 32' e. 210.00 feet to the point of beginning.
