Council Chamber, City Hall The meeting was called to order with Mayor McAden presiding. Present: Councilmen Long, Pearson, Thompson, White, Mayor McAden Absent: None Also present: W. E. Seaholm, City Manager; Doran Eskew, Assistant City Attorney; Beverly Sheffield, Director of Recreation, Members of the Parks and Recreation Board present were MRS. FRANK DAVOL, MRS. C. E. BROWNING, MRS. FAGAN DICKSON, DR. D. K. BRACE, MR. FRANK D. QUINN, MR. VIC KOMIER, MRS. ALDEN DAVIS and MR. NASH MORENO. Dr. Brace stated the Advisory Committee had three recomendations to make at this time: 1. The need to develop the Zavalla area further to provide a community center. It would need $200,000 to develop that, and it was recommended by the Board that the $200,000 bonds still available be sold early next year for the development of this area. 2. The dedication of the 70 acre tract as Bee Creek Park and that it be used as a nature sanctuary. 3. The need of three new swimming pools to be financed by Revenue Bonds, the three recommended pools to be handled by that program to be, (1) Hancock Park (2) Northwest Austin (3) Reed Park MR. FRANK QUINN urged the development of Zavalla Community Center as very important, as this is a densly populated section, and this would do the greatest good for the greatest number of people. The Mayor announced that the property had been purchased recently. Councilman Long inquired about selling the four lots that the center is now on, and making available those lots to the people who would be displaced by this purchase. The Recreation Director reecommended keeping these lots for a small childrens' playground. CITY OF AUSTIN, TEXAS 479 479 Discussion on future bond sales was held. MRS. DICKSON suggested private financing--a neighborhood project. Councilman Thompson inquired if the pools were to be operated as a social service to the citizens or on a basis of selfliquidation; if the latter, then there would have to be fees fixed; if not, then there would be the question of some pools have charges in parts of towns and others not having any charges. Councilman Long was not for charging for swimming pools. The City Manager stated that the larger pools or adult pools could have a nominal charge. He pointed out every pool meant operating costs that would be year in and year out expense. Mr. Quinn asked again thatthe full $200,000 be earmarked for this Zavalla Community Center; as if it were spent all over town, one couldn't see where it was. Councilman Thompson inquired if the swimming facilities were adequate at Dorie Miller. Mrs. Dickson stated this pool should be enlarged, and it was hoped that the remaining $75,000 bond money could be spend on that swimming pool. Councilman Thompson stated the Recreation Department was a big asset to Austin. When industry plans to establish in a place, the industrialists are not as interested in the tax and utilities as they are what isgoing to happen to the people who work in their plants, and their living facilities, schools, churches and recreation, and complimented the Board for adding a big asset to the City in its program. Councilman Pearson inquired if it were more important to enlarge the pool or build another pool. The Recreation Director recommended enlarging the present pool at Rosewood; and this was being developed into a marvelous park, There being no further business the council adjourned subject to the call of the mayor.
