Council Chamber, City Hall The meeting was called to order with Mayor McAden presiding. Roll Call: Present: Councilmen Pearson, Thompson, White, Mayor McAden Absent: Councilman Long Present also: W. E. Seaholm, City Manager; W. T. Williams, Jr., City Attorney. The Mayor announced that this meeting was called for the purpose of receiving the proposed budget of the City for 1955, and for setting a date for public hearing on the budget. The City Manager presented the proposed budget. Councilman Thompson moved that the public hearing on the Budget be set for the afternoon of September 16th at 2:00 P.M. The motion, seconded by Councilman White, carried by the following vote: Ayes: Councilmen Pearson, Thompson, White, Mayor McAden Noes: None Absent: Councilman Long The City Manager stated the Valuation was approximately $512,000,000 and the assessed valuation was $384,000,000 and it looked like the tax rate could be set at $1.82--General Fund .62, Schools 59, Sinking Fund .61. This was a 1.66% increase in taxes by virture of the sinking fund. He explained the individual statements. In the Public Works Department, he recommended once a week pick-up service for garbage; thereby allowing a savings to permit four new trucks. The transportation costs would be reduced about 40%. A study on the health and sanitation relationship to this showed this once-a-week pick-up service would not in anywise affect the breeding of flies, etc. Additional service would be given the citizens, in that the Sanitation Department would collect the garbage at the individuals' back doors instead of in front. He stated that call service would still be available anytime anyone had a surplus that must be moved. CITY OF AUSTIN, TEXAS 697 697 In the non-appropriated amount there was $245,000. He recommended out of that the 63-hour week for the firemen; 40 hour week for the 44 hour group; retaining 48 hour week for the Police Department, but giving them a 72% increase. For the first year the cost would be $230,000. His recommendation was to make this effective January 1, 1955, as it would take three months to recruit and train men for the Fire Department. The 48 hour group would go to 44 hour week. The City Manager submitted a salary scale to the Council showing the City's comparison with relationship to Bergstrom Field, State, Federal and local firms. Councilman Thompson noted there was no money earmarked for paving, and stated that he was going to submit a proposal to the Council for consideration. Councilman Pearson also was interested in doing something about paving. Councilman White called attention to the number of calls he had received about the skiers and racers on Lake Austin. The City Manager stated he had asked the Navigation Board to look into this. There being no further business the Council adjourned at 5:45 P. M. subject to the call of the Mayor.
