Council Chamber, City Hall 758 758 The meeting was called to order with Mayor McAden presiding. Roll Call: Present: Councilmen Long, Pearson, Thompson, White, Mayor McAden Absent: None Present also: W. E. Seaholm, City Manager; W. T. Williams, Jr., City Attorney; C. G. Levander, Director of Public Works; J. D. Huffman, Jr., Director of Finance; T. B. Marshall, Tax Assessor and Collector. The Mayor announced this meeting was called for the purpose of considering matters pertaining to the budget. The City Manager stated there appeared to be $509,800,000 full valuation, which gave an assessed valuation of $382,350,000, which was about $14,000 less than had been figured. He recommended the following as a tax rate: Schools .59 Operation City .62 Operation Schools City .27 Interest and Sinking Fund .34 Interest and Sinking Fund TOTAL Schools .86 City .96 $1.82 Councilman Pearson moved that the Council adopt the $1.82 as the tentative tax rate for 1955 for the Schools and the City. The motion, seconded by Councilman Long, carried by the following vote: Ayes: Councilmen Long, Pearson, Thompson, White, Mayor McAden Noes: None : In the discussion of voting on the working hour week for the employees, Councilman Thompson believed there was discrimination, particularly with reference to the Police Department; in that there was 122% cut in hours for the CITY OF AUSTIN, TEXAS 159 759 Fire Department and 72% increase in wages for the Police; cutting 12 hours from the Fire Department and 4 hours for other employees. He asked that the Council submit the initiative ordinance to the vote of the people. Councilman Lòng moved that the Council accept the City Manager's recommendation of a 40hour week for city employees; 63-hour week for the firemen; and 72% increase in wages for the Policemen. The motion, seconded by Councilman White, carried by the following vote: Ayes: Councilmen Long, Pearson, White, Mayor McAden Noes: Councilman Thompson The Mayor submitted a list of department heads whose salaries were not raised when the employees were given a blanket raise, and recommended that this group be given a 5% increase. Councilman White moved that the Council raise the department heads 5% with the exception of those who were raised last year (Director of Recreation, Judge of Corporation Court, Fire Marshal, City Clerk and Assistant City Clerk) to be effective January 1, 1955. The motion, seconded by Councilman Pearson, carried by the following vote: Ayes: Councilmen Pearsony White, Mayor McAden Noes: Councilmen Long, Thompson *Councilman Pearson stated he voted for this withe understanding it applied to those who have been with the city over a year. Mayor McAden introduced the following ordinance: AN ORDINANCE ADOPTING AND APPROVING THE BUDGET FOR THE FISCAL PERIOD BEGINNING OCTOBER 1, 1954 AND TERMINATING SEPTEMBER 30, 1955, AND MAKING APPROPRIATIONS FOR EACH DEPARIMENT, PROJECT AND ACCOUNT; AND DECLARING AN EMERGENCY. The ordinance was read the first time and Councilman White moved that the ordinance be passed to its second reading. The motion, seconded by Councilman Pearson, carried by the following vote: Ayes: Councilmen Long, Pearson, White, Mayor McAden Noes: None Councilman Thompson inquired of the legality of the Council's not complying with the firemen's petition of either passing the ordinance contained there- in or submitting it for vote of the people.
