Μ. Council Chamber, City Hall The meeting was called to order with Mayor McAden presiding. Roll Call: Present: Councilmen Long, Pearson, Thompson, White, Mayor McAden Absent: None The Mayor announced that this Special Meeting was called for the purpose of holding a public hearing on amendments to the Zoning Ordinance. MR. ROBERT H. GREEN, City Plan Department, submitted a list of changes or rewording of the draft of the ordinance, which the Planning Department felt would clarify some inconsistencies between the recommendations of the Advisory Committee and the exact text of the ordinance as drafted. The Building Inspector pointed out a condition that should be considered regarding "Clubs" which required 5 acres. That amount of ground is not available in the Residential sections, and the lodges will not be able to operate inside the City. Discussion was held on off-street parking spaces to be determined by the Board of Adjustment. MR. TRUEMAN E. O'QUINN, Chairman of the Citizens Committee suggested changing the wording to read for off-street parking for those particular uses, that an application for that area must be filed with the Board of Adjustment and the area will be determined by the Board of Adjustment after a hearing. The Building Inspector suggested listing the parking requirements under the use districts. MR. DAVID BARROW suggested that the Zoning Ordinance be kept as brief and clear as possible and that the people in the City who contact the public on zoning matters take an affirmative attitude in what both the city and people were trying to accomplish, and that they give more explanation. CITY OF AUSTIN, TEXAS 777777 MRS. CHARLES MITCHELL did not believe that proper enforcement and control over Nursery Schools, Convalescent Homes, Kindergardens and Day Nurseries would be possible under this proposed ordinance. It was suggested that this matter be handled by occupancy permits and by the setting of standards under which the schools and homes could operate. MR. O'QUINN suggested strengthening the Building Inspector's Office and charging inspection fees based on actual time, effort and skill necessary to make inspections; thereby letting the people who get the benefit of the inspections support the Inspection Divisions. Detailed discussion was held on setting standards for the nursery schools and convalescent homes, etc., and the enforcement of those standards. MRS. FREDERICK MEYERS suggested leaving out the words "feeble-minded or mentally retarded" on Page 7, Section 9(b). The Council agreed informally that these words should be left out. The Mayor suggested that this proposed ordinance, together with the list of changes submitted by the Plan Commission, be turned back to the Commission and the Citizens Advisory Committee on Interim Zoning Classifications for further study and report back. Councilman Long suggested that the hearing be con- tinued. It was noted that Councilman Pearson would be out of town until after October 25th, and further hearing on this matter should be scheduled after that date.
