1071 CITY OF AUSTIN, TEXAS 1071 NOTICE OF SPECIAL MEETING TO THE MEMBERS OF THE CITY COUNCIL OF THE CITY OF AUSTIN: Notice is hereby given that a Special Meeting of the City Council of the City of Austin will be held on the 8th day of October, 1954, at the Municipal Building, Eighth and Colorado, in Austin, Texas, at 7:30P.M. for the purpose of considering and acting upon matters pertaining to airport improvement. Council Chamber, City Hall The meeting was called to order with Mayor McAden presiding. Roll Call: ? Present: Councilmen Pearson, Thompson, White, Mayor McAden Absent: Councilman Long Members of the Airport Committee were present. The Mayor announced that this was a special meeting called for the purpose of considering and acting upon matters pertaining to airport improvement. The Mayor read the following letter: "October 4, 1954 "Mr. Walter Seaholm, City Manager "Austin, Texas "Dear Sir: "In response to your request to participate in the Federal-aid Airport Program, the Administrator has tentatively allocated $345,000 for a project at the Robert Mueller Airport as the United States share of allowable project costs in performing the following airport development: "Acquire land for extension of instrument runway with "Doolittle" zone at S/E end, removal of obstructions in approach zone, site preparation; extension of instrument runway to 6400', extension of taxiway, extension of lighting, reconstruct existing instrument runway. "These funds are to be used only for the development specified above and may not be applied toward other development without the approval of the Administrator. "Under the terms of the Federal Airport Act an actual grant of funds can be made only after a Project Application has been submitted and approved. Therefore, this tentative allocation of funds is subject to your Project Application meeting the requirements of the Act and the regulations promulgated thereunder. CITY OF AUSTIN, TEXAS 1073 1073 This allocation is made with the understanding that you will immediately begin the preparation of the details of your project in order that a Project Application may be submitted as soon as possible. "Inasmuch as requests for Federal assistance greatly exceed the amount of available funds, other requests were reduced or eliminated from the Program. Therefore, in the event that definite progress on your project is not demonstrated within sixty days from this date, your tentative allocation may be subject to withdrawal and reallocated to another project. The tentative allocation will definitely be withdrawn if your project is not under grant agreement at the expiration of this Fiscal Year, June 30, 1955. "There is considerable detail work necessary in the processing of a Project Application. Therefore, it is suggested that plans, specifications, and other necessary papers be submitted as promptly as possible, but in any event not later than December 31, 1954. "The District Airport Engineer of the Civil Aeronautics Administration, located at Meacham Field, P. O. Box 1689, Fort Worth 1, Texas, has been designated as my representative to assist you in the submission of your Project Application. It is requested that all contacts be made through the District Airport Engineer, who will be glad to assist you in any way possible in the formulation of project documents. "Sincerely yours, (Sgd) Regional Administrator" The City Manager stated that in July he submitted an application asking for $1,275,000; but under new regulations, the government would not accept applications for terminal buildings and other things which the City had to exclude. A new application was submitted. He explained the change of plans to develop the east-west runway. DR. THOMPSON, Chairman of the Airport Advisory Committee, noted that Austin received 2.6% of the total grant, and he recognized the needs of the field improvements over the terminal, but he suggested a study for the source of funds for a terminal. MR. JOHN SIMPSON, President of the Chamber of Commerce, suggested tax bonds to provide for the terminal. Councilman Thompson urged that this Airport Advisory Committee remain organized and promote this business of a terminal, and do a lot of work in an educational manner. The Mayor praised the work of this committee and stated as the Committee had recommended that we proceed, that we execute this plan as quickly as possible. Councilman White moved to accept the Department of Commerce's proposal and that it be executed as fast as possible and authorize the City Manager to sign any document with the Department of Commerce. The motion, seconded by Councilman Pearson, carried by the following vote: Ayes: Councilmen Pearson, Thompson, White, Mayor McAden Noes: None Absent: Councilman Long MRS. R. M. BROWNING stated there was a lack of revenue due to lack of terminal and hangar space and other facilities; that everyday these facilities were put off, the revenue goes somewhere else. CITY OF AUSTIN, TEXAS 1074 1074 Councilman Thompson asked if the action of the Council had the approval of the Airport Committee, and Dr. Thompson stated that it was included in their recommendation submitted last spring. MR. BILL HARWELL stated this was a splendid step forward, Councilman Pearson asked if this Committee could furnish information on the possible revenues in proportion to floor space and other information that could be used in connection with a bond election for the terminal. He was interested in seeing the Terminal pay itself out rather than depend on tax bonds. MR. CHARLES TRENCKMAN, Jr. Chamber of Commerce, offered the services of the Jaycees in this program. DR. THOMPSON suggested that the Architects, FEHR & GRANGER start studying this matter of a terminal, and offered the help of the committee to give them any help it could. The City Manager suggested that the Committee do some research on what other cities were doing--amount of space and what the revenues had been. Councilman Thompson moved that the Council should express itself in being confident that the Airport Advisory Committee knows or can find out the airport needs and find the solution to the problems. The motion, seconded by Councilman White, carried by the following vote: Ayes: Councilmen Pearson, Thompson, White, Mayor McAden Noes: None Absent: Councilman Long MR. JOE MANOR suggested that more thought be given to Airport Zoning. The City Manager explained the studies that had been made, and stated in order to accomplish the zoning in the County, it would be necessary for the Commissioners Court to set up a committee and take certain steps necessary to be made. The Mayor asked the Chamber of Commerce and Jaycees to go before the Commissioners Court and submit this matter to them. DR. THOMPSON recommended that the Council take this to the Commissioners Court first. Councilman Thompson expressed his appreciation to the Committee for the fine contribution it had made to the community.
