Council Chamber, City Hall The meeting was called to order with Mayor McAden presiding. Roll Call: Present: Councilmen Long, Thompson, White, Mayor McAden Absent: Councilmen Pearson Present also: W. E. Seaholm, City Manager; W. T. Williams, Jr., City Attorney; C. G. Levander, Director of Public Works. Church. Invocation was delivered by REV. M. L. LUNDQUIST, Gethsemane Lutheran Pledge of Allegiance to the Flag. Councilman White moved that the Minutes of October 7th be approved. The motion, seconded by Councilman Thompson, carried by the following vote: Ayes: Noes: Councilmen Long, Thompson, White, Mayor McAden None Absent: Councilman Pearson MRS. DORA STARK, 1013 East 51st Street, presented the following petition with 68 signatures: "We, the undersigned, all being resident taxpayers living on 51st Street between Red River and Expressway, Austin, Texas, do hereby petition the City Managerrand the city council of the City of Austin for street lighting along the following described route: "51st Street from Red River to the Expressway, Austin, Texas "The reasons upon which this petition is based are as follows: "(1) A dangerous night traffic situation exists along the above described route because of the lack of street illumination resulting in restricted vision at night for both automobile drivers and pedestrians in the area. CITY OF AUSTIN, TEXAS 1076 1076 "(2) There are numerous middle aged and elderly people in the neighborhood, and because of the lack of illumination at night the women folk in this group have felt it necessary to refrain from venturing out after dark. "(3) Although there are two Austin Transit Company bus stops along the afore described route, residents in the neighborhood have largely refrained from using the buses at night because of the darkened condition at such stops. "This area is not a new subdivision but has been a part of the City of Austin for many years and we the undersigned taxpayers feel that we are deserving of proper street illumination in our neighbor hood at night. It is respect- fully requested that you as the designated authorities in charge of the city lighting system see to it that proper street lighting is installed along the above described route as soon as possible." MRS. STARK asked that a stop sign be placed at East 51st and Harmon. She stated there were no street lights in Ridgetop other than at the School. The matter was referred to the City Manager. Mayor McAden introduced the following ordinance: AN ORDINANCE AUTHORIZING THE CITY MANAGER TO ENTER INTO A CERTAIN CONTRACT WITH DELWOOD HEIGHTS, INCORPORATED; PROVIDING FOR THE APPROPRIATION OF MONEY PAID TO THE CITY OF AUSTIN UNDER SUCH CONTRACT, AND DECLARING AN EMERGENCY. The ordinance was read the first time and Councilman White moved that the rule be suspended and the ordinance passed to its second reading. The motion, seconded by Councilman Long, carried by the following vote: Ayes: Councilmen Long, Thompson, White, Mayor McAden Noes: None Absent: Councilman Pearson The ordinance was read the second time and Councilman White moved that the rule be suspended and the ordinance passed to its third reading. CITY OF AUSTIN, TEXAS 1072 1077 The Mayor read the following resolution of the Knights of Columbus Council No. 1017, Austin, Texas: "RESOLUTION OF THE KNIGHTS OF COLUMBUS COUNCIL NO. 1017, AUSTIN, TEXAS, (9-20-54) "WHEREAS, the sale, dissemination and distribution of obscene, vulgar, lascivious, lewd and immoral literature to minors is shocking and harmful and destructive to the morals and habits of our children, particularly in the form of comic books, and literature of this kind tends to glorify and promote the commission of obscene, vulgar, lascivious, lewd, and immoral acts; and, "WHEREAS, certain comic books further tend to glorify and promote and stimulate the commission of crimes, and, as a consequence of this factor as well as other stimuli, juvenile delinquency in our communtiy has increased to an alarming degree, therefore, BE IT RESOLVED, that the KNIGHTS OF COLUMBUS, CAPITAL CITY COUNCIL NO. 1017, petition merchants and dealers to voluntarily refrain and refuse to sell, distribute, disseminate or display comic books, of the kind described above, to minors; further, "That the members of the City Council of Austin, Texas, be petitioned to study the passage of ordinances which will discourage the continuation of the sale, distribution and dissemination of this type of literature to minors, and further, "That parents be requested to petition merchants and dealers of this type of literature to voluntarily refrain and refuse to sell, distribute, disseminate or display this kind of literature to minors; further, "That other civic organizations be requested to also petition the City Council of Austin and other City and Travis County Law enforcement officials to study this problem thoroughly and to initiate whatever steps may be necessary to discourage the sale, distribution and dissemination of all obscene, vulgar, lascivious, lewd and immoral literature to minors. Jockoskie Recording Secretary" The Mayor announced that Judge Murphy of New York had been employed to handle this matter generally, and that the situation would be improved. The City Manager was asked to write to Judge Murphy and inquire what has beendone and what will be done and if the Council would need to take action. Councilman Thompson suggested if this national move were not going to be felt very soon, that theCouncil or a committee from the Council get together with the wholesalers and distributors and work it out with them. Councilman Long inquired about what steps had been taken to stop the thefts in the Cemeteries. The City Manager stated the Police Department was CITY OF AUSTIN, TEXAS 1079 1078 doing more patrolling; the detective division is looking into the matter; as well as the personnel at the cemeteries, checking more closely. Councilman Long inquired about the delay in FELIX WILLIAM'S Subdivision in Govalle--between Goodwin and Tillery. The Assistant Director of Public Works stated drainage easements were necessary in this area. The City Manager was requested to look into the matter. Mayor McAden asked that publicity be given to the fact regarding the airport expansion that no action would be taken to acquire property on 51st Street. He stated people were interested to know the status of their property on East 51st Street. Councilman White reported a request for asphalt sprinkling on 7th from Neches to the School nearby. Councilman Long inquired about the status of the Building Code. It was reported a meeting was scheduled soon, as the Building Inspector had just returned from the National Pacific Coast Building Officers Conference. Councilmen Long and Thompson made inquiry about the study of fees and fines. The City Manager reported this study was about completed, and information had been obtained. Councilman Long inquired about the two-hour parking meters around the Court House. The City Manager stated the mechanism for the meters would be received soon. Pursuant to published notice thereof the following applications for change of zoning were publicly heard: M. J.
