Council Chamber, City Hall The meeting was called to order with Mayor McAden presiding. Roll Call: Present: Councilmen Long, Pearson, Thompson, White, Mayor McAden Absent: None Present also: W. E. Seaholm, City Manager; W. T. Williams, Jr., City Attorney; C. G. Levander, Director of Public Works; J. D. Huffman, Jr., Director of Finance. Church. Invocation was delivered by REV. T. R. ANDERSON, Central Methodist Pledge of Allegiance to the Flag. Councilman White moved that the Minutes of October 21st, and Special Meetings of September 20, 22, 24, 27, October 1, 5, 6, 7 and 8 be approved. The motion, seconded by Councilman Long, carried by the following vote: Ayes: Councilmen Long, Pearson, Thompson, White, Mayor McAden Noes: None In accordance with published notice thereof, promptly at 10:00 o'clock A. Councilman Pearson moved that the recommendation of the Planning Commission be amended to include Tract II as Commercial. GAMBRELL, 504 Nelray appeared and expressed bitter opposition to this change. Action was postponed until the following week. CITY OF AUSTIN, TEXAS 110106 MR. EDWARD LEWIS, Director of retail sales for National Comics Publications, outlined the procedures being followed by the comic book industries in its clean up. The leading companies already were following a high code and felt they had contributed very much to the youth. Mr. Lewis stated after the first of the year there would be no more crime or horror comic books. Councilman White offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS, bids were received by the City of Austin on October 6, 1954, for Copper-Weld Copper Wire; and, WHEREAS, the bid of Southern Electric Supply Company in the sum of $20,494.51 was the lowest and best bid therefor, and the acceptance of such bid has been recommended by the Superintendent of the Electric Division of the City of Austin, and by theCity Manager; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the bid of Southern Electric Supply Company in the sum of $20,494.51 be and the same is hereby accepted, and W. E. Seaholm, City Manager of the City of Austin, is hereby authorized and directed to execute a contract on behalf of the City of Austin with Priester Supply Company. vote: The motion, seconded by Councilman Pearson, carried by the following Ayes: Councilmen Long, Pearson, Thompson, White, Mayor McAden Noes: None Councilman White offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS, on October 5, 1954, the City of Austin received bids on Paper Insulated Lead Covered Cable; and, WHEREAS, all bids received for 33,000 feet of Single Conductor 15 KV 2/0 Paper Insulated Lead Covered Cable were identical amounts of $23,496.00; and, WHEREAS, all bids received for 2,800 feet of 3-Conductor 15 KV 250 MCM Paper Insulated Lead Covered Cable were identical amounts of $8,626.80; and, WHEREAS, in each case a Paralleling Charge of $165.00 was quoted; and, WHEREAS, the City Manager has recommended that the City divide the purchase of such materials between Phelps-Dodge Copper Products Corporation and Anaconda Wire & Cable Company, which were the two companies providing wire and cable to the City during the copper shortage; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the purchase of the materials herein described be divided between the Phelps-Dodge Copper Products Corporation and Anaconda Wire & Cable Company. vote: The motion, seconded by Councilman Thompson, carried by the following Ayes: Councilmen Pearson, Thompson**White, Mayor McAden Noes: Councilman Long* CITY OF AUSTIN, TEXAS 1/1108 *Councilman Long made the following statement concerning her vote: "Since it is against my principles and ideals to accept such bids, I am going to vote 'no'. Sometime maybe we will get some Attorney General to crack down on this". (identical bids) ** Councilman Thompson made the following statement concerning his vote: "I agree with Mrs. Long, that we ought to get the Attorney General to do something about it, but if we all vote no, we will not have any lead, so I vote 'aye'." Councilman Pearson offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS, bids were received by the City of Austin on October 27, 1954, for various electric poles; and, WEERFAS, the bid of Koppers Company in the sum of $7,277.69 was the lowest and best bid therefor, and the acceptance of such bid has been recommended by the Superintendent of the Electric Division of the City of Austin, and by the City Manager; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the bid of Koppers Company in the sum of $7,277.69 be and the same is hereby accepted, and W. E. Seaholm, City Manager of the City of Austin, is hereby authorized and directed to execute a contract on behalf of the City of Austin with Koppers Company. MR. F. B. VAUGHN, Austin Lumber Company, was interested in the amount of square feet to provide for garage apartments. He asked that the restriction of 11,500 be lowered to the present 7,000 square feet in order to permit garage apartments.
