245 245 CITY OF AUSTIN, TEXAS NOTICE OF SPECIAL MEETING TO THE MEMBERS OF THE CITY COUNCIL OF THE CITY OF AUSTIN: Notice is hereby given that a Special Meeting of the City Council of the City of Austin will be held on the 30th day of March, 1955, at the Municipal Building, Eighth and Colorado, in Austin, Texas, at 3:30P.M. for the purpose of further discussing and disposing of matters pertaining to the dog problems, and having a public hearing on location of animal shelter on the sand beach reserve; authorizing a contract with the Humane Society for the operation of such a shelter. Council Chamber, City Hall 246 245 The meeting was called to order with Mayor McAden presiding. Roll call: Present: Councilmen Long, Pearson, Thompson, White, Mayor McAden Absent: None The Mayor announced that this meeting was called for the purpose of having a further discussion of matters pertaining to the dog problems, with the Humane Society, and public hearing on leeating the animal shelter on the sand beach reserve. RAY LANE, 1208 West 6th Street, and THOMAS C. JENSEN, 1315 West 6th Street opposed the location of the shelter in that area. Advantages of this location were pointed out by MR. DAVENPORT, President of the Travis County Humane Society. He stated there would be facilities for more animals under this proposed contract, isolated wards, runs, individual housing, inside facilities at night. MR. TOM BRADFIELD stated the area under discussion was in the center of an area that is becoming industrial and is already commercial. In the discussion the matter of the city's delegating its police power to someone else was cleared; the matter of the location with regard to the city's water supply was answered; and other sites eliminated. DR. G.D. STALLWORTH, Veterinarian, was present. The Council had before it the comments of the veterinarians. MRS. TYSON took part in the hearing, making inquiry about the sanitation and cost to the city. MR. BOB RICHARDSON, 2005 W. 7th, suggested if an ordinance were passed to require people to keep their dogs up, there would be no need of a Shelter. After more discussion, Councilman Pearson moved that the City Manager be instructed to meet with the Humane Society and work out this lease agreement agreeable to the City and the Humane Society on this particular area and that we proceed from there. The motion, seconded by Councilman Long, carried by the following vote: Ayes: Councilmen Long, Pearson, Thompson, White, Mayor McAden Noes: None 247 247 CITY OF AUSTIN, TEXAS Discussion of the proposed contract was held in detail. Captain Miles from the Police Department believed this contract was fully understood by his Department and by the Humane Society as to authority, enforcement, etc. After going over the contract (On file under DOGS), Councilman Pearson moved that the contract, as outlined by the City Manager and the Committee from the Humane Society and other people of the administration, be accepted. The motion, seconded by Councilman Long, carried by the following vote: Ayes: Councilmen Long, Pearson, Thompson, White, Mayor McAden Noes: None No action was taken on changing the license fee at this time.
