CITY OF AUSTIN. TEXAS MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Special Meeting May 16, 1955 10:00 Α.Μ. Council Chamber, City Hall 411 411 The meeting was called to order with Mayor McAden presiding. Roll call: Present: Councilmen Long, Pearson, Thompson, White, Mayor McAden Absent: None Present also: W. T. Williams, Jr., City Manager; Doren R. Eskew, City Attorney; Reuben Rountree, Jr., Director of Public Works. Invocation was delivered by DR. MARVIN S. VANCE, First Methodist Church. Pledge of Allegiance to the Flag, lead by Mayor C. A. McAden MAYOR MCADEN recognized HON. OSWALD WOLF, HON. WILL T. JOHNSON, former MAYOR TAYLOR GLASS, MRS. TOM MILLER, MRS. WESLEY PEARSON, MRS LESTER PALMER, MR. EDGAR PERRY, and MR. STUART LONG. Councilman White introduced his son and daughter-in-law, MR. and MRS. ALTON WHITE. Councilman White moved that the Minutes of May 12th be approved. The motion, seconded by Councilman Pearson, carried by the following vote: Ayes: Councilmen Long, Pearson, Thompson, White, Mayor McAden Noes: None Councilman Thompson expressed appreciation to the people of Austin for his opportunity to serve on the Council, and named three things he would like to pass over to the new Council for consideration: (1) That when the new City Manager was selected that a firm or group of experts of men trained in Municipal Government be employed to make a study of our municipal government and develop for his use an administrative procedure--manuals of city policy for guidance, etc (2) A Charter amendment providing for placing the Director of Finance under the Council, responsible to the Council only; (3) Another Charter amendment to provide for limiting the number of terms that any one person could serve on the Council. CITY OF AUSTIN, TEXAS 4/2 412 : The Oath of Office as administered by JUDGE JACK ROBERTS of the 126th District Court, as follows: THE STATE OF TEXAS ( COUNTY OF TRAVIS : I, do solemnly swear that I will faithfully execute the duties of the office of Councilman of the City of Austin, TravisCounty, State of Texas, and will to the best of my ability preserve, protect, and defend the Constitution and laws of the United States and of this State; and I furthermore solemnly swear that I have not directly no indirectly paid, offered, or promised to pay, contributed, noo promised to contribute, any money, or valuable thing, or promised any public office or employment, as a reward for the giving or withholding a vote at the election at which I was elected. So help me God. (S) Mrs. Stuart Long (S) Tom Miller (S) Lester Palmer (S) Wesley Pearson (S) Ben White SWORN TO AND SUBSCRIBED BEFORE ME by Mrs. Stuart (Emma) Long, Tom Miller, Lester Palmer, Wesley Pearson, and Ben White, on this the 16th day of May, 1955. (S) Jack Roberts Judge, 126th District Court Travis County, Texas Thereupon Mayor McAden declared MRS. STUART (EMMA) LONG, TOM MILLER, LESTER PALMER, WESLEY PEARSON, and BEN WHITE to be the duly elected and installed City Council for the ensuing two years. Mayor McAden recognized MR. NOBLE PRENTICE in the gathering. He commended MRS. GRACE MONROE on her help to him throughout his term in his public relations activities. Mayor McAden acted as Moderator and called for nominations for the office of Mayor. Councilman White nominated TOM MILLER as Mayor. The nomination was seconded by Councilman Pearson, and carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson, White Noes: None Present but not voting: Mayor Miller MAYOR MILLER recognized members of his family, MRS. JOY MILLER SHELTON, KAY NELL, REYNOLDS, SUZAN SHELTON, and TOM MILLER IV, and expressed words of gratitude for his election.. CITY OF AUSTIN, TEXAS 413 413 Councilman Palmer nominated HONORABLE WESLEY PEARSON as Mayor Pro-tem. The nomination was seconded by Mayor Miller and carried by the following vote: Ayes: Councilmen Long, Palmer, White, Mayor Miller Noes: None Present but not voting: Councilman Pearson Councilman Long moved that MR. W. T. WILLIAMS, JR. be reappointed as Acting City Manager. The motion, seconded by Councilman White, carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None Councilman Long moved that MRS. ELSIE WOOSLEY be reappointed as City Clerk and MRS. GRACE MONROE as Deputy City Clerk. The motion, seconded by Councilman Pearson, carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None , Councilman Long in a statement believed from the conversation she had had, that the Council was going to work awfully hard to do a good job for the people of Austin, and she hoped to work as hard as she had in the past to bring about the things the people of Austin wanted--better streets, street lights, and cut down on these dusty streets, and that was what she was going to harp on in working with the Council, and she believed that they were going to try to help her get Austin out of the dust. There were many other needs that would have to be worked out also; but these four people that have been inaugurated are going to get down to business and work hard and make Austin the "finest City of the Southwest" as Mayor McAden had expressed it. Councilman Palmer looked forward to working with the Council and doing a very effective job for the City of Austin. Councilman White was happy to have been of service during the past four years, and of having an opportunity of serving two more. Councilman Pearson expressed appreciation for opportunity of working with Councilman Thompson and Mayor McAden, and for the help of all the employees of the City, plus the Commissions and Boards. A telegram was read from ED. R. WROE, ARCH ADAMS, and others congratulating Mayor Miller on his return to the Mayoralty. Honorable Taylor Glass, E. H. Perry, Oswald Wolf, Noble Prentice, Theo Belmont, W. R. Nabours, Wm. Lawlor, Charles Sandahl, Sr., David Lamme, Max Brooks, John Adrian, Art Wilke, Grady Chandler, and Mrs. Maxine Lombard wished the Council well in its work for the coming two years. MR. BOB FOLMAR presented name plates to each Councilman. CITY OF AUSTIN, TEXAS 414 414 Office. The Mayor thanked JUDGE JACK ROBERTS for administering the Oaths of The Benediction was given by REV.
