Council Chamber, City Hall 640 640 The meeting was called to order with Mayor Miller presiding. Roll call: Present: Councilmen Long, Palmer, Pearson, White, Mayor Miller Absent: None Present also: W. T. Williams, Jr., City Manager; J. D. Huffman, Jr., Director of Finance; Reuben Rountree, Jr., Director of Public Works; Bill Osburn, Head of Sanitation Division. The Council met to go over figures of the working papers of the Budget. The City Manager stated the GENERAL FUND STATEMENT OF ESTIMATED RECEIPTS, DISBURSEMENTS AND BALANCES FOR THE FISCAL YEARS AS SHOWN was a working sheet and there was nothing final about it. Different items discussed briefly were the supplemental budget of the Police Department, the budget of the master plan section which was not included in these working sheets; and the appropriation for paving. The Director of Public Works submitted a list of streets to be included in this paving. Councilman Long wanted to see another $100,000 set out for residential paving. The Mayor stated that the people did not seem to be anxious to pave, as they had so many demands on their finances, and the costs for paving were large. He suggested getting an experience table from other cities what paving is costing in those localities, despite the difference in land, etc. and getting the specifications. The City Manager went over the Personal Services of the Sanitation Division. Councilman White believed there were too many foremen. The general superintendent and five foremen were named, and their responsibilities designated one route analyst and safety foremen; two day-foremen; one menhanic foreman, and one night foreman, with a total of 147 employees, making one foreman for nineteen men. The salaries of the foreman were discussed. Councilman White stated he had talked to Mr. Osburn about this, but there was lots of dissatisfaction out there; that thirty of the men had been talking to him, and he did not believe all of them were lying. He suggested bringing it up and getting it straighted CITY OF AUSTIN, TEXAS 643 643 was paved. The Mayor stated the Avenue would be paved before September 1st; that bids would be taken on August 9th. Councilman White inquired about the Fire Hall on Justin Lane. The City Manager stated that all the fire station bond funds would be used to extend three fire stations, as far as the money goes. These stations to be enlarged or redone will be the South Austin Station, and the 30th and Guadalupe Station. Discussion of Engineering vacancies in the Department of Public Works was held. Also discussion of the parks was held, and the number of employees. Councilman Long stated the parks had suffered because they were short 15-16 men. Mr. Rountree stated there were five or six additional parks to maintain. In discussion of the Sanitation Department, the City Manager gave figures of the load being carried and showed the increase in the last five years from 56,586 tons in 1950, to a possible 75,000 tons during 1955, and stating no additional personnel was added last year.
