684 684 CITY OF AUSTIN, TEXAS NOTICE OF SPECIAL MEETING TO THE MEMBERS OF THE CITY COUNCIL OF THE CITY OF AUSTIN: Notice is hereby given that a Special Meeting of the City Council of the City of Austin will be held on the 10th day of August, 1955, at the Municipal Building, Eighth and Colorado, in Austin, Texas, at 3:15 P.M. for the purpose of awarding a contract for paving Congress Avenue at 1½" instead of one inch, the city agreeing to pay for the intersection; postponing public hearing on Subdivision Policy regarding 3% interest; and instructing City Manager and City Attorney to contact banks about $100,000 loan this year, and $100,000 after October; and appointing a budget board. Council Chamber, City Hall 685 685 The meeting was called to order with Mayor Miller presiding. Roll call: Present: Councilmen Long, Palmer, Pearson, White, Mayor Miller Absent: None Present also: W. T. Williams, Jr., City Manager; Doren R. Eskew, City Attorney; Reuben Rountree, Jr., Director of Public Works. The Mayor announced that this meeting was called for the purpose of awarding contract for pavingCongress Avenue with 1½" topping instead of one inch, the City agreeing to pay for the intersections; postponing hearing on Subdivision fiscal policy regarding to the section providing three percent interest; instructing the City Manager and City Attorney to contact banks about $100,000 loan this year, and $100,000 after October; and appointing a budget board, and other matters. The Council requested that the City Manager get in touch with the Stacy heirs and tell them the City would like to have the two big posts removed; and if the heirs would like to have them, the City would deliver the post to them. The Council went over the bids received on topping Congress Avenue from East 1st Street to llth street, and decided to use an inch and a half topping instead of the one inch topping. Councilman Pearson moved that the City participate by paying for the intersections on Congress Avenue. The motion, seconded by Councilman Palmer, carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None Councilman Pearson moved that the bid of McKOWN & SONS of $25,080 be accepted, and he be awarded the contract for the paving, using the l½" topping and that the city pay for the intersections as its participation. The motion, CITY OF AUSTIN, TEXAS 686 686 seconded by Councilman White, carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None The Mayor read the following resolution adopted by the AUSTIN ASSOCIATION OF HOME BUILDERS regarding the fiscal policies of the City: "RESOLUTION "THE STATE OF TEXAS COUNTY OF TRAVIS CITY OF AUSTIN "WHEREAS, on or about the 13th day of October, 1953, the City Council of the City of Austin, Travis County, Texas, adopted an Ordinance regulating subdivisions in said City and a Resolution setting forth the fiscal policies as to costs of streets, drainage facilities, and utilities in such subdivisions; "WHEREAS, the above actions were taken by the City Council only after a full year of study by the City administrative officials, interested subdividers, home builders and realtors, as well as a publicly designated citizens committee representing the interests of all citizens of Austin; "WHEREAS, said policies have been in effect less than twenty-two months, and proper evaluation thereof cannot be based upon experience at this time; "WHEREAS, proposals for change of the above fiscal policies are being considered without the basis of prolonged and informed study, without adequate experience considerations, and without consultation of all proper parties as to the appropriateness of such change; "NOW THEREFORE, BE IT RESOLVED by the Austin Association of Home Builders and the Austin Real Estate Board: "1. That no changes in the fiscal policies as to costs of streets, drainage, and utilities be made at this time by the City Council. "2. That as a matter of present and future policy the City Council of the City of Austin go on record that no changes in such fiscal policies, or in the subdivision ordinance above mentioned shall be made until or unless full consideration by all interested groups and an independent committee representing the citizens of Austin shall have been made and recommendation thereon shall have been reported to the City Council. "3. That the increased costs of developing new home sites, the encroachment on the City's natural growth areas by satellite municipal corporations, and the equitable division among all citizens of the cost of development and operation of the City's utility systems and subdivisions, make it imperative that a stable and reasonable set of programs be maintained until fullest study and experience clearly dictate necessary changes. "(Sgd) Nelson Puett President" He reported on a meeting with some of the subdividers, and submitted figures on Refundable Contracts under the old plan. The Mayor stated his concern was the high rate of interest the City was paying. He suggested asking the subdividers to get their figures in and then calling a meeting within 30 or 40 days; also he suggested asking the subdividers to get their subdivisions together and get as many as they could on the tax rell. Councilman Leng moved that the public hearing with the subdividers and any other interested parties be postponed until the Council receives the report from them, which it was hoped would be within a reasonable time. The motion, seconded by Councilman Pearson, carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None The Mayor asked those who wished to instruct the City Manager and City Attorney to contact the banks and their attorneys and negotiate for a $100,000 lean this year, and another $100,000 lean after the first of October to vote "aye"; those opposed to vete "ne". Roll call showed the following: Ayes: Councilmen Long, Palmer, Pearson, White, Mayer Miller Noes: None Mayer Miller suggested that some thought be given to providing eight policemen, and trying to work out the money appropriated for the completion of the jail from capital funds. The Council named the fellewing to serve on the Budget Board: Honorable Guiton Morgan Mr. Howard Cox Mr. Vernen McGee Honorable W. S. Drake, Jr. Mr. L. J.
