747747 CITY OF AUSTIN, TEXAS NOTICE OF SPECIAL MEETING TO THE MEMBERS OF THE CITY COUNCIL OF THE CITY OF AUSTIN: Notice is hereby given that a Special Meeting of the City Council of the City of Austin will be held on the 29th day of August, 1955, at the Municipal Building, Eighth and Colorado, in Austin, Texas, at 2:30 P.M. for the purpose of giving final approval of preliminary plans of the Auditorium; for receiving the Budget and setting a public hearing on the Budget; for detailed examination of parts of the budget--hospital and planning; for considering an amendment to the zoning ordinance as to clarifying certain definitions; for considering a time to study the redistricting of the voting precincts; and for reporting on leasing property for the Police Department. Council Chamber, City Hall The meeting was called to order with Mayor Miller presiding. Roll call: Present: Councilmen Long, Palmer, Pearson, White, Mayor Miller Absent: None Present also: W. T. Williams, Jr., City Manager; Doren Eskew, City Attorney; Reuben Rountree, Jr., Director of Public Works; J. D. Huffman, Jr., Director of Finance. The Mayor announced that this meeting was called for the purpose of giving final approval of preliminary plans of the Auditorium; for receiving the Budget and setting a public hearing on the Budget; for detailed examination of parts of the budget--hospital and planning; for considering an amendment to the zoning ordinance as to clarifing certain definitions; for considering a time to study the redistricting of the voting precincts; and for reporting on leasing property for the Police Department. The Architects presented the Auditorium in model form and went over the plans in detail. After much discussion, Councilman Long moved that the plan as designed be accepted and asked the architects to proceed. The motion, seconded by Councilman Pearson, carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None Councilman Pearson offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS, on August 26, 1955, W. T. Williams, Jr., City Manager, did file with the City Clerk the proposed budget for the operation of the City of Austin for the fiscal year 1955-56; Now, Therefore, CITY OF AUSTIN, TEXAS 749749 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the public hearing on said budget will be held in the City Council Chamber at the City Hall on September 16, 1955, at 2:30 P.M.; and, BE IT FURTHER RESOLVED: That the City Clerk shall publish, or cause to be published, public notices advertising said public hearing. The motion, seconded by Councilman White, carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None The Mayor stated the Budget would be turned over to the advisory committee and they would have a meeting prior to the 16th. The Council examined the Budget of Brackenridge Hospital. The Mayor asked that the Legal Department look up the legal aspects of getting the hospital combined with the County or a district, and setting up a Hospital Board to administer the Hospital, not for this year, but possibly for the next. Discussion of emergency room facilities and treatment was held. The Council discussed the budget of the Planning Department and Master Plan Division. The Mayor stated with regard to the Railroads, he would like to have the Legak Department look up the Texas law on moving the railroad tracks. It was noted that the Chamber of Commerce wanted to meet with the City Planning Officials and State Planning Commission on September 6th. The City Attorney was asked to submit some changes to theZoning Ordinance having to do with definitions of Churches, and changing the distance as set up in the ordinance from 300 to 290 feet, or other changes. The Mayor submitted the request of MR. ED IDAR, JR., for changing some precincts in the eastern part of the City. Councilman Pearson suggested setting up a Committee to make the study of redistricting the whole city, when it was decided to do it later on. Councilman Long suggested making the change in the spring of next year if the Council felt it should be postponed at this time. The Mayor suggested considering the matter in the late summer or fall of next year, as the city with its 35,000 acres, and more annexations coming along would be bound to involve some changes; and he personally would be willing to redistrict according to convenience of the people and with thought to not having too many boxes. The Mayor reported on contacting MR. BEN POWELL regarding renting or CITY OF AUSTIN, TEXAS 750 750 purchasing his property for the Police Department. He stated he would also contact Mr. East with reference to his property. There being no further business the Council adjourned at 6:00 P.Μ. subject to the Call of the Mayor.
