Council Chamber, City Hall The meeting was called to order with Mayor Miller presiding. Roll call: Present: Councilmen Long, Palmer, Pearson, White, Mayor Miller Absent: None Present also: W. T. Williams, Jr., City Manager; Doren Eskew, City Attorney; Reuben Rountree, Jr., Director of Public Works. Invocation was delivered by REV. MILTON BOHMFALK, Grace Methodist Church, 201 East Monroe. Councilman White moved that the Minutes of September 1, and Special Meeting of August 29th be approved. The motion, seconded by Councilman Palmer, carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None Public hearing was held on the AUSTIN TRANSIT CORPORATION'S request for revision of fares. MR. DONALD THOMAS presented the request of the Transit Corporation, pointing out the losses, the bad condition of the busses, etc., and submitting comparison of fares in other cities in the 100,000-250,000 population bracket. Their request included eliminating the weekly pass, an extra charge of 5¢ for shuttle bus service; a change of 14 for transfers, and an increase of school-children fares to one-half fare (724). Discussion in detail was held, especially on the improvement of the service. MR. D. J. GIACOMA president of the firm that owns the transit company; MR. GREEN, MR. CLYDE MALONE, Manager, represented the Bus Company, along with the Attorneys, Looney, Clark and Moorhead. The Council urged better service, and uniform courtesy to the riders. Discussion was held on extending bus service for school children in certain areas. One gentleman in the audience asked that the pass not be discontinued; that the riders could see that the present price is too little, and would not object to an increase to $2.00 - $2.50 a week. Another gentleman CITY OF AUSTIN, TEXAS 766 766 stated he was willing to pay $2.00 for the weekly pass, and asked that it not be discontinued. MR. D. C. CLARK made inquiry about the school bus service in the Wooten School area, stating this area had a school bus, and now had no service at all. MR. DAVID LAMME explained the procedure of the schools and its bus service, and stated the Bus Company had always cooperated with the schools 100%. MR. M. H. CROCKETT asked that the Council grant some increase to the Company, as he did not want the taxpayers to have to take the company over. After much more discussion, Councilman White moved that they grant the Transit Company $2.00 for the weekly pass; six cents for school children; no charge for transfers; and the five cents extra for shuttle bus service that they asked for; and the City Attorney be instructed to draw the necessary ordinance to cover. The motion, seconded by Councilman Palmer, carried by the following vote: Ayes: Councilmen Palmer, Pearson, White, Mayor Miller Noes: Councilman Long Councilman Long made the following statement: "Because I am not for the one-cent increase on children, and I do not believe the Bus Company has had an experience rating more than two months, and I do not think that they can show adequate figures that they are in such distress as they sayI would vote for the $2.00 on the weekly pass--but otherwise I can not go for it, so I vote 'no'." Councilman Long stated that on Labor Day a 13-year old boy, LLOYD RAMSEY, was drowned. MRS. F.C. MASELES witnessed this, and felt that something should be done to prevent tragedies like this. She suggested passing an ordinance which would prevent children under 15 or a stated age from going out in boats on the lake without written consent from their parents or without having an adult with them. MRS. MASELES and MRS. V.A. GRANT gave an account of the drowning of one boy and the rescue of the other, and called attention to the fact that possibly there were an inadequate number of lake patrolmen, and that the patrolman was off duty at this particular time. The Mayor stated the life preservers should be included in canoes, and this should be demanded and enforced; that precautions were going to be redoubled, and the City Attorney, Police Department, and Navigation Board would all be consulted. MR. A. S. HULL made a complaint of the habitual speeders on the lake and lack of patrolmen, particularly on holidays when they patrol the area around the City park rather than that by the dam. The Mayor stated serious efforts would be made through the Police Department, with the boat owners, the Navigation Board, and Legal Department, to provide better safety; that the ordinance may have to be revamped, and he thought the Board and Police Department should be called in to go over this. Councilman Long moved that a meeting of the Police, the Navigation Board and City Manager be called at 2:30, Monday afternoon, September 12th, to discuss this problem and see if some safety measures for the lake can be brought about. The motion, seconded by Councilman Pearson, carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None Pursuant to public notice thereof, hearing on the skip paving on Karen and Payne Avenue was held. BILL CARSSOW stated that MR. TOCKER was ready to give ten feet also for the widening of the street. Councilman Pearson asked that the Legal Department follow through and get the titles on these set-backs from these gentlemen. That the applicant shall confer with the Department of Public Works as to future grades of the sidewalks and gutters on the adjacent streets before he starts any construction relative to the filling station. "(2) That only underground tanks shall be used and that all pumps shall be so located that it will be impracticable to service motor vehicles thereform while said motor vehicles are standing on any part of a sidewalk, street or alley. "(3) That the gasoline tanks, pumps, and all equipment used in connection with the storage and handling of gasoline shall be an approved type and shall bear the label of Underwriters Laboratories, Inc. and that all construction of the filling station improvementsshall be in accordance with the Building Ordinance, the Zoning Ordinance, the Filling Station Ordinance, and in accordance with the ordinance prohibiting the disposal of commercial water or oils upon the city streets. "(4) That the grades of the station shall be such that no waste water or oils or any floor washings shall ever pass over the City sidewalk area and that all of said oils and water shall be concentrated into a combined grease and sand trap which shall be constructed in accordance with our standard plan 2-H-146. HUFF, 1003 South 2nd Street, reported a house at 1002 South 2nd as being built 4" out in the street. The property belongs to the Haaske estate. The Mayor stated this would be referred to the City Manager. Mayor Miller outlined some projects that needed to get underway--purchase of the property on Chestnut Street for a park in East Austin, continuation of the river beautification, and improvement of the Olive Street park. At this time there were no more Recreation Bonds, but he suggested starting in a small way projects all over town. In this connection, Councilman Long suggested having the Parks Board explore the possibility of getting or leasing the old Emancipation Park to see if it could be used as a central playground. Councilman Long moved that the matter of Emancipation Park be referred to the Parks and Recreation Board and to the Director of Recreation for study and recommendation. The motion, seconded by Councilman Pearson, carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None Councilman White moved to spend $6,000 or $7,000 on the general improvement of Olive Street Playground. The City Manager reported on the request of MR. GRIFFIN made on September 1, for better water service in Govalle, stating the situation would be improved some in the next fiscal year by some work scheduled, but the complete job would take two years. The City Manager reported on a petition filed by residents on Sweeney Lane, who asked for enlargement of their water lines and for fire plugs. This work is scheduled in the 1955-56 budget, but will not be completed until the year after. CITY OF AUSTIN, TEXAS 784 784 Councilman Pearson inquired about the survey of the people living on Riverside Drive outside the City, as to their wishes about being annexed. The City Manager stated they were checking on this now.
