800 800 CITY OF AUSTIN, TEXAS NOTICE OF SPECIAL MEETING TO THE MEMBERS OF THE CITY COUNCIL OF THE CITY OF AUSTIN: Notice is hereby given that a Special Meeting of the City Council of.. the City of Austin will be held on the 16th day of September, 1955, at the Municipal Building, Eighth and Colorado, in Austin, Texas, at 2:30 P.M. for the purpose of holding public Hearing on the Budget. Palmer CITY OF AUSTIN, TEXAS 801 801 MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Special Meeting September 16, 1955 2:30 Ρ.Μ. Council Chamber, City Hall The meeting was called to order with Mayor Miller presiding. Roll call: Present: Councilmen Long, Palmer, Pearson, White, Mayor Miller Absent: None Present also: W. T. Williams, Jr. City Manager; Doren Eskew, City Attorney; Reuben Rountree, Director of Public Works. The Mayor announced that this meeting was called for the purpose of holding a public hearing on the Budget. MAYOR MILLER stated the Council would like to hear any suggestions. As to salaries recommended for heads of departments, the Council would act on that after everything else had been considered, and a rate of pay fair and proper for the department heads would be established. As to the Hospital Budget, the increase is predicated on the opening of the new part of the hospital. In the future, it was going to have to be considered running the Hospital by a Board, and a hospital tax assessed, like is done in San Antonio, Dallas and other cities. He stated the Council wanted to hold the tax rate as it was last year. MR. AMOS HEROLD complimented the City Manager upon the Budget--the english and condensed manner in which it was submitted. He stated the people of the city appreciated his management of affairs so as not to increase the taxes. He questioned the Civil Defense Budget, suggesting that possibly it should be increased. The City Manager outlined the work proposed in that division. MR. RUSSEL P. ROBERTSON expressed interest in the appropriation for the Master Plan, asking the Council to proceed with the Master Plan. MRS. GEORGE FRANCISCO suggested an additional social worker at the hospital to screen the charity cases and cut down on the huge deficit. CITY OF AUSTIN, TEXAS 502802 MRS. HELEN MITCHELL, asked the Council to consider the increase as requested by the Planning Department, as this increase was due to the increases in service, and she hoped the Council would approve this increase to provide the service the department must provide. MRS.SCHOTT, Austin League of Women's Voters, asked that the Master Plan be continued for the orderly growth of Austin, and felt it was necessary to have competent people working on this plan. MR. O. D. WEEKS, Chairman of the Library Commission, appeared in the interest of the budget of the Library, and expressed confidence in the librarian, and stated if it were possible to give her an increase, the Commission was recommending it. MRS. JOHN BROAD, MRS. A. W. HARRIS, and MRS. HARGRAVES were present in the interest of the Library budget. The Mayor expressed appreciation to the ones coming down for the public hearing on the budget. There being no further business the Council adjourned subject to the call of the Mayor.
