Roll call: Present: Councilmen Long, Palmer, Pearson, White, Mayor Miller Absent: None The Mayor announced that this meeting was called for the purpose of discussing the proposed bond issue and discussing recreation fees. The Council discussed the golf fees thoroughly; and Councilman Pearson moved that the following schedule of fees be put into effect: GOLF Green Fees: 18 Holes 9 Holes Municipal Golf Course $1.00 .60 Hancock $1.00 .60 (Two rounds for $1.00) Secondary school students .25 Membership fees: Annual 1st 6 months $50.00 30.00 $50.00 30.00 2nd 6 months 20.00 20.00 University of Texas Students, per semester 7.00 7.00 Per Year, counting summer school 21.00 21.00 Locker fees per year 6.00 6.00 The motion, seconded by Councilman White, carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None CITY OF AUSTIN, TEXAS 164 164 The Council discussed fees at the Caswell Tennis Center. There are 35 other tennis courts, with no fees at all. Councilman White moved that the following fees be put into effect at Caswell Tennis Center: vote: Memberships: Senior Annual $30.00 6 months 20.00 UT Students 9 months 25.00 3 months 15.00 Junior Annual 10.00 Summer 5.00 .50 per hour Court fees for non- members The motion, seconded by Councilman Pearson, carried by the following Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None The Mayor asked those who wished to set the Membership fee at the Austin Athletic Club and Hancock Recreation Center at $2.00 per year, which would include one activity, and 50 per year for each additional activity, to vote "aye"; those opposed to vote "no". The pool in the northwest section will have charges. Tentatively charges were set up at Zilker Springs, Deep Eddy, and the Allendale area pool as 30 for adults and students; 20 for teenagers, (those through high school age); .05 for children 6 to 12 years; and children under six free. The Council discussed season tickets or punch cards. The CITY OF AUSTIN, TEXAS 165 165 recommendation of the Director of Recreation was to use punch cards instead of the season ticket. Councilman Long stated that she was not for the increase in any of the municipal pools, as she felt that was one of the outstanding Recreations that we had; and with delinquency on the upsweep, she thought the City would be cutting down swimming for people, particularly in the University catagory. Councilman Pearson was concerned about the pool in the northwest part of the city, in that it was agreed that it would pay its way and it had been talked to charge 35 or 404 at this particular pool. Councilman White thought all pools should be the same. After more discussion, Councilman White moved that the following fees be adopted: SWIMMING Zilker Springs, Deep Eddy, and Northwest Pool Children under six Ages 6 to 12 Highschool and Jr. High No charge $.05 .20 .30 Adults Adult tickets, 40 swims for $10.00, (254 each) good at all 3 pools The motion, seconded by Councilman Palmer, carried by the following vote: Ayes: Councilmen Palmer, Pearson, White, Mayor Miller Noes: Councilman Long* *Councilman Long voted against the motion with the following statement: "I believe recreation is just as important as functions such as police, fire, and health. Recreation in my way of thinking is part of that and should come out of the total tax dollar rather than be run by fees, and I vote 'No" The Council went over amounts to be charged for private parties; and Councilman White moved that the following rates for the various places be set: MUNICIPAL GOLF CLUBHOUSE Adults $25.00 Children $15.00 (No special rates for church or civic groups) 1:00 A.M. The recommended charges were approved by the Council with the exception of the charge for two performances under Commercial Entertainment (Circuses, etc.) which charge was set at $25.00 per day, instead of $50.00; and the charge for church bazaars, and club carnivals, was set at $75.00 instead of $100.00 per day. The Mayor asked those who wished to approve the fees and a Resolution brought in setting them up, to vote "aye"; those opposed to vote "no". Roll call showed the following vote: Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None _ CITY OF AUSTIN, TEXAS 168 168 The question of activities having to have a sponsor before they may use the Coliseum was brought up. It was decided to leave the policy as it is now, requiring a sponsor. A gentleman living on 49 Street close to the School for the Blind appeared before the Council reporting a bad drainage situation in this area, and stated it was included in the last bond issue to have it remedied; but as yet it had not been. It was stated that some of the property owners failed to give the proper street and drainage easements. Councilman Pearson had a request from a partyabout building a neat little place and renting boats at the end of the Interregional Bridge. The Mayor believed the matter involved the question of danger as the water was very swift at this location. The Mayor suggested that Councilman Pearson find out what kind of boats the man would handle, how much space, how much he wanted to pay, how long a lease, and if he wanted to build his own building. He also asked what the City's liability would be. The City Attorney stated two liabilities of the City-- personal injury or death, and title to the sand beach reserve. Councilman Pearson inquired about pursuing the dock at Laguna Gloria. The Mayor made a report of a meeting he had had. Councilman Long stated the American Legion had talked about swapping property adjoining Deep Eddy for a piece of property on Lamar. The Mayor suggested that they come in to the Council and submit their request. The Council approved the request of Tillotson-Huston College to have a parade Saturday the 24th.
