205 205 CITY OF AUSTIN, TEXAS NOTICE OF SPECIAL MEETING TO THE MEMBERS OF THE CITY COUNCIL OF THE CITY OF AUSTIN: Notice is hereby given that a Special Meeting of the City Council of the City of Austin will be held on the 4th day of April, 1956, at the Municipal Building, Eighth and Colorado, in Austin, Texas, at 10:00 A.M. for the purpose of studying final plans of the Auditorium. Council Chamber, City Hall The meeting was called to order with Mayor Miller presiding. Roll call: Present: Councilmen Long, Palmer, Pearson, White, Mayor Miller Absent: None Present also: W. T. Williams, Jr., City Manager; Doren R. Eskew, City Attorney; Reuben Rountree, Jr., Director of Public Works. The Mayor announced that this meeting was called for the purpose of studying final plans of the Auditorium, and that this was one of a series of many meetings on these plans. MR. LOUIS SOUTHERLAND, displayed specifications for the Auditorium, as were now ready to place in the hands of the contractors for the preparation of their bids. MRS. GEORGE FRANCISCO inquired about fire exits and asked if there were sufficient number to take care of children in a panic. It was stated the plans were in compliance with all fire, safety and panic requirements; that the doors had panic devices; there were ramps instead of stairways and plenty of exits. MR. AMOS HEROLD asked about the seating capacity, and Mr. Southerland listed the number of seats available for the different types of activities. Mr. Southerland went into details on the specifications for each part of the building, about the accoustics, about the desirability of the location and the suitability of the soil for the foundation. MR. BLUM answered questions about the airconditioning and heating systems. The general plans did not include office furniture and seats, landscaping, drainage, or outside lighting. MAYOR MILLER stated the Auditorium now was about ready to be constructed; that the site for years had been designated as the Butler Tract; that the U.S. Government had invested quite a bit in its Naval Reserve Office on this tract; the Government had also approved a housing unit on the tract and that the Government did not think this area would be flooded since the dams had been built; that the Auditorium consultant had confirmed the desirability of the Butler tract over other tracts mentioned; and that no opposition had appeared until after the plans were all drawn. MRS. EVELYN COOK BELL, Austin Music _ CITY OF AUSTIN, TEXAS 207 207 Teachers Association, stated they would prefer to have their concerts at Gregory Gymnasium. MR. ZABEL, President, North Austin Civic Club, thought Allan Junior High School property would be an ideal location, but appreciated the fact there would have to be another bond issue to raise the money to buy the property. MR. PAYNE spoke in favor of the present location on the Butler tract and urged that the Council go ahead with the plans, as did MR. EMIL SPILLMAN, South Austin Civic Club. Councilman Pearson moved that they immediately go forward with the Auditorium plans and set Thursday, April 12 as the date to take a vote on the time to offer the bonds for sale and the time to let the contract. motion, seconded by Councilman Long, carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None The There being no further business the Council adjourned subject to the call of the Mayor.
