MAYOR MILLER thanked the citizens of Austin for voting for the Bond Issue and stated the Council hereby accepted it with all humility and would try to spend the money as carefully as possible during the terms it served the people. The Mayor made a public statement about the bonds, and the Council had a rising vote of gratitude to the three former Mayors and the City Managers who helped and all the citizens for passing this bond issue. Councilman Long moved that parking facilities in the Parking lot at the City Hall be granted to the three former Mayors, and the City Managers of the City. The motion, seconded by Councilman White, carried by an unanimous rising vote. 339 CITY OF AUSTIN, TEXAS 1 * 339 Councilman Pearson inquired about the policy of withholding money due a person by the City, when the person is in arrears in his taxes, but had made arrangements to pay the amount in monthly payments. The individual case was explained, and it was stated that in all bid forms, there was a statement as to "Arrears of Offset to Debt Against City". ANDERSON for permission to use the property at Interregional Highway and River Street for holding a gospel meeting. It was his understanding they might want to purchase the property and that this was not for a temporary meeting. The Mayor suggested using the Butler tract for a nominal charge, or that he might use the other property on a temporary basis, but to find out about the neighborhood. Councilman Long moved that MR. E. W. JACKSON, MR. R. M. BAUTISTA, MR. HERMAN JONES, MRS. MAXINE LOMBARD and MR. NED COLE be appointed as the members for the Building Standards Commission. The motion, seconded by Councilman Palmer, carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None The City Manager inquired as to the extent the Council wanted to pursue the policy of purchasing land for playground purposes when the schools purchases school sites. It was informally agreed that when the schools notified the City that they were purchasing certain property that the City Manager would bring in each individual case to theCouncil. The Mayor stated that the City did want to go along with the Schools on the sewers and cooperate with them. Councilman Long inquired about the Pan American Center. The City Manager stated it was scheduled to be opened on the 20th of May, but the grounds would not be finished, and explained the method of financing the finishing. Discussion on the bids to be taken on the Auditorium was held. Discussion was also held on selecting a technical advisor on helping sell the bonds. Councilman White moved that MR. THEO BELLMONT, MR. G. L. HUCKABY and MR. HOWARD BULL be reappointed as the Equalization Board for the coming year. The motion, seconded by Councilman Pearson, carried by the following vote: CITY OF AUSTIN, TEXAS 341 Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None 341 Rev. Davis came before the Council regarding moving a building from 2600 block of East 12th Street to another location which was not zoned for office use. He was referred to the Planning Commission. Mayor Miller read the following proclamation: PROCLAMATION WHEREAS, the City of Austin shall forever be indebted to Martha (Mrs Henry) Faulk for her exemplary life in this community which has influenced for good countless thousands of her fellow citizens; and, WHEREAS, Martha Faulk symbolizes in this community the noblest attributes of womanhood, and the citizens of Austin honor themselves by honoring this superb Christian character who has devoted her life almost exclusively to enriching the lives of her family and her friends, and to the strengthening of her church; and, WHEREAS, the official representatives of the citizenship of this community desire to recognize the unselfish life of service which Martha Faulk has lived, her strong convictions which have never interfered with her cheerful tolerance of differing views, and her habit through the years of offering a home to others who needed it despite the demands of her own family of five; and, WHEREAS, the particular interests of Martha Faulk have always been in South Austin where she has lived for many years; NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Austin that Martha Faulk be, and she hereby is, designated as the FIRST LADY OF SOUTH AUSTIN; and, BE IT FURTHER RESOLVED that Thursday, May 24, 1956 be, and it hereby is, proclaimed MARTHA FAULK DAY in the City of Austin, and the citizenship of this community is urged, upon that day to rededicate themselves to the Christian principles which have governed the life of this great woman.
