Council Chamber, City Hall The meeting was called to order with Mayor Miller presiding. Roll call: Present: Councilmen Long, Palmer, Pearson, White, Mayor Miller Absent: None Present also: W. T. Williams, Jr., City Manager; Doren R. Eskew, City Attorney. Mayor Miller announced that this was a meeting of the City Council, the Greater East Austin Development Committee and Building Standards Commission, and representatives from the Home Builders and from the Real Estate Board, and others to hear MR. R. C. ROBINSON, Regional Director, Urban Renewal Administration of the Housing and Home Finance Agency. MR. ROBINSON listed the five constituents of the Housing and Home Finance Agency, of which one was the Urban Renewal Administration, and he explained the purpose of this program. He listed the seven elements of the "Workable Program" necessary for a City to qualify for the Federal Assistance: Sound local housing and health codes; A general master plan for Community development; Neighborhood analysis; Effective administration; Financial capacity to carry out the program; Rehousing displaced families; and Fullfledged community wide citizen participation. He listen then the various federal aids available--advance planning; loan and grant, etc., and explained the loans available to individuals in the area set aside to be rehabilitated, covered under Sections 220, and 221 of the Housing Act. Questions were asked and answered in the discussions. Individuals expressed themselves as favoring this program for Austin and were enthusiastic about it. Taking part in the discussion and commenting on the program were MR. E. W. JACKSON, Chairman, MR. HERMAN JONES, MR. WERNER DORNBERGER, MR. THEO YOUNGBLOOD, MR. TOM BEVERLY, MR. VIRGIL LOTT, MR. L. A. MCALLISTER, and MRS. MAXINE LOMBARD, members of the East Austin Development Committee; MR. S. R. SHEPPARD, MR. CLYDE COPUS, MR. NASH PHILLIPS, MR. W. GUSTAFSON, MR. LANDON BRADFIELD, MR. TOM GRAHAM, School Board, MR. PENDLY and MR. GEORGE, Architects; MR. EMIL SPILLMAN and MRS. HELEN MITCHELL, Plan Commission, MR. BEDDOW and MR. ROGER HANKS, MR. WALTER SEAHOLM, MR. CLAUDE WILSON, and others. 1406 406 CITY OF AUSTIN, TEXAS MR. NASH PHILLIPS presented the following Resolution adopted by the Austin Association of Home Builders: "WHEREAS the problem of slum clearance in our city is of vital importance to all its citizens; and "WHEREAS the public at large has exhibited great interest in the advancement of a program of slum clearance and rehabilitation within the City of Austin; and "WHEREAS the Mayor and City Council have from time to time voiced the need for such a program and have passed certain appropriate ordinances and have set up certain committees looking toward the solving of the slum problem within the City of Austin; and "WHEREAS the Federal Government, through Sections 220 and 221 of the Federal Housing Act, has provided a new and effective tool for the carrying out of such a program; "NOW, THEREFORE, BE IT RESOLVED By the Austin Association of Home Builders at its regular meeting of June 11, 1956 "1. That the Austin City Council be requested at an immediate date to take necessary steps to qualify areas of the City of Austin and the County of Travis to come under Federal Slum Clearance Aid under Sections 220 and 221 of the existing Federal Housing Act. "2. That the Austin Association of Home Builders does hereby pledge its continuing interest and active assistance in the advancement of a Slum Clearance Program within the City of Austin. "3. That a copy of this resolution be presented to the City Council at its meeting June 14, 1956 and that an additional copy hereof be handed to press. "I, Al Campbell, secretary of the Austin Association of Home Builders, do hereby certify that the above is a true copy of a resolution passed by the Austin Association of Home Builders at its meeting of June 11, 1956. "(Sgd) Al Campbell" Councilman Long moved that the Council accept this Resolution with thanks and to await resolutions from the Real Estate Board and other organizations that would like to come in with resolutions in the near future and that the Council consider them all.
