To cover the increased costs and save taxpayers money, the city proposed switching from revenue bonds to general obligation bonds, estimated to save nearly $500,000 in interest over 30 years.Public Hearing and New Election Set:
Citizens will have the opportunity to approve the additional costs and the new funding method in an upcoming August 4th election, following a public hearing on July 11th.Contractor Bids Temporarily Secured:
To keep the project viable, the city authorized issuing "letters of intent" to main contractors, holding their current bids while new financial arrangements are finalized.

Council Chamber, City Hall The meeting was called to order with Mayor Miller presiding. Roll Call: Present: Councilmen Long, Palmer, Pearson, White, Mayor Miller Absent: None Present also: W. T. Williams, Jr., City Manager; Doren R. Eskew, City Attorney; Reuben Rountree, Jr., Director of Public Works. Mayor Miller announced that this was a special meeting of the City Council to discuss the Auditorium and other matters. The Mayor stated the Council would like to have a public hearing on the proposed bond issue and everybody was invited. He gave a summary of the Auditorium history as follows: 1. January 1954 Revenue Bond Election, $1,750,000.00. Vote four to one in favor (8,428 to 2,055). 2. January 1955: revenue bonds bolstered by supplemental revenues from parking meters and swimming pools. 3. Numerous hearings on A lternate plans. 4. Public approval and selection of general plan after many weeks of public display of drawings. 5. Bids opened June 5, 1956 Lowest and best bid $700,000 to $800,000 over anticipated cost. 6. Mechanical and electrical contractors agree to keep bids firm 60 to 90 days. 7. General contractor agrees to keep bid firm 45 days. CITY OF AUSTIN, TEXAS 454 454 8. Financial experts have analyzed bond market at present time: Estimated best rate on revenue bonds 4 to 4%. Estimated rate on general obligation bonds 2-3/4%. 9. Net interest saving to taxpayer during 30 year life of bonds by using general obligation bonds: $475,000 to $500,000. ($464,000) 10. People approved $1,750,000 expanditure for Auditorium in 1954. Increased costs of construction now make Auditorium impossible at that cost. 11. Council has duty to re-submit for citizen approval of: Additional cost. a. b. Substitution of general obligation bonds to save approximately one-half million dollars interest. The Council set the Public Hearing for Wednesday, July 1lth at 8:00 P.M. in the Council Chamber. It was the feeling of the Council that the people wanted the Auditorium built as originally planned and they should re-submit it. They discussed the date on which the election should be held and tentatively agreed on August 4th. The Council had before it the following letters: "July 3, 1956 "The City of Austin Att: Honorable Tom Miller, Mayor Austin, Texas "Gentlemen: "In reference to the matter of extending the time for acceptance of our bid on your proposed Municipal Auditorium & Convention Center, we are pleased to advise that we are agreeable to an extension of time for acceptance and award under the conditions set forth hereinafter. "Our bid of June 5, 1956, shall be subject to your acceptance at any time prior to August 20, 1956, under the conditions of our bid as originally submitted, at the price stipulated therein; and under the conditions that any or all changes from the original plans and specifications may be accepted by the City at the prices we have furnished, "If you find the above conditions acceptable, we respectfully request that we be immediately notified of your decision. The motion, White, carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None Councilman White moved that the public hearing for the opening of an alley within the block bounded on the north by Avondale Road, on the east by Travis Heights Blvd., on the south by Milam Place, and on the west by Alta Vista Street be reset for July 19th at 10:00 A.M. and that the City Clerk notify the persons who signed the petition and others. The motion, seconded by Councilman Long, carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None MR. BILL WOODS requested that the Wading Pools not be closed on Sundays and Holidays. The Mayor stated they would try to work out something. The Council received the following from JUDGE PAT H. DOUGHERTY: "City Council Austin, Texas "July 2, 1956 "With your approval I would like to take a vacation from my office beginning July 16, 1956 and ending July 28, 1956. Brady, Jr., an Austin attorney, to serve in my stead during that time, and he advises that he will be available. "If the above does not meet with your approval, please advise me.
