WALTER MICHALK appeared before the Council regarding a building. permit and a denial from the Board of Adjustment of his appeal, unless certain off-street parking requirements were met. He wanted to extend his building. After going over his problem, the Council referred him to the Planning Department to see what could be worked out for him along a different plan. The motion, seconded by Councilman Palmer, carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None The City Manager submitted a matter pertaining to the operators' contract at the Airport. The proposed contract was agreeable to one operator, but not to the other, and the City Manager recommended if it could not be worked out satisfactorily between both, that there be made one separate contract, and that bids be called for. The Council was in agreement with this recommendation. 1 Councilman Pearson inquired about a water problem of Mr.Flournoy who had about 23 houses which were served by inadequate water and sewer lines. The property has never been subdivided. Mr. Flournoy wants to dedicate the street, but does not want to pave it. It was brought out the land was purchased after the subdivision ordinance was in effect, although the houses were already there at the time Mr. Flournoy purchased the property. He also wanted to put in separate meters for all the 23 families. It was suggested that Mr. Flournoy be told that the Council would look into this in the next two weeks, and perhaps work it out through the Planning Commission. The Council postponed action on the sale of the property on Interregional Highway and Clermont to the Gulf Oil Company, until next week or until the appraisal was complete. With respect, the Mayor asked that the following information be obtained also: What was paid for the property they purchased; what was the square footage of the property the Oil Company purchased; and what is the square footage of the property the City owns here. The City Manager submitted a request for the purchase of some property on West Mary Street near the Railroad tracks, by an adjoining property owner, Mr. Odom. He asked if it should be offered and advertised for bids as a separate tract, or should they negotiate with the adjoining property owner. It was suggested that the City Manager call him in and see what he would offer. Councilman Long offered the following resolution and moved its adoption: (RESOLUTION) BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the City Manager, W. T. Williams, Jr., be and he is hereby authorized to extend the existing contract for the design of the City of Austin CITY OF AUSTIN, TEXAS 1005 1005 Power Plant so as to include the services of Burns & McDonnell, Engineers, for the preparation of designs, plans, and specifications for a 40,000 KW turbinegenerator, 400,000 lb. per hour boiler, and all other appurtenances and equipment necessary to completely place in service such turbine-generator; and to provide that the total cost of all such additional necessary engineering work shall not exceed $80,000.00. Williams, Jr., be and he is hereby authorized to extend the existing contract for engineering work in connection with the Hornsby Bend sludge oxidation system so as to include the services of The Marvin Turner Engineers for all engineering services necessary to complete the expansion of said system with all such additional engineering services not to exceed 3.75% of the cost of construction of the system. It was recommended by the City Manager that the bonds be advertised for sale in four CITY OF AUSTIN, TEXAS 1006 1006 - separate bids: Auditorium two separate bids--$300,000 and $2,500,000; General Obligation Bonds; and the Revenue Bonds. Councilman Long moved that the City Attorney be instructed to prepare the necessary resolution for offering these bonds as revised for sale. The motion, seconded by Councilman Palmer, carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None The City Manager submitted the recommendation of MR. JACKSON on the paying agent for the bonds, listing those that the City was using now out of New York, and the Austin agents. It was the thought if the purchaser has a choice, the three banks in New York might work out some bids and they be the paying agent. The Mayor announced he had contacted WADE, BARTON & MARSH, through Mr. Wade, about the city's audit. Councilman Palmer moved that the firm of WADE, BARTON & MARSH be employed for the annual audit, as was done last year.
