Council Chamber, City Hall The meeting was called to order with Mayor Miller presiding. Roll call: Present: Councilmen Long, Palmer, Pearson, White, Mayor Miller Absent: None Present also: W. T. Williams, Jr., City Manager; Doren R. Eskew, City Attorney; Reuben Rountree, Jr., Director of Public Works. Invocation was delivered by REV. DAVID F. LARSON, Prince of Peace Lutheran Church, 1635 East Live Oak. Councilman White moved that the Minutes of May 2, 1957, be approved. The motion, seconded by Councilman Palmer, carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None MR. H. K. FRENCH, 1708 Bauerle, appeared before the Council regarding flooding of his property, and asking that the ditches on Goodwin Avenue be made deeper. Mayor Miller had made a personal inspection of this area and gave a report on the situation, and stated water did come from the front, but also from the sides. He suggested some temporary measures until the time the storm sewers could be constructed, and asked that sand bags be made available. The Director of Public Works outlined the plans of storm sewer construction in the area for the next three years. MR. LOUIS L. HIRSCHFELD, 710 West 5th Street, appeared before the Council reporting certain conditions existing in the 600 block of West 5th Street, and asked that before the City allowed individuals to break the curbs and put in driveways, that it consider whether the driveway was for access and egress or for using the ordinance to prohibit parking. He asked that on the north side where there is 100% driveways that the City designate a portion of that driveway for parking. Mayor Miller had made a survey of the area and gave a report of his findings and suggested that the Police Department and Traffic Engineer go get the group together and work out a plan where parking CITY OF AUSTIN, TEXAS 274 274 could be available during certain hours of the day; otherwise, it might be necessary to change the ordinance after hearing all of the interested people. After discussion, Councilman Long moved that the City Manager be instructed to get the Traffic Department (Mr.Klapproth), Police Department and any other Department involved in this, together with the people in the area and see if they can work something out like taking part of the area for parking and leaving part of it for driveways. The motion, seconded by Councilman White, carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None The Council deferred action on the appeal of the BAPTIST FOUNDATION OF TEXAS from the City Planning Commission's denial of application for special permit to construct a service station at the intersection of San Jacinto Boulevard and Duval Street until next week. MR. TRUEMAN O'QUINN appeared in the interest of the zoning application of MR. C. T. USELTON, 6000-6004 Cameron Road and 1126-1132 Clayton Lane, and asked that it not be referred to the Planning Commission for restudy as requested last week, but considered as originally applied for. He requested also that the zoning application of LOUIS C. HAUSMAN, JR., 6018-6102 Cameron Road from "A" Residence to "GR" General Retail be considered, and asked that an ordinance be brought in next week covering the changes. In the meantime he stated that deeds for street purposes would be obtained from Uselton and Hausman if someone would write him a letter stating that they would not be assessed for paving when the streets were paved. Discussion was held. A program was now under way to pave the street at a 44' width. Councilman Pearson was under the impression that if when the streets were widened and paved that each property owner would be given credit as to the value of his land against the paving. After more discussion, the Mayor announced that if and when the streets were widened, the City would commit itself to pave it, when the additional right-ofway was used; but the city was not going to pay for the applicants' part of the 44' paving that is being considered now. MR. O'QUINN stated he would present the matter to Mr. Uselton and Mr. Hausman; and if they were willing to provide the right-of-way, he would work it out with the City Attorney. T. Williams, Jr., City Manager of the City of Austin is hereby authorized and directed to execute a contract on behalf of the City of Austin with McKowa & Sons. MAYOR MILLER suggested making a start in getting a road west of Lamar along the sand beach reserve, going on up on the Butler tract and coming out at some street that would serve the western section of town; start planning on something, and maybe build one part of the route, to get started. He suggested that an engineering study get started. The Council recessed until 2:00 Ρ.Μ. Recessed Meeting 2:00 Ρ.Μ. The Council resumed its business at 2:00 P.M. MR. R.N. LANE, Consultant in Acoustics, read a tabulation of bids received for Sound Reinforcing System, Convention Center and Municipal Auditorium. He also gave an analysis of the bids, and then read his letter to MR. A. E. GREEVEN, one of the architects, recommending that if the award was to be made under the terms of the specifications, the contract should be awarded to SOUTHWEST RADIO AND SOUND EQUIPMENT COMPANY. At Councilman Long's request, he listed his qualifications as a consultant in acoustics. MR. TIM THOMAS, Clifford Herring Company, was present CITY OF AUSTIN, TEXAS 274 279 in the interest of their bid, and admitted there was an oversight in filling out the bidders qualifications. He stated he was ruled out on that oversight and not because the equipment did not meet specifications. They had sent their qualifications in later. MR. J. E. MOORE, was present representing his company, High Fidelity, Inc. Mr. Lane analized the bid of Mr. Moore. The Attorney for High Fidelity was present. The representative from Southwest Radio and Sound Equipment Company was present, in the interest of his bid. After discussing the bids in minute detail, the Mayor asked Mr. Lane if it were still his recommendation that Southwest Radio and Sound Equipment Company be awarded the contract, and Mr. Lane stated if the specifications were to be followed, it was. Councilman Long moved that they follow the recommendation of Mr. Lane (Consultant) and the architects and award the contract to the SOUTHWEST RADIO AND SOUND EQUIPMENT COMPANY of San Antonio, at $13,156. The motion, seconded by Councilman Palmer, carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson*, White**, Mayor Miller Noes: None *Councilman Pearson made the following statement concerning his vote: "I feel we have to take the advice of our consultant." **Councilman White made the following statement: "I amegoing to vote 'aye'. The reason I am voting against these other people is because they did not meet the specifications. Any time you put these bids on something that does not meet the specifications, I just can't vote for them." B. The motion, seconded by Councilman Palmer, carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None Councilman White offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS, under the provisions of law and Article VII, Section 9, Charter of the City of Austin, the City Council is required to designate depositories of funds of the City of Austin; and, WHEREAS, it is found by the City Council that the Austin National Bank, American National Bank, Capital National Bank, City National Bank, Texas State Bank and Bank of Austin should be designated as depositories of the funds of the City of Austin; Now, Therefore, - CITY OF AUSTIN, TEXAS 284 284 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: 1. That the Austin National Bank, American National Bank, Capital National Bank, City National Bank, Texas State Bank and Bank of Austin are each hereby designated and selected as a depository of the funds of the City of Austin for a term of two years from the date hereof, In the event neither the City nor the depository gives written notice terminating the depository relationship prior to the expiration of the two-year term, the relationship shall be extended automatically for an additional term of two years and shall be extended for like terms thereafter unless such notice of termination is given. 2. When such depository banks are duly qualified, the City Manager and the Director of Finance are hereby authorized and directed to deposit funds of the City of Austin in the City National Bank to the extent of $300,000.00, in the Texas State Bank to the extent of $300,000.00, in the Bank of Austin to the extent of $200,000.00 and to deposit in equal amounts (insofar as possible) the remainder of the funds of the City of Austin in the Austin National Bank, American National Bank, and Capital National Bank. The motion, seconded by Councilman White, carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None The Director of Public Works submitted a proposal for paving West 1st from Lamar to Lake Austin Boulevard, West 1st from Guadalupe to Lamar. Money was to come from the Utilities Departments and would be done with City equipment, for $2900. Cost of maintenance was $2000 a year. Councilman White moved this paving be authorized as outlined by the Director of Public Works. motion, seconded by Councilman Palmer, carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None The The Council deferred action on the request of paving Possum Trot from 12th Street to Enfield Road with less than specified paving, until next week. The Director of Public Works stated the maintenance costs were running pretty high. Councilman Long moved that the extension of the contract with McKOWN adding the paving of Pegram Avenue at the same price he quoted for paving Koenig Lane be authorized. The motion, seconded by Councilman Palmer, 285 285 = CITY OF AUSTIN, TEXAS carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None The Council agreed to go ahead with the paving of the alley from Milam Place to the Holcomb and Nabors property, and leave out the skip for Mrs. Pearson's property, and go back and assess them. Councilman Pearson moved that they proceed with the paving of Avenue H from 50th to 53rd (or North Loop) on a Voluntary paving program, with 77%. The motion, seconded by Councilman White, carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None Councilman Pearson offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS, thepresent population of the City of Austin is approximately 190,000; and, WHEREAS, there is every indication that the present rate of increase in population and growth of the City of Austin will continue; and, WHEREAS, among the areas of great expansion have been those west of Shoal Creek and west of Lamar Boulevard; and, WHEREAS, inter-state, inter-city, and local traffic have greatly overcrowded and congested the existing facilities of Lamar Boulevard; and, WHEREAS, there is an acute need for a dispersal route extending through the west section of the City of Austin to the State's great highways; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the City Council on behalf of citizens of Austin request the cooperation of the State Highway Commission in conducting a study and survey of a dispersal route extending through the west section of the City of Austin.
