302 302 _ CITY OF AUSTIN, TEXAS MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Regular Meeting May 23, 1957 10:00 Α.Μ. Council Chamber, City Hall The meeting was called to order with Mayor Miller presiding. Roll call: Present: Councilmen Long, Palmer, Pearson, White, Mayor Miller Absent: None Present also: W. T. Williams, Jr., City Manager; Doren R. Eskew, City Attorney; Reuben Rountree, Jr., Director of Public Works. Invocation was delivered by REV. RAY SCHKADE, Redeemer Lutheran Church, 1918 West St. Johns Street. Councilman White moved that the Minutes of the meeting of May 16, 1957, be approved. The motion, seconded by Councilman Pearson, carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None MR. BILL HARRIS represented a group of people from the northeast section of the city, and outlined the need for a playground in that area, and asked that 15 acres be set aside out of the city property for a playground, and for baseball and soft ball diamonds, and eventually a swimming pool. The Mayor explained the status of the property under question, and stated that temporarily for immediate needs, 15 acres could be cleared and that something could be worked out for the children this summer. Mr. Harris asked that a shelter house be constructed and the two ball diamonds be set up. The Mayor suggested that Mr. Harris and maybe two others get with the City Manager and members of the Council and see what could be worked out for this summer. Councilman Long moved that Mr. Harris, Mr. Ray Oldham, and Mr. Dick Taylor be appointed to work with the City Manager in working out this area and getting the park started as soon as possible. The motion, seconded by Councilman Pearson, carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None _ CITY OF AUSTIN, TEXAS 303 303 Earlier in the meeting Mr. C. R. Malone, Manager of the Austin Transit Corp., requested a change in the bus routes. He explained that the Speedway line would be changed to operate north on Speedway to 45th, east on 45th to Duval, south on Duval to San Jacinto, west on San Jacinto to the intersection of 30th and San Jacinto, west on 30th over present route to 6th and Congress. The Ridgetop and Red River lines would be combined and would be known as the Red River line which would operate north on Congress to 19th, east on 19th to Red River, north on Red River to 47th, west on 47th to Duval, north on Duval to 51st, west on 51st to Avenue F, north on Avenue F to 56th, east on 56th to Avenue G, south on Avenue G to 53rd, east on 53rd to Airport Blvd., and then east on 53½ to Harmon, south on Harmon to 51st, west on 51st to Clarkson, south on Clarkson to Red River and south on Red River over the outbound route to 6th and Congress. Councilman White moved that the Austin Transit Corporation be granted a change in bus routes as explained to the Council by Mr. Clyde Malone. The motion, seconded by Councilman Palmer, carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None Councilman Pearson stated it was understood that all people would be notified on this route of the changes made in an effort to improve the service. Mr. Malone asked that the bus direction be reversed on the line which now goes from 49th up Woodrow, west on Koenig, and back to 49th on Burnet Road so as to go first up Burnet Road, then east on Koenig and back to 49th on Woodrow. The Council advised him to try it, and see how it worked out. MR. KENT RIDER, President of the Chamber of Commerce, appeared asking the Council to give due consideration to the recommendations sent to them concerning the Airport Development program, as these recommendations were the result of much study by a committee of local men and women, the Aviation Committee of the Chamber of Commerce, and the Board of Directors. MR. MOTON CROCKETT, JR., President Junior Chamber of Commerce, presented two resolutions in support of the Senior Chamber of Commerce Resolution: (1) resolving that the Council be urged to give serious consideration to a change in administration of the Municipal Airport and to the employment at the earliest possible date of a full-time, professionally qualified director of aviation; (2) resolving that the Council be urged to give full consideration to the report of the Aviation Advisory Committee and expedite the construction and completion of additional T-hangar facilities at the Airport. MAYOR MILLER stated the City had agreed to build 40 hangars. The City Manager gave a summary of progress of the expansion. The Mayor stated the Council would study over the suggestions, and complimented the Chambers of Commerce for their interest, and asked them to proceed with the Safety Committee and work out a greater enlargement of the safety program. MR. JAMES DANHEIM presented a petition on behalf of 42 property owners asking that the Council instruct the proper department to take necessary steps in getting the property at the northeast side of Interregional Highway and Airport cleared of underbrush, and setting out the conditions existing. MR. GILES appeared in his behalf stating people dumped their trash on this property; that he would not be permitted to burn the trash; and that he would meet any - CITY OF AUSTIN, TEXAS= 304 304 health requirements, but he did not want to maintain a public park there on commercial property. The Mayor asked that he get with the City Manager, Dr. Primer and Chief Woody and see what could be worked out. He was now ready to complete it for a general repair garage. Opposition was expressed by Mr. Nick Hornsby as there were two in operation within a block, it would be a spot zoning, and a traffic hazard and danger to children would be created. He displayed drawings showing developments surrounding the area, and plans. Letters of character references were filed. Opposition was expressed by MR. CARL HOBBS, MELVIN WARD, MRS. CARROLL, MRS. MELVIN WARD, MRS. HOBBS and others in that they did not want a drive-in establishment among these nice homes; that the customers were not in that neighborhood and the Fishers would have to draw from the outside for their customers. The Council postponed action in order to make a personal inspection of the area. LEE R. MAYOR MILLER brought up the question of indefinitely postponing any action on the Community Antenna proposals; when it was ever brought up again the public would be notified. After discussion, Councilman Long moved that the Council put this off until we get additional information. The motion, seconded by Councilman White, carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None MR. TRUEMAN O'QUINN appeared regarding the appeal of the BAPTIST FOUNDATION OF TEXAS. After discussion, the Mayor asked those who wished to grant the special permit requested by the Baptist Foundation of Texas for a filling station on Lot 51, College Courts Addition, at the intersection of San Jacinto Boulevard and Duval Street (Humble Oil Company), to vote "aye"; those opposed to vote "no". Roll call showed the following vote: Ayes: Councilmen Palmer, White, Mayor Miller Noes: Councilmen Long, Pearson The Mayor announced that the special permit had been granted. Mayor Miller introduced the following ordinance: AN ORDINANCE PERPETUALLY VACATING AND CLOSING CERTAIN PORTION OF THAT STREET IN THE CITY OF AUSTIN, TRAVIS COUNTY, TEXAS WHICH IS KNOWN AS EXPOSITION BOULEVARD; AND SUSPENDING THE RULE REQUIRING THE READING OF AN ORDINANCE ON THREE SEPARATE DAYS. The ordinance was read the first time and Councilman White moved that the rule be suspended and the ordinance passed to its second reading. Councilman Palmer offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS, on the 16th day of May, 1957, the City Council of the City of Austin by Ordinance No. 570516-C duly enacted did vacate and abandon a portion of Exposition Boulevard; and, WHEREAS, the City of Austin neither has nor claims any further interest in said abandoned portion of Exposition Boulevard; and, WHEREAS, the owner of the property which abuts the hereinafter described vacated portion of Exposition Boulevard has requested that the City quitclaim said abutting vacated portion of Exposition Boulevard; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That W. T. Williams, Jr., City Manager, be and he is hereby authorized to execute a quitclaim deed to Oscar D. The City Manager stated he would write a letter including the suggestions by the Council. Councilman Long reported a condition on the right-hand side of 24th Street from San Gabriel down to Lamar, where brush grew so far out over the street that it would scratch cars. She inquired if this could be cut back, as it was over the sidewalk area. The Mayor reported bad conditions in the paving by the Ice Company at 3rd and Colorado, and the Director of Public Works was asked to contact Mr. Oliver Wolfe regarding this. The City Manager submitted a report from MR. BERT LAY and CAPTΑΙΝ BIGGERSTAFF regarding the drives with no break on West 5th and West 6th Streets. The Council discussed this. The City Manager stated the City had an Administrative Traffic Safety Committee composed of Mr. Klapproth, Mr. Rountree, three from the Police Department for enforcement, and Mr. Eskew. This matter was before the Committee, and it is working on some recommendations to submit. Councilman Long reported a request for a traffic light at Oltorf and Fredericksburg Road. The matter was turned over to the City Manager for a report from the Traffic Engineer. Councilman Long reported a bad drainage situation in the 2300 block of Dancy. The Director of Public Works reported on the status of this, stating the property owners did not want to pay for the pipe. He stated he would get an estimate worked up on this. The Director of Public Works submitted a program for paving Wayside Drive, in which 65% of the property was signed for, but one owner controlled 35% of the property. The Council agreed informally to proceed with the paving and assess those not signing up. The City Manager discussed a contract regarding rental of the hangars at the Airport to the operators.
