Council Chamber, City Hall The meeting was called to order with Mayor Miller presiding. Roll call: Present: Councilmen Long, Palmer, Pearson, White, Mayor Miller Absent: None Present also: W. T. Williams, Jr., City Manager; Doren R. Eskew, City Attorney; Reuben Rountree, Jr., Director of Public Works. Present from the Highway Department were MR. ED BLUESTEIN, District Engineer, MR. TRAVIS LONG, MR. ROBERT L. LEWIS, MR. J. M. OWENS, and MR. J. S. GRESHAM, engineers. The Mayor announced that this was a special meeting called for the purpose of receiving the plans from the Highway Department on the Interregional Highway from the Colorado River to 19th Street. MR. BLUESTEIN laid the plans before the Council, showing maps of a six lane highway three lanes in each direction from 19th Street to the river. Holly Street is to be widened; and at that point the north bound lanes will go over First Street. South bound express lanês will continue to use the existing Expressway, underpassing First Street. There will be one continuous overhead structure from First to llth Street, overpassing 6th, 7th and 8th Streets. The expressway will go under llth and 12th Streets, and overpass 15th Street. Explanation was made on the 15th Street design. It was thought that it would take most of 1958 to finish plans and acquire the right-of-way, and that construction would get started in the early part of 1959, and that it would take about two years to complete the project. Mr. Bluestein stated these plans had been approved by the U. S. Bureau of Public Roads and that the Highway Department had been turned loose to acquire the rightof-way. About 140 - 150' of right-of-way would be needed on the east side of the highway from 16th to near Holly Street. The cost of this whole project in this span is estimated at between Three and a half million to Five million dollars - this includes right-of-way. 419 419 _ CITY OF AUSTIN, TEXAS= Mr. Bluestein stated the traffic rerouting during construction had not been worked out, but the Highway officials would work closely with the City officials on this. Mayor Miller asked that a meeting with the down-town property owners, Chamber of Commerce, business men, and others, be scheduled sometime this week so that they could see the new plans as presented here. The Council expressed appreciation to the group for making this presentation. There being no further business, the Council adjourned at 6:00 P.M. subject to the call of the Mayor.
