Council Chamber, City Hall 471 471 The meeting was called to order with Mayor Miller presiding. Roll call: Councilmen Long, Palmer, Pearson, White, Mayor Miller Present: Absent: None Present also: W. T. Williams, Jr., City Manager; Doren R. Eskew, City Attorney; Reuben Roumtree, Jr., Director of Public Works. The Council met with MR. R. E. JANES and MR. NOBLE PRENTICE to discuss a tract of land owned by Mr. James on the river. MR. JANES claimed according to a survey made in 1955 that the tract contained 26.1 acres. The City Attorney stated in accordance with a survey made by the City there were 20.87 acres; and out of the 20.87 acres, during the spring when the river was high there were 17.23 acres out of water--3.64 imundated. There were 20.87 acres of land unencumbered by alleys, streets drainage easements and access-way along the river. In discussing the value, Mr. Janes stated at the last meeting, there was a proposition submitted of $335,000. His appraiser stated the land was worth $525,000, a difference of $190,000 and that he would make the trade at $430,000. Since that time he found he would have to build another office building, and he wanted to reserve about 50x100 for an office. The two maps were compared and discussed in detail. Mr. Prentice and Mr. Janes asked for a little time to study the City's map, and asked that a map be furnished them, and they were to furnish the City a copy of their survey map. Mr. Janes believed it would take them no longer than two weeks to make their study. Councilman Pearson noted a potential liability involved in this property for the fill. The City Attorney discussed this matter, and then gave a resume of the differences in the City's survey and the one Mr. James had. The Mayor stated this would be brought up again when Mr. James finished his study. Among other matters considered in this special meeting was the request of the Holiday Inn for permission to erect a huge sign. This would be covered under a zoning change in height and area, which should have been changed in the original petition. Permit for the foundation could be issued; and if the zoning change were not granted, their sign would be limited; otherwise it could be constructed in compliance with the height and area granted. CITY OF AUSTIN, TEXAS 472 472 Councilman White submitted the request of the Optimist Club to sell cedar trees on the location on Shoal Creek again this Christmas. The Council suggested that other sites be submitted, or that a check with the property owners around the area be taken to see if they would have any objections. The City Manager stated he had a petition from Patterson Park parents asking the City to install additional playground equipment. He stated the Director of Recreation had their requests included in the plans for this playground, but they were not scheduled this year. The City Manager suggested getting with the Parks Board and Council, and looking over the entire program. The Mayor stated that since the Highway Department would not need the city property on the north side of Flores, that it might be well to go on and advertise it for sale. The Council informally agreed that it be advertised by September 1st. There being no further business, the Council adjourned at 6:00 P.M. subject to the call of the Mayor.
