Council Chamber, City Hall The meeting was called to order with Mayor Miller presiding. Roll call: Present: Councilmen Long, Palmer, White, Mayor Miller Absent: Councilman Pearson Present also: W. T. Williams, Jr., City Manager; Doren R. Eskew, City Attorney; Robert Beckham, Assistant Director of Public Works. Invocation was delivered by REV. JACK ROTH, Hyde Park Christian Church, 4115 Avenue D. Councilman Palmer moved that the Minutes of August 15th, 1957, be approved. The motion, seconded by Councilman Long, carried by the following vote: Ayes: Noes: Councilmen Long, Palmer, White, Mayor Miller None Absent: Councilman Pearson The Council had before it a petition filed by MR. R. A. MULHOLLAND requesting that the two blocks from 45th Street to 47th Street on Caswell be excluded from the Voluntary Paving Program being worked up in that area. Mr. Mulholland was the spokesman for the petitioners. He stated the two blocks on Caswell from 45th to 47th had been paved before it was brought into the city limits and the City and Gas Company had cut the pavement to lay their storm sewers and gas mains and had not repaved this, which caused the pavement to break off; and the grading of the shoulders had caused the curbs to lean. MR. JOE MALIK spoke for a group working for this Voluntary Paving Program. He stated they had il blocks worked up now. Mr. Pat Canion, the Contractor, stated the price would be $3.44 per front foot and this would include everything. MR. GORDON WORLEY praised Mr. Malik for the work he has done on this voluntary paving but stated he would not be interested in paving unless the paving went all the way to 45th Street. The Mayor asked Mr. Canion and Mr. Mulholland to try to work it out so these two blocks could be included in this program. 499 499 _ CITY OF AUSTIN, TEXAS The Mayor brought up the following zoning applications deferred from last week: H. The motion, seconded by Councilman White, carried by the following vote: Ayes: Councilmen Long, Palmer, White, Mayor Miller None Noes: Absent: Councilman Pearson Councilman White offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS, the City of Austin and Travis County Water Control and Improvement District No. 10 on August 9, 1957 executed a Contract for purchase and sale of water, and which Contract provides among other things, that no bonds of such district shall be sold by the District except for prices, interest rates, and redemption premiums approved by the City and that said bonds shall be callable fifteen years from their date or on any interest paying date thereafter, and; WHEREAS, the Board of Directors of Travis County Water Control and Improvement District No. 10 on July 8, 1957 ordered the sale of Eight Hundred Fifty Thousand Dollars ($850,000.00) of said bonds in denominations of One Thousand ($1,000.00) Dollars each, with Bonds Nos. 1 to 840, inclusive bearing interest at the rate of five per cent (5%) per annum; maturing in groups annually by schedule stated in said Order from August 1, 1963 to August 1, 1991 with interest payable February 1, 1958 and semi-annually thereafter; and providing that said bonds shall be callable at par plus accrued interest on August 1, 1972 or on any interest payment date thereafter; and, WHEREAS, Travis County Water Control and Improvement District No. 10 has requested the approval of such bonds by the City of Austin under the terms of its contract and the City of Austin finds the same to be satisfactory; Now, Therefore, _ CITY OF AUSTIN, TEXAS 505 505 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the City of Austin has approved and does hereby ratify and confirm its approval of the sale of Travis County Water Control and Improvement District No. 10 Bonds Nos. 1 to 840, inclusive, under the terms and upon the conditions provided by the Order of its Board of Directors on the 8th day of July, 1957. B. Smith Motors in the sum of $7,109.00 and the trade in of three vehicles was the lowest and best bid therefor and the acceptance of such bid and the purchase of said three Chassis has been recommended by the Purchasing Agent of the City of Austin and by the City Manager; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the bid of C. B. Smith Motors in the sum of $7,109.00 and the trade in of three vehicles, be and the same is hereby accepted, and W. T. Williams, Jr., City Manager of the City of Austin is hereby authorized and directed to execute a contract on behalf of the City of Austin with C. B. Smith Motors. The motion, seconded by Councilman Palmer, carried by the following vote: Ayes: Councilmen Long, Palmer, White, Mayor Miller Noes: None Absent: Councilman Pearson Mayor Miller brought up the following zoning application, postponed from last week, for public hearing: COLLEGE STORES PROPERTIES, INC., Wm.S.Gatewood, 300-310 East 17th St. 1701-09 San Jacinto Pres. From "C-1" Commercial To "C-2" Commercial RECOMMENDED by the Planning Commission MR. TRUEMAN E. O'QUINN appeared on behalf of this zoning. He stated the owners wanted to have a package store at this location and he displayed drawings of the proposed building and the parking spaces to be furnished. Mr. H. F.Metzger filed a petition and spoke in opposition. Mr. Charlie Trenckmann, Attorney for Mrs. Birdie Stone Fenlow and Mrs. Dolly M. Stone, asked that the change not be granted. Mrs. Fenlow, Mrs. Stone and Mrs. L. C. Banks spoke in opposition. They felt it would not be good to have a package store just across 506 506 _ CITY OF AUSTIN, TEXAS the street from a place selling beer; there a lot of University students in this neighborhood; and it would increase the traffic and parking problem which were already bad. The Council deferred action until next week. In connection with this zoning hearing MR. CHARLES PERRONE asked for a street light on East 17th Street east of San Jacinto. The City Manager was asked to check this and put in some lights. MRS. BEAL STONE requested something be done about the cemetery as it was in a bad shape (the old part). SAMUEL DUKES, 5514 Martin Avenue, requested that his house be condemned so that he could qualify for 221 under the Urban Renewal. The Council to look into this. The Council noted a request from Mrs. Nola Knapp, 1924 East 3rd Street, that something be done about a dance hall at 3rd and Chicon. follows: The City Manager reported on closing wading pools and swimming pools as All playground supervision concluded August 30th. Wading Pools at West Austin, East Woods and Shipe to be kept open thru September 2nd. Other wading pools to be closed with the closing of the playground. Neighborhood swimming pools and junior swimming pools to be open Labor Day. Patterson, Gillis, Govalle, Brentwood, Reed, Zaragosa and Palm to be closed at the end of Labor Day; Shipe, Ramsey, East Avenue, Westenfield, Metz and Stacy to be closed at the end of the day Sunday, September 8th. Barton Springs, Deep Eddy, Northwest Pool, and Rosewood will continue operation until the attendance falls off in September. The Council informally agreed to these closing dates but asked that Olive Street wading pool be kept open until attendance falls off. The Council briefly discussed the old Pan American Center. The City Manager reported he had a communication from MR. VERNON COOK inquiring if the City was interested in acquiring a park site adjacent to Pecan Springs School. It was agreed that the City definitely did not want it. The Council recessed at 12:40 P.M. until 2:30 P.M. Recessed Meeting 2:30 Ρ.Μ. The Council held a public hearing to discuss the bids on tires and recapping. MR. EMORY B. THOMPSON and MR. BEN LEE CHOTE appeared for Austin Goodyear Company. They objected to the bids on passenger tires stating they had bid on 100 level tires which was called for in the specifications and that 507 507 CITY OF AUSTIN, TEXAS U.S. ROYAL tires (sizes 600 x 16 and 650 x 16) bid by Willie Kocurek Company were not 100 level tires. They stated Goodyear made more than one line of this size while U.S. Royal only made one and that Goodyear's second line was comparable to the U.S. Royal and if they were permitted to bid their second line, they would be low. MR. WILLIE KOCUREK appeared in the interest of his bid on U.S. Royal tires. He stated he considered the U.S. Royal 600 x 16 and 650 x 16 as being first line quality. Representatives from the B. F. Goodrich Company were present. The Council had before it the following: "Sealed Bids opened 10:00 A.M.July 16,1957 Tabulated by: O.G. Willie Kocurek bidding on Royal in sizes 600 x 16 and 650 x 16 bid on Royal Deluxe. Austin Goodyear challenged this (see copy telegram attached). U.S. Royal Distributor, Straus Frank Company states U.S. Royal Deluxe as quoted is highest grade quality tire (see letter from Straus Frank Company). Mr. Raven of B. F. Goodrich Store stated that he and B. F. Goodrich Company will accept the Royal Deluxe as being first line quality. F. Goodrich Store in the sum of $24,075.92 for furnishing and repairing the tubes of truck, bus and implement tires, was the lowest and best bid therefor; and, WHEREAS, the bid of Willie Kocurek Company in the sum of $3,188.41 for vulcanizing and recapping tires was the lowest and best bid therefor; and, WHEREAS, the acceptance of the bid of Willie Kocurek Company and the bid of B. F. Goodrich Store have been recommended by the Purchasing Agent of the City of Austin and by the City Manager; Now, Therefore, 509 509 =CITY OF AUSTIN, TEXAS= BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the bid of Willie Kocurek Company in the sum of $3,188.41 for vulcanizing and recapping tires, and the Bid of B. F. Goodrich Store in the sum of $24,075.92 for furnishing and repairing the tubes of truck, bus and implement tires, be and the same are hereby accepted, and W. T. Williams, Jr., City Manager of the City of Austin is hereby authorized and directed to execute contracts on behalf of the City of Austin with Willie Kocurek Company and B. F. Goodrich Store. The motion, seconded by Councilman Long, carried by the following vote: Ayes: Councilmen Long, Palmer, White, Mayor Miller Noes: None Absent: Councilman Pearson Action on awarding the contract for passenger tires including tube repairs for passenger tires was deferred.
