513 513 CITY OF AUSTIN, TEXAS NOTICE OF SPECIAL MEETING TO THE MEMBERS OF THE CITY COUNCIL OF THE CITY OF AUSTIN: Notice is hereby given that a Special Meeting of the City Council of the City of Austin will be held on the 28th day of August, 1957, at the Municipal Building, Eighth and Colorado, in Austin, Texas, at 3:00 P.M. for the purpose of receiving a report from the Chamber of Commerce on a proposed Citizen's Safety Council; and for the purpose of hearing the Austin Transit Corporation present its financial report. Council Chamber, City Hall The meeting was called to order with Mayor Miller presiding. Roll call: Present: Councilmen Long, Palmer, Pearson, White, Mayor Miller Absent: None Present also: W. T. Williams, Jr., City Manager; Doren R. Eskew, City Attorney; Reuben Rountree, Jr., Director of Public Works. The Mayor announced that this was a Special Meeting of the Council to receive a report from the Chamber of Commerce, MR. KENT RIDER, President, MR. VIC MATHIAS, and MR. JOE WELLS, on a proposed Citizen's Safety Council. CHIEF THORP made a statement that this was a group of business men and leaders to stand behind the city in its attempt to save lives and protect property; that the police did a good job of enforcement; the engineers did a good job in their field, and this proposed committee would fill in where the city was short--and that was in ways of an education program in traffic. MR. MATHIAS listed the names of the Chamber of Commerce Committee that had been working on this proposal--MESSRS. FRED MORSE, SR., RAYMOND DEAR, L. E. BELDING, GEORGE STAUTZ, KENT RIDER, JOHN SIMPSON, E. E. PERRY, SR., JOE CARRINGTON, JOE WELLS, and LEWIS BRACY, JR. He stated it was not their idea to do anything with enforcement nor engineering, but to help in anyway such a committee could otherwise. MR. JOE WELLS submitted the proposal of the Citizens' Safety Council, Organization and Procedure, setting out its objective, general operating policies, and general organization. He further explained their planning, in that referrals would be made to them rather than their making a recommendation to the Council. MR. JOHN SIMPSON stated the Chamber of Commerce had been interested in this matter for a long time and recalled the sponsoring of the school safety program that is still being carried on. 515 515 _ CITY OF AUSTIN, TEXAS JUDGE PAT DAUGHERTY spoke endorsing an educational program. ASSISTANT CHIEF MILES spoke stating one of the main things was the education of the public to gain compliance with the existing laws and not the enactment of new laws. Councilman Pearson moved that the Council go on record of endorsing the help of this particular committee and stand whole-heartedly to give them every support possible. The motion, seconded by Councilman White, carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None The Council continued in its special meeting at 4:00 P.M. The Mayor stated this meeting was called for the purpose of hearing the Austin Transit Corporation present its financial report. MR. FRANK DENIUS represented the AUSTIN TRANSIT CORPORATION. MR. GIACOMA and MR. De MAYO from the home office of the Corporation were present. MR. CLYDE MALONE reviewed the operations of the Company since June 1955, listing the equipment that had been brought into the system as follows: Five 36 passenger diesel busses in June, 1955. Six 37 passenger busses in September, 1955, all less than a year old. Fourteen 45 passenger busses in November, 1953, all new. An automatic washer and cleaner added in 1956. General improvement of equipment and tools. Mr. Malone explained and filed the following exhibits: Comparative Statement of Income Statement of Income Comparative Report of Taxes and allocation as to Governmental Agencies Breakdown of Fare Revenue Exhibit I Exhibit II Exhibit III Exhibit IV - Exhibit V Exhibit VI Cities in Texas Exhibit VII Road Call Summary (Lost time in Minutes and Average Miles per lost time due to road failures) Comparison of Fare Structure at Austin with other Man-Hours-Per-Thousand-Miles in Shop Exhibit VIII - Average Miles Per Mechanical Failure Exhibit IX - Wage Scale Also filed were two statements VARIOUS SOURCES OF FINANCIAL RELIEF AVAILABLE FOR AUSTIN TRANSIT CORP. and AMOUNT TO BE DERIVED FROM VARIOUS SOURCES OF INCREASE IN INCOME. Letters pertaining to gross receipts taxes were filed. (On file under AUSTIN TRANSIT CORP.) The Council went over the Exhibits in detail and heard from Mr. Giacoma and Mr. DeMayo.
