Council Chamber, City Hall 768 The meeting was called to order with Mayor Miller presiding. Roll call: Present; Councilmen Long, Palmer, White, Mayor Miller Absent: Councilman Pearson Present also: W. T. Williams, Jr., City Manager; Doren R. Eskew, City Attorney; Reuben Rountree, Jr., Director of Public Works. Invocation was delivered by REV. SAM FORE, Tarrytown Methodist Church, 2601 Exposition Boulevard. Councilman White moved that the minutes of the meetings of October 3rd and October 10th, 1957, be approved. The motion, seconded by Councilman Palmer, carried by the following vote: Ayes: Noes: Councilmen Long, Palmer, White, Mayor Miller None Absent: Councilman Pearson ۱ MR. CLYDE MALONE representing the Civitan Club, displayed a card similar to a sign the Civitan Club would like to erect and place on two locations in the City. The sign had to do with safety. They had discüssed this with Assistant Chief Miles and Mr. Joe Wells, Chairman of the newly organized Safety Council sponsored by the Chamber of Commerce. Along with Mr. Malone representing the Civitan Club, were MR. TOM MARTIN, District Clerk, and MR. BILL YOUNGBLOOD. Councilman Long moved that this plan be accepted and the City Manager be asked to work with them in locating places to put the signs; and to commend the CIVITAN CLUB for its interest in good citizenship, particularly in the traffic situation. T. Williams, Jr., City Manager, is hereby authorized and directed to execute a contract on behalf of the City of Austin with Natkin & Company. The Mayor asked those who wished to grant the change to "B" Residence to vote "aye"; those opposed to vote "no". Roll call showed the following vote: Ayes: Noes: Councilmen Long, Palmer, White, Mayor Miller None Absent: Councilman Pearson The Mayor announced that the change had been granted to "B" Residence and the City Attorney was instructed to prepare the ordinance to cover. Mr. Woodrow Patterson represented Mr. Barron. The Mayor asked those who wished to grant the change to "C" Commercial to vote "aye"; those opposed to vote "no". RAYMOND RAMSEY 702-04 West 19th Street From "B" Residence To "0" Office RECOMMENDED by the Planning Commission The Mayor asked those who wished to grant the change to "O" Office to vote "aye"; those opposed to vote "no". MR. OTTO STERNBERG, 904 Koerner Lane appeared before the Council requesting separate water meters for the five people on his one line. The delay was due to one easement being held up, and the matter was turned over to the City Manager to proceed with getting the easement as soon as possible. Councilman White offered the following resolution and moved its adoption: (RESOLUTION) BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That W. T. Williams, Jr., City Manager of the City of Austin, be and he is hereby authorized to enter into a lease agreement on behalf of the City of Austin with the Austin Amateur Radio Club of Travis County, Texas, providing for a lease of a certain 0.926 of one acre of land out of that certain 109.27 acres out of the Wilkinson Sparks One Fourth (1/4) League in the City of Austin, Travis County, Texas, in accordance with the terms and considerations of that certain lease agreement as exhibited to the City Council by the City Manager; and, BE IT FURTHER RESOLVED: That the City Manager is hereby authorized and directed to place and keep an executed copy of said lease agreement in the permanent files of the City Clerk's Office. _ CITY OF AUSTIN, TEXAS 772 772 The motion, seconded by Councilman Long, carried by the following vote: Ayes: Councilmen Long, Palmer, White, Mayor Miller Noes: None Absent: Councilman Pearson Councilman Palmer offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS, Southern Union Gas Company has presented to the City Council tentative maps or plans showing the proposed construction of its gas mains in the streets in the City of Austin hereafter named, and said maps or plans have been considered by the City Council; therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT Southern Union Gas Company be and the same is hereby permitted to lay and construct its gas mains in and upon the following streets: (1) A gas main in TWIN OAKS DRIVE from a point 43' west of Vine Street westerly to Shoal Creek Boulevard, the centerline of which gas main shall be 6.5 feet south of and parallel to the north property line of said TWIN OAKS DRIVE. Said gas main described above shall have a cover of notless than 2½ feet. (2) A gas main in SHOAL CREEK BOULEVARD, from a point 125 feet south of Twin Oaks Drive northerly to North Park Drive, the centerline of which gas main shall be 6.5 feet west of and parallel to the east property line of said SHOAL CREEK BOULEVARD. Said gas main described above shall have a cover of notless than 2½ feet. (3) A gas main in NORTH PARK DRIVE, from Shoal Crèèk Boulevard to the south line of Northwest Park, the centerline of which gas main shall be 6.5 feet west of and parallel to the east property line of said NORTH PARK DRIVE. Said gas main described above shall have a cover of notless than 2½ feet. (4) A gas main in VINE STREET, from Twin Oaks Drive, northerly 481 feet, the centerline of which gas main shall be 6.5 feet west of and parallel to the east property line of said VINE STREET. Said gas main described above shall have a cover of not less than 2½ feet. (6) A gas main in LEWIS LANE, from West 40th Street northerly 3ll feet, the centerline of which gas main shall be 14 feet east of and parallel to the west property line of said LEWIS LANE. Said gas main described above shall have a cover of notless than 2½ feet. (7) A gas main in SOUTH CONGRESS AVENUE from a point 413 feet north of Williamson Creek Bridge southerly to the City Limit Line, the centerline of which gas main shall be 10 feet east of and parallel to the west property line of said SOUTH CONGRESS AVENUE. Said gas main described above shall have a cover of notless than 2½ feet. (8) A gas main in LEON STREET, from the south property line of West 25½ Street northerly 48 feet, the centerline of which gas main shall be 13 feet west of and parallel to the east property line of said LEON STREET. Said gas main described above shall have a cover of notless than 22 feet. (9) A gas main in ROSEWOOD AVENUE, from a point 40 feet west of Ridgeway Drive easterly to Ridgeway Drive, the centerline of which gas main shall be 8 feet south of and parallel to the north property line of said ROSEWOOD AVENUE. Said gas main described above shall have a cover of notless than 2½ feet. (10) A gas main in RIDGEWAY DRIVE, from Rosewood Avenue to Sol Wilson Street, the centerline of which gas main shall be 17 feet west of and parallel to the east property line of said RIDGEWAY DRIVE. Said gas main described above shall have a cover of notless than 2½ feet. (11) A gas main in SOL WILSON AVENUE, from Ridgeway Drive to Pandora Street, the centerline of which gas main shall be 6.5 feet south of and parallel to the north property line of said Sol Wilson Avenue. _ CITY OF AUSTIN, TEXAS: 774 774 Said gas main described above shall have a cover of notless than 2½ feet. (12) A gas main in PANDORA STREET, from Sol Wilson Avenue southerly 32 feet, the centerline of which gas main shall be 6.5 feet west of and parallel to the east property line of said PANDORA STREET. Said gas main described above shall have a cover of notless than 2½ feet. (13) A gas main in SOL WILSON AVENUE, from Pandora Street westerly 212 feet, the centerline of which gas main shall be 11.5 feet north of and parallel to the south property line of said SOL WILSON AVENUE. Said gas main described above shall have a cover of notless that 2½ feet. (14) A gas main in CREST AVENUE, from Ridgeway Drive to Oakgrove Avenue, the centerline of which gas main shall be 6.5 feet south of and parallel to the north property line of said CREST AVENUE. Said gas main described above shall have a cover of notless than 2½ feet. (15) A gas main in OAKGROVE AVENUE, fromSol Wilson Avenue to Crest Avenue, the centerline of which gas main shall be 6.5 feet east of and parallel to the west property line of said OAKGROVE AVENUE. Said gas main described above shall have a cover of notless than 2 feet. (16) A gas main in SOL WILSON AVENUE, from Oakgrove Avenue easterly 134 feet, the centerline of which gas main shall be 6.5 feet south of and parallel to the north property line of said SOL WILSON AVENUE, Said gas main described above shall have a cover of notless than 2½ feet. THE Southern Union Gas Company is hereby put upon notice that the City of Austin does not guarantee that the space assigned above is clear from other underground utilities, but is based upon the best records we have at hand, and that the minimum depth stated does not have any reference to the fact that greater depths may not be required at special points. When the Southern Union Gas Company requires definite information upon the ground as to elevations or working points from which to base the location of their assignments, they shall apply to the Department of Public Works not less than three (3) days before such information is required. The Southern Union Gas Company is further put upon CITY OF AUSTIN, TEXAS 775 يصر البصر 775 notice that they will be required to bear the expense of repairs or replacement of any underground utility damaged during the construction of lines named in this resolution. AND THAT whenever pavement is cut in the vicinity of a fire plug, water must be used at intervals during the course of backfilling of the ditches. THAT the work and laying of said gas mains, including the excavation in the streets, and the restoration and maintenance of said streets after said mains have been laid, shall be under the supervision and direction of the City Manager and under all the pertinent terms and conditions of the certain franchises granted to said company by the City of Austin. Councilman White offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS, the Southwestern Bell Telephone Company has presented to the City Council tentative maps or plans showing the proposed construction of its underground telephone conduits in the streets in the City of Austin hereafter named and said maps or plans have been considered by the Director of Public Works; therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT the Southwestern Bell Telephone Company be and the same is hereby permitted to construct its underground telephone conduits in the following streets: (1) An underground telephone conduit in CAMERON ROAD, from a point 300 feet south of Corona Drive to Briarcliff Boulevard, the centerline of which underground telephone conduit shall be 4 feet east of and parallel to the centerline of said CAMERON ROAD. (2) An underground telephone conduit in BRIARCLIFF BOULEVARD from a point 4 feet east of the centerline of Cameron Road easterly 50 feet, the centerline of which underground telephone conduit shall be 12 feet south of and parallel to the north property line of said BRIARCLIFF BOULEVARD. The Council went over the wording of the placque of the Auditorium: The City Manager presented a request from the Ski Club for use of the Walsh Tract for spectators of the Ski event on October 23rd. No objections were expressed by the Council. Discussion of lowering the lake during sometime in late November and early December was held. Also discussion on regulations of filling in the shore line was held with the idea of requiring property owners to obtain permits to change the shore line.
