Council Chamber, City Hall 151 151 The meeting was called to order with Mayor Miller presiding. Roll call: Present: Councilmen Long, Palmer, Pearson, White, Mayor Miller Absent: None Present also: W. T. Williams, Jr., City Manager; Doren R. Eskew, City Attorney; Reuben Rountree, Jr., Director of Public Works; Dexter Kinney, Director of Electric Utility. The Mayor stated this was a special meeting of the City Council called for the purpose of hearing a report on the Ebasco Engineering and Financial Study for the City of Austin. 1 MR. W. A. BUCHANAN gave a resume of his company's operations and background and experience. MR. A. J. STUTZMAN went over the report in minute detail, covering recommendations. Discussions of a rate study and rate change; the advisability of taking the sewer system out of the utility system when possible, and putting it under Public Works, and financing it through general obligation bonds; of sales promotions by educational programs through architects, contractors and distributors, and discussion of technical matters was held.
