207 CITY OF AUSTIN, TEXAS MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Regular Meeting March 27, 1958 10:00 Α.Μ. Council Chamber, City Hall The meeting was called to order with Mayor Miller presiding. Roll call: Present: Councilmen Long, Palmer, White, Mayor Miller Absent: Councilman Pearson Present also: W. T. Williams, Jr., City Manager; Dudley Fowler, Assistant City Attorney; Reuben Rountree, Jr., Director of Public Works. Invocation was delivered by REV. LAWRENCE BASH, University Christian Church, 2007 University Avenue. Councilman White moved that the Minutes of March 20, 1958, be approved. The motion, seconded by Councilman Palmer, carried by the following vote: Ayes: Noes: Councilmen Long, Palmer, White, Mayor Miller None Absent: Councilman Pearson MR. SAM BRIGHT, U.T. Cowboys, appeared before the Council requesting permission to have a Parade on Wednesday following Easter and preceding their Minstrel Show, the proceeds from which go to the Austin Council for Retarded Children. Councilman Long moved that permission for the parade be granted. The motion, seconded by Councilman Palmer, carried by the following vote: Ayes: Noes: Councilmen Long, Palmer, White, Mayor Miller None Absent: Councilman Pearson DR. T. E. DODD, Men's Garden Club, invited the Council to the opening of the Flower Show, Saturday, April 12, 1958, 2:00 P.M. at the Coliseum. The Mayor read the Proclamation setting aside "Living With Flowers Week." MR. C. E. SANDERSON and a group appeared petitioning the Council for relief from heavy gravel trucks using Allandale Road, and for the repair of 208 _ CITY OF AUSTIN, TEXAS Allandale Road to its original condition before the trucks started using this Road as their route. He protested the marking of Allandale Road as a Farm to Market Road and asked that it be rerouted. His protest included the speeding of the trucks and the fact they started operations at 6:40 in the morning until late at night everyday including Sunday. MRS. CALLOWAY, REV. NORMAN CARLSON, MRS. KRUEGER, MRS. GRANT, MR. ELDRIDGE, MR. OSCAR SCHUTT, and MR. K. C. MILLER protested the use of Allandale by these heavy trucks stating there was much speeding; the trucks were noisy, and the whole operation was dangerous as the stone sometime fell off; the value of their property had decreased due to this heavy traffic. MRS. COX, 5903 Nasco Drive, and MR. W. T. LAUGHLIN, 5900 Woodrow, complained of the torn up pavement and the danger to the children. MR. JACK PEARCE, Texas Crushed Stone, offered his cooperation in the matter, and stated these were not trucks from this company, and listed the many places the stone was being used. The Mayor asked him to get up some figures on how many trucks a day were going to Bergstrom Field; just how much goes out of the plant and what percent goes down Allandale Road. The Mayor then stated that when those figures were in, a survey could be made to see what alternate routes could be taken for delivering this rock; that the area will be patrolled and the speeders taken in; that traffic studies will be made, and whatever is found necessary will be taken care of. He stated the requests for stop signs on Allandale would also be considered. As to the paving, the Mayor had estimates on paving this thoroughfare, and explained the city's increased participation in the paving at this time. The group was asked to get petitions in for paving; and at this time the heavier type of pavement would be used. The Mayor asked the group to appoint Mr. Sanderson and two others to serve as a committee and to keep in contact with the City as to its progress. Councilman Palmer introduced the following ordinance and moved that it be published in accordance with Article 1, Section 6 of the Charter of the City of Austin: AN ORDINANCE PROVIDING FOR THE EXTENSION OF CERTAIN BOUNDARY LIMITS OF THE CITY OF AUSTIN AND THE AΝΝΕΧΑTION OF CERTAIN ADDITIONAL TERRITORY CONSISTING OF 16.47 ACRES OF LAND, SAME BEING 2.67 ACRES OF UNPLATTED LAND OUT OF AND A PART OF THE ISAAC DECKER LEAGUE, AND ALL OF THAT CERTAIN 13.80 ACRES OF LAND KNOWN AS ALAMO HEIGHTS SECTION 1, A SUBDIVISION OF A PORTION OF THE ISAAC DECKER LEAGUE, IN TRAVIS COUNTY, TEXAS, WHICH SAID ADDITIONAL TERRITORY LIES ADJACENT TO AND ADJOINS THE PRESENT BOUNDARY LIMITS OF THE CITY OF AUSTIN, IN PARTICULARS STATED IN THE ORDINANCE. Councilman Palmer asked if the Traffic Department could be requested to make a study on making West 10th Street one-way. The request was made by the Principal of O'Henry Junior High School. No action was taken on the filling station site at the southwest corner of Northland Drive and Balcones Trail for G. H. BRUSH Sinclair Refining Company, Lessee. The Mayor thanked the fine Fire Department and fine Police Department for its work in searching for the two gentlemen who lost their lives in the lake recently. By rising vote, the Council adopted a Resolution thanking all those who took part in the activities and the Commander at the Naval Base who provided navy divers under the direction of Lt. Commander Scott; and asked that the Resolution be made a part of the official records. The City Manager gave a report on Ebasco Company's cost of setting up the machinery to make a study of the rates of the City, and for analyzing the data. For setting up the formula, the charge would be $1,200; for making an analysis, $3,000. Councilman Palmer moved that the City Manager be authorized to enter into a contract with the Ebasco Company for setting up the formula for accumulating the data for the rate analysis. The motion, seconded by Councilman White, carried by the following vote: Ayes: Noes: Councilmen Long, Palmer, White, Mayor Miller None Absent: Councilman Pearson CITY OF AUSTIN, TEXAS 211 The Assistant City Manager reported that the University of Texas, in connection with the Round-up, had a Carnival with three ride concessions. The Council agreed informally to permit the Garden Club to have a banner across the Avenue from April 1 to April 14th in connection with the Flower Show at the Coliseum--all details to be checked with the City Manager. The Council had before it a petition asking that the City build two observation towers for use in carrying out the duties of the Ground Observer Corps of Civil Defense. Councilman White moved that this request be looked into and see what it would cost, and if the City had some land for them. The motion, seconded by Councilman Long, carried by the following vote: Ayes: Councilmen Long, Palmer, White, Mayor Miller Noes: None Absent: Councilman Pearson The Council recessed until 2:30 Ρ.Μ. Recessed Meeting 212 CITY OF AUSTIN, TEXAS 2:30 Ρ.Μ. 212 At 2:30 the Council resumed its business and took up the matter of oneway traffic on SAN ANTONIO STREET, NUECES and RIO GRANDE between 19th and 29th Streets. The Traffic Engineer explained the recommendation for one-way streets. MR. MITTAG stated as a small business operator in the area he would approve the plan as it would benefit his business, but he believed the plan was too expensive to solve the problem. He suggested prohibiting parking on the east side of Guadalupe from 4:00 to 6:00 P.M. as one solution. As a business man Mr. Mittag said he would approve the plan. MR. RAYMOND RAMSEY said the plan was a must. He suggested waiting to put the plan into effect until after the University students were out of school this term. MR. JOE WELLS, presented MR. FRANK WALLING, Chairman of the Traffic Committee of the Chamber of Commerce. Mr. Walling stated the Committee had approved the plan as Mr. Klapproth had outlined it, and had recommended toethe Executive Committee that it be adopted. MRS. STEVENSON asked that no delay be made in getting the one-way street pattern into effect as it would be of great value to the University neighborhood. The Assistant Chief of Police endorsed the recommendation of Mr. Klapproth as it would relieve a lot of the congestion and facilitate the movement of traffic. MR. DAVID BARROW, Chairman of the Planning Commission, believed the one-way street pattern to be of great value. MR. LANDON BRADFIELD favored the one-way plan if a left turn at 24th and Guadalupe could be worked out. Councilman Long suggested putting the one-way street pattern into effect on a 90-day trial basis; and if it were requested by enough citizens at the end of that period to change it, another hearing could be called. It was stated it would take some time to actually get it into effect as some equipment has to be purchased and there would be a six to nine week delay in delivery. Councilman Long offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS, after an engineering and traffic investigation, the City Council has found that the free flow and expeditious handling of traffic under conditions existing at the locations described below require that traffic upon such streets move only in one-way directions, such locations and streets being described as follows: STREET FROM-TO DIRECTION OF ONE-WAY MOVEMENT San Antonio St. 19th 26th St. Northbound Nueces St. 29th 19th St. Southbound Rio Grande St. 19th 29th St. Northbound Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the City Clerk be and she is hereby authorized and directed to record this finding in Section 33.38 of the Traffic Register.
