Council Chamber, City Hall The meeting was called to order with Mayor Miller presiding. Roll call: Present: Councilmen Long, White, Mayor Miller Absent: Councilmen Palmer, Pearson Invocation was delivered by THE REV. EVERETT G. SMITH, Holy Trinity Episcopal Church, 3206 West Avenue. Councilman White moved that the Minutes of April 10th, 1958, be approved. The motion, seconded by Councilman Long, carried by the following vote: Ayes: Councilmen Long, White, Mayor Miller Noes: None Absent: Councilmen Palmer, Pearson The Council greeted and welcomed 35 students from the 5th Grade of Bryker Woods School. REV. JOE WEST, Pastor, Walnut Creek Baptist Church, appeared before the Council in response to a vote of his church to begin services in the jail in cooperation with the Sheriff's Department, and to hold services of a religious nature on certain streets. His request was for permission to use a small public address system between 8:00 and 8:30 on Saturday nights. The City Attorney stated that would require an amendment to the loud speaker ordinance. Councilman Long stated she was for granting a special permit in certain circumstances with regulations as to the power of the amplifier. Councilman White thought something could be worked out. The Mayor stated this matter would be looked into between now and next week. Mayor Miller introduced the following ordinance: AN ORDINANCE AMENDING THAT CERTAIN ORDINANCE PASSED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS, JULY 17, 1941, AND RECORDED IN ORDINANCE BOOK "L", PAGES 152-174, INCLUSIVE, OF THE ORDINANCE RECORDS OF THE CITY OF AUSTIN, WHICH ORDINANCE WAS AMENDATORY OF THAT CERTAIN ORDINANCE ESTABLISHING ZONING _ CITY OF AUSTIN, TEXAS 262 REGULATIONS AND DISTRICTS IN ACCORDANCE WITH A COMPREHENSIVE PLAN PASSED BY THE CITY COUNCIL, APRIL 23, 1931, AND RECORDED IN BOOK "I", PAGES 301-318, INCLUSIVE, OF THE ORDINANCE RECORDS OF THE CITY OF AUSTIN, THE AMENDATORY ORDINANCE HEREBY CHANGING THE USE DESIGNATION FROM "A" RESIDENCE DISTRICT TO "C" COMMERCIAL DISTRICT ON LOTS 7 AND 8, BLOCK A, PLAINVIEW HEIGHTS, IN THE CITY OF AUSTIN, TRAVIS COUNTY, TEXAS; ORDERING A CHANGE IN THE USE MAPS SO AS TO RECORD THE CHANGE HEREBY ORDERED; AND SUSPENDING THE RULE REQUIRING THE READING OF ORDINANCES ON THREE SEPARATE DAYS. The motion, seconded by Councilman White, carried by the following vote: Ayes: Noes: Councilmen Long, White, Mayor Miller None Absent: Councilmen Palmer, Pearson Councilman Long offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS, Southern Union Gas Company has presented to the City Council tentative maps or plans showing the proposed construction of its gas mains in the streets in the City of Austin hereafter named, and said maps or plans have been considered by the City Council; therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT Southern Union Gas Company be and the same is hereby permitted to lay and construct its gas mains in and upon the following streets: (1) A gas main in EDGEMONT DRIVE, from Balcones Drive to Foothill Terrace, the centerline of which gas main shall be 6.5 feet west of and parallel to the east property line of said EDGEMONT DRIVE. Said gas main described above shall have a cover of notless than 2½ feet. (2) A gas main in WESTLEDGE DRIVE, from Edgemont Drive westerly 415 feet, the centerline of which gas main shall be 6.5 feet south of and parallel to the north property line of said WESTLEDGE DRIVE. (8) A gas main in AVONDALE ROAD, from a point 96 feet west of the west line of Kenwood Avenue, easterly 2 feet, the centerline of which gas main shall be 6.5 feet south of and parallel to the north property line of said AVONDALE ROAD. Said gas main described above shall have a cover of notless than 2 feet. (9) A gas main in WEST 49TH STREET, from Grover Avenue easterly 44 feet, the centerline of which gas main shall be 7.5 feet south of and parallel to the north property line of said WEST 49TH STREET. Said gas main described above shall have a cover of notless than 2½ feet. (10) A gas main in GROVER AVENUE, from West 49th Street southerly 63 feet, the centerline of which gas main shall be 6.5 feet west of and parallel to the east property line of said GROVER AVENUE, Said gas main described above shall have a cover of notless than 2½ feet. (11) A gas main in KENNISTON DRIVE, from Guadalupe Street easterly 719 feet, the centerline of which gas main shall be 6.5 feet south of and parallel to the north property line of said KENNISTON DRIVE. - CITY OF AUSTIN, TEXAS= 264 234 Said gas main described above shall have a cover of notless than 2½ feet. (12) A gas main in DEL MONTE ROAD, from Saxon Lane westerly 24 feet, the centerline of which gas main shall be 6.5 feet south of and parallel to the north property line of said DEL MONTE ROAD. Said gas main described above shall have a cover of notless than 2 feet. (13) A gas main in SAXON EANE, from Del Monte Road southerly 391 feet, the centerline of which gas main shall be 6.5 feet west of and parallel to the east property line of said SAXON LANE. Said gas main described above shall have a cover of notless than 2½ feet. THE Southern Union Gas Company is hereby put upon notice that the City of Austin does not guarantee that the space assigned above is clear from other underground utilities, but is based upon the best records we have at hand, and that the minimum depth stated does not have any reference to the fact that greater depths may not be required at special points. When the Southern Union Gas Company requires definite information upon the ground as to elevations or working points from which to base the location of their assignments, they shall apply to the Department of Public Works not less than three (3) days before such information is required. The Southern Union Gas Company is further put upon notice that they will be required to bear the expense of repairs or replacement of any underground utility damaged during the construction of lines named in this resolution. AND THAT whenever pavement is cut in the vicinity of a fire plug, water must be used at intervals during the course of backfilling of the ditches. THAT the work and laying of said gas mains, including the excavation in the streets, and the restoration and maintenance of said streets after said mains have been laid, shall be under the supervision and direction of the City Manager and under all the pertinent terms and conditions of the certain franchises granted to said company by the City of Austin. The ordinance was read the first time and Councilman White moved that CITY OF AUSTIN, TEXAS 265 the ordinance be passed to its second reading. The ordinance was read the first time and Councilman Long moved that the ordinance be passed to its second reading. The motion, seconded by Councilman White, carried by the following vote: Ayes: Noes: : Councilmen Long, White, Mayor Miller None Absent: Councilmen Palmers, Pearson The City Manager submitted the following: "TO: "April 16, 1958 Honorable Mayor and City Council REFERENCE: Purchase of Hospital Accounting Machine - Brackenridge Hospital "Sealed bids were opened March 5, 1958 in the office of the Purchasing Agent for one accounting machine for Brackenridge Hospital. "Invitation to bid were sent to the following: "National Cash Register Company Remington-Rand International Business Machine Corporation Burroughs Corporation "Only one bid received of $6,290.00. - that of the National Cash Register Company in the amount "Brackenridge Hospital is now equipped with two 20 register accounting machines in its accounting department. One of these machines is more than 25 years old and maintenance costs upon the same is becoming excessive. The other machine is in good order. "The entire accounting system is based on the use of the 20 register type machine, and it would be quite expensive to change the accounting system and in addition the present machine which is in good order would have to be retired and replaced. The cost of changing the system is estimeated by Mr. Huffman to be approximately $8,000.00. "National Cash Register Company is apparently the only company which manufactures CITY OF AUSTIN, TEXAS 258 266 a 20 register accounting machine, and of course, it was necessary that we specify a 20 register machine. "W.T. Williams, Jr. City Manager" Councilman White offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS, bids were received by the City of Austin on March 5, 1958, for the purchase of one 20 register accounting machine; and, WHEREAS, the bid of National Cash Register Company in the sum of $6,290.00 was the lowest and best bid therefor, and the acceptance of such bid has been recommended by the City Manager of the City of Austin; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the bid of National Cash Register Company in the sum of $6,290.00 be and the same is hereby accepted, and W. T. Williams, Jr., City Manager of the City of Austin is hereby authorized and directed to execute a contract on behalf of the City of Austin with National Cash Register Company. The motion, seconded by Councilman Long, carried by the following vote: Ayes: Councilmen Long, White, Mayor Miller Noes: None Absent: Councilmen Palmer, Pearson The Director of Recreation reported on the progress of the East District Park in that bids for paving, grading a general picnic area, and installing a water sprinkling system would be opened April 29th. In this connection the Director of Public Works recommended MARVIN TURNER ENGINEERS for designing the swimming pool, wading pool and bathhouse, at 5% of the cost, which is estimated around $130,000. The Council wanted to call a special meeting next Tuesday and go over this with the other two Council members also. The City Manager announced that April 21st, San Jacinto Day, was listed as an official holiday for the City. MR. MORELES, 1137-D Ebert Street, asked the Council to gravel Ebert Street, as at present they are having to get their mail in boxes on Ledesma; and if Ebert were graveled, they would get postal deliveries on their street. The matter was turned over to the City Manager. The Mayor listed a need for repair of Bowie Street, and asked that temporary improvements be made immediately and work started on getting it signed up for paving. Councilman Long reported needed repairs to 13th and Coleto and this report was turned over to the Director of Public Works. CITY OF AUSTIN, TEXAS 237 267 The Director of Public Works reported a request of MR. JOHN SIMPSON, Superior Dairies, for permission to put some scales in the sidewalk area on Sabine. Street north of 1st Street. Sabine is not opened. Mr. Simpson filed a letter with the Director of Public Works in which they agreed to move the scales if the street were ever opened, or if they interferred with traffic in any way. The Council informally agreed to grant the permission. The City Manager stated a model of the terminal building at the Airport was complete and would be brought to the City Hall for display. The Mayor asked that announcement be made to the public to come in and see the model. Mayor Miller submitted names of two proposed purchasers of the 27th Street property. Councilman White, working on a purchase, stated he would try to get an answer right away. The Mayor read the following Resolution adopted by the TRAVIS COUNTY MEDICAL SOCIETY: "April 17, 1958 "WHEREAS, Brackenridge Hospital is now functioning at near its top bed capacity, and "WHEREAS, our local population is increasing at four per cent per annum and has already passed the optimum of a total hospital bed ratio of four beds per one thousand population, and "WHEREAS, Brackenridge Hospital is the most vital link in our civil defense plan and disaster programs, which require a reserve of hospital bed space and equipment, and "WHEREAS, Brackenridge Hospital is the receiving hospital for injured and critically injured patients in Austin and a wide area surrounding the city, and "WHEREAS, Brackenridge Hospital is the only hospital in this area admitting patients of all races and communicable diseases, and "WHEREAS, from two to three years are required to expand hospital facilities, now therefore: "BE IT RESOLVED: That the Travis County Medical Society by unanimous vote urges the City Council of Austin and the Board of Trustees of Brackenridge Hospital to expand the capacity of Brackenridge Hospital to meet the needs of our community, and that a copy of this resolution be sent to the City Council of Austin and to the Board of Trustees of Brackenridge Hospital." The Mayor reported on his discussions with them regarding the Medical Branch location, and the leasing of property for it, but they would have to do something about the operation of Brackenridge Hospital. He thought that the Hospital should be made a separate tax project. The City Manager gave a 268 CITY OF AUSTIN, TEXAS report on the hospital.
