3377 - CITY OF AUSTIN, TEXAS NOTICE OF SPECIAL MEETING TO THE MEMBERS OF THE CITY COUNCIL OF THE CITY OF AUSTIN: Notice is hereby given that a Special Meeting of the City Council of the City of Austin will be held on the 4th day of June, 1958, at the Municipal Building, Eighth and Colorado, in Austin, Texas, at 3:30 P.M. for the purpose of discussing the proposals for engineering costs of the Power Plant Building. Council Chamber, City Hall The meeting was called to order with Mayor Miller presiding. Roll call: Present: Councilmen Long, Palmer, White, Mayor Miller Absent: Councilman Pearson Present also: W. T. Williams, Jr., City Manager; Doren R. Eskew, City Attorney; Reuben Rountree, Jr., Director of Public Works; Dexter Kinney, Director of Electric Utilities. The Mayor announced this was a special meeting called to discuss the proposals for engineering costs of the Power Plant Building. The City Manager stated seven outstanding engineering companies had submitted proposals for designing the new power plant. The plan on which they would be paid would be the actual cost plus a percentage plus a fixed fee. He submitted the proposals as follows: JACKSON-MORELAND Boston & New York GIBBS-HILL New York EBASCO, New York - Monthly direct cost plus 50% plus $130,000, with a maximum of $1,000,000. : Direct cost plus 50% plus $72,500 fixed fee, and a ceiling of $547,500.00. Average monthly cost plus $175,000 fee, with a guarantee of a ceiling of $700,000. BURNS & ROE, INC. - Direct cost plus 65% plus $46,000 fee, and guaranteed ceiling of $500,000. BURNS & MCDONNELL Direct cost plus 60% plus $100,000 with a ceiling of $400,000. BROWN & ROOT Monthly direct cost plus 100% and no extra fee with guaranteed ceiling of $375,000. BLACK & VEACH Lump sum, $400,000. CITY OF AUSTIN, TEXAS 379 379 These proposals cover the complete design of the new plant, getting everything ready for bids, but not the construction. The Council looked over the brochures of the bidding companies. The City Manager made an analysis of the two low bidders, and it showed Brown & Root to be low bidder, unless the direct cost ran considerably below $150,000, which it was not thought would be the case. The City Manager recommended Brown & Root as the low bidder, the one that would do the job at the least cost. The Mayor asked that the Council vote formally on selecting one of the firms at the regular meeting tomorrow. Councilman White and Palmer indicated they would vote to select the low bidder, BROWN & ROOT. Councilman Long stated she wanted to look over the brochures before voting.
