Council Chamber, City Hall 478 478 The meeting was called to order with Mayor Miller presiding. Roll call: Present: Councilmen Long, Palmer, Pearson, White, Mayor Miller Absent: None Present also: W. T. Williams, Jr., City Manager; Doren R. Eskew, City Attorney; Reuben Rountree, Jr., Director of Public Works; D. K. Kinney, Director of Electric Utilities. MAYOR MILLER announced that this meeting was called for the purpose of discussing the proposed contract for gas for the power plant with the Advisory Committee, and also for the purpose of awarding a contract for the access road and excavation for Spicewood Springs Road Reservoir. Members from the Advisory Committee present were as follows: MR. DAVID BARROW MR. MOTON CROCKETT, JR. MR. G. L. HUCKABY MR. E. W. JACKSON MR. C. G. LEVANDER DR. ROBERT MONTGOMERY MR. DUKE MATTHEWS MR. JOHN SIMPSON MR. LEON STONE MR. H. G. SPILLER MR. PURTLE WATTS MR. KARL WAGNER MR. TED WIMBERLY MR. JAMES NASH Mayor Miller went over past developments and meetings relative to the contract for gas for the power plant and of the meeting with MR. JOHN PUNDT and his Associates and geologists and others on July 21st. Rough draft of a letter requested by Mr. Pundt was read and various suggestions were made and discussed. Letter is as follows: "Subject only to the approval of the oil department of the FIRST NATIONAL BANK OF DALLAS, or of the REPUBLIC NATIONAL BANK OF DALLAS, or of PRUDENTIAL LIFE INSURANCE COMPANY OF NEWARK, NEW JERSEY, and of the agreement of either of the three firms named to lend not less than $7,000,000, (and such further amounts as may be necessary to construct a gas transmission system to the City of Austin CITY OF AUSTIN, TEXAS 479 479 and gathering system, and sufficient funds to commence operation) upon a loan to mature over a period of ten years, secured by known reserves of not less than 150 billion cubic feet of gas, the City of Austin is prepared to execute a contract in keeping with the letter of intent to JOHN G. PUNDT, executed by the City of Austin on April 1, 1958." The Council took all of the suggestions and points brought out by the different members of the Committee under consideration. Various members of the Committee expressed approval of the Council's propositions. The Mayor thanked the advisory committee for its help. The City Manager submitted the following: "July 1, 1958 "W. Williams, Jr. City Manager City of Austin, Texas "Dear Mr. Williams; "Bids were received until 2:00 P.M., Tuesday, July 1, 1958, at the Office of Director of Water and Sewer Department for the Access Road and Excavation for Spicewoods Springs Road Reservoir, then publicly opened and read. "The following is a tabulation of bids received: Firm Larson & Pugh Inc. Capital Construction Co. M. Z. Collins Construction Co. Richard Schmidt Amount Working Days $38,540.00 50 $47,626.00 120 $64,692.00 90 $65,650.00 90 "It is recommended that the contract be awarded to the Larson-Pugh Inc. on their low bid of $38,540.00, with 50 working days. Williams, Jr. City Manager" Councilman Long offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS, bids were received by the City of Austin on July 1, 1958, for the construction of an access road and excavation for Spicewoods Springs Road Reservoir; and, WHEREAS, the bid of Larson & Pugh Inc. in the sum of $38,540.00 was the lowest and best bid therefor, and the acceptance of such bid has been recommended 480 480 = CITY OF AUSTIN, TEXAS by the Director of Water and Sewer Department of the City of Austin, and by the City Manager; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the bid of Larson & Pugh Inc. in the sum of $38,540.00 be and the same is hereby accepted, and W. T. Williams, Jr., City Manager of the City of Austin is hereby authorized and directed to execute a contract on behalf of the City of Austin with Larson & Pugh Inc. The motion, seconded by Councilman Palmer, carried by the following vote Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None There being no further business, the Council adjourned about 6:00 P.M. subject to the call of the Mayor.
