935 = CITY OF AUSTIN, TEXAS 938 NOTICE OF SPECIAL MEETING TO THE MEMBERS OF THE CITY COUNCIL OF THE CITY OF AUSTIN: Notice is hereby given that a Special Meeting of the City Council of the City of Austin will be held on the 9th day of December, 1958, at the Municipal Building, Eighth and Colorado, in Austin, Texas, at 2:30 P.M. for the purpose of hearing the tax appeal of Dr. Henry A. Holle; discussing the concessions at the Auditorium and Coliseum, Zilker Park, Northwest Park and Deep Eddy; and matters pertaining to the Hospital; and water and light minimum bills. Council Chamber, City Hall The meeting was called to order with Mayor Miller presiding. Roll call: Present: Councilmen Long, Palmer, Pearson, White, Mayor Miller Absent: None Present also: W. T. Williams, Jr., City Manager; Doren R. Eskew, City Attorney. The Mayor announced that this was a Special Meeting called for the purpose of hearing the tax appeal of Dr. Henry A. Holle; discussing the concessions at the Auditorium and Coliseum; water and light minimum bills; concessions at Zilker Park, Northwest Park and Deep Eddy; matters pertaining to the Hospital. The Council heard the following tax appeal: - 5503 Ridgeoak Drive, Lot 11, Block A, Highland Park West, Section 2 HENRY A. Discussion was held and it was brought out that the excavation had already been started and the buildings under construction when this property was brought into the city limits. The Council took no action on this appeal as they want to study this. The Council went over a draft of the proposed concession contract at the Auditorium and Coliseum between the City of Austin and Eddie Joseph. The Council 940 340 CITY OF AUSTIN, TEXAS informally agreed that Mr. Joseph be given a copy of the contract and asked to go over it with Mr. Taylor and Mr. Blodgett. Mr. Joseph was requested to come in Thursday and go over it with theCouncil. The Council discussed briefly the matter of the Firemen and Policemen and the League of Municipalities, and the position to be taken. It was announced that there was to be a meeting between the Executive Board of the League and representatives of the Firemen. Discussion was held on Minimum Bills for Water and Light. Councilman Long was not in favor of increasing the minimum monthly charges. The Assistant City Manager gave a report on the number of meters that would be affected. He reported that 9564 meters would be affected, with about 1300 families being in East Austin and 3500 in the rest of the city. The Council discussed the cost of billing. Councilman Palmer moved that a public hearing be set on minimum rates for 10:00 A.M., January 8, 1959. The motion, seconded by Councilman Long, carried by the following vote: Ayes: Noes: Councilmen Long, Palmer, White, Mayor Miller None Absent: Councilman Pearson (having left the Council Room) Councilman White presented to the Council for consideration the possibility of levying a small charge on prescriptions for charity patients at Brackenridge Hospital. The City Manager stated he was considering submitting a proposal to the Council, to change the system at the Hospital to bill all persons admitted and then determine their ability to pay. Theywould be morally obligated to pay at such time they were able to pay. Discussion was held. It was suggested that Councilman White and the City Manager meet with the Hospital Board and talk with them about a charge for the prescriptions. The City Manager submitted an offer made by Dr. Neighbors for the sale of his property at 15th and Sabine Streets for $65,000. No action was taken. The Council discussed the concessions at Zilker Park, Northwest Park and Deep Eddy. Beverly Sheffield, Director of Recreation, inquired if the Council would like to have manned stands or vending machines at Northwest Park and Deep Eddy. It was informally agreed to keep the vending machines. Discussion was held on the concession at Zilker Park. It was informally agreed that the City would build its own building and take bids for the concession. Mr. Sheffield was asked to get the bids from several bidders and the Council would let them know January 15th.
