HIGGINS, Consulting Engineer The City Manager stated a study had been made of the wage scales, and of the type of work that would be required for the building of the dam, and it was concluded that it would fall under Heavy Construction generally, and that the heavy construction wage scale would apply. It was his recommendation that the common labor wage be raised to $1.25, and that the $1.25 be the minimum amount paid. Added in the work was some electrical work necessary to serve the motors that operate the gates, etc., and the builders rate for the electrical rate had been added. The City Manager went over the prevailing wage scale in detail, and also the crafts that might be used. After a very lengthy discussion and hearing, Councilman Palmer moved that in the call for the bid, that the wage scale which the City Manager had reported to be the prevailing wage in the City of Austin for the crafts necessary to constructing this dam, be included. The motion, seconded by Councilman Pearson, carried by the following vote: motion: Ayes: Councilmen Palmer, Pearson, White, Mayor Miller Noes: Councilman Long Councilman White made the following statement concerning his vote for the "I do hope that these men, if they do any real steel work other than rod work, will be paid more money above the scale which I believe Mr. McKown and the others do pay more now. that this thing will come out all right." The Mayor thanked the group for attending the hearing. I do hope Councilman Long moved that bids be called for opening on the afternoon of March 9, 1959. The motion, seconded by Councilman White, carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None CITY OF AUSTIN, TEXAS 73 d 73 Councilman Pearson moved that the concession privileges at Barton Springs be awarded to MIKE WALDEN for one year with the present facilities; and with the provision that when the city's new concession building is completed that Mike Walden be given an opportunity to revise and re-negotiate the concession contract. The motion, seconded by Councilman White, carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None Councilman Pearson moved that THURMAN DOBBINS be permitted to continue vending machine operations at Deep Eddy and Northwest Park.
