Council Chamber, City Hall The meeting was called to order with Mayor Miller presiding. Roll call: Present: Councilmen Long, Palmer, Pearson, White, Mayor Miller Absent: None Present also: W. T. Williams, Jr., City Manager; Doren R. Eskew, City Attorney; Reuben Rountree, Jr., Director of Public Works; Robert A. Miles, Assistant Chief of Police. Invocation was delivered by DR. JOHN BARCLAY, Central Christian Church, 1110 Guadalupe Street. Councilman White moved that the Minutes of the Meeting of April 16, 1959, be approved. The motion, seconded by Councilman Palmer, carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None DR. JOHN BARCLAY, MR. NEVILLE JOHNSTON and MR. TOM GEE invited the Council to attend the dedication and opening of the Juvenile Home Sunday afternoon, April 26th, between 3:00 and 5:00 P.M. The dedication service to be at 3:30 P.M. The Council welcomed MR. H. P. KUCERA, City Attorney of Dallas. Public hearing on the appeal of NELSON PUETT & ASSOCIATES regarding the width of Lightsey Road in the proposed South Terrace Addition was held. MR. TOM GEE, Attorney, represented Mr. Puett. Mr. Gee stated the appeal was of the requirement of the Planning Commission of dedicating a 90 foot right of way for Lightsey Road, a proposed thoroughfare. His position was that the need for this subdivision would be only 50 or 60 feet. MR. DAVID BARROW, Chairman of the Planning Commission, said the Commission felt there should be a 90 foot right of way. MR. PUETT spoke in his own behalf, stating he felt the Council should buy the right of way over 60 feet at a fair price, that it was a matter of principal rather than the money. The Council took no action as it wanted to study the request and would give an answer next week. 27 278 CITY OF AUSTIN, TEXAS The Council had before it for further consideration the appeal of MRS. FLORENCE RICHEY for a Special Permit for a Veterinary Hospital at 1701 South Congress Avenue. Mr. Robert Sneed represented the applicant and Mr. Bob Potts represented the opposition. A letter was noted by the Council from M. P. Burton, Pastor Grace Methodist Church, opposing the permit. The Council went over the plans submitted. Discussion was held on the sound-proofing of the building. The Mayor asked those who wished to grant the permit, subject to a resolution being prepared by the City Attorney for next week, to vote "aye"; those opposed to vote "no". Roll call showed the following vote: Ayes: Councilmen Long, Palmer, Pearson, Mayor Miller Noes: Councilman White Mayor Miller introduced the following ordinance: AN ORDINANCE PERPETUALLY VACATING AND CLOSING PORTION OF COLE STREET ALLEY TRAVERSING BLOCK 1, FELLMAN HEIGHTS; AND SUSPENDING THE RULE REQUIRING THE READING OF AN ORDINANCE ON THREE SEPARATE DAYS. The motion, seconded by Councilman White, carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None Councilman Palmer offered the following resolution and moved its adoption: (RESOLUTION) BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That W. T. Williams, Jr., City Manager, be and he is hereby authorized and directed to enter into a contract on behalf of the City of Austin with Barnes, Landes & Goodman providing for architectural services in connection with the construction of a branch library at Exposition and Bowman Avenue in the City of Austin in accordance with the terms and provisions of that certain 288 CITY OF AUSTIN, TEXAS 288 contract dated March 30, 1959, a copy of which is attached to this Resolution, and marked by the City Clerk for purposes of identification, and the City Clerk is hereby directed to file for permanent record in the office of the City Clerk the attached copy of said contract without recordation in the Minutes of the City Council. GEORGE A. JOHNS, 1131-1147 Kirk Avenue and 1124-1126 Airport Blvd. for a change of zoning from "C" Commercial 6th Height and Area to "C-1" Commercial, now pending, be brought up for action. Mr. Potts was asked to bring in the plans for the building. Councilman Long inquired about the request of A. L. WESENBERG for repair of Shady Lane. The Director of Public Works gave a report on this. A petition was filed. The Mayor inquired about the paving of Canadian Street at Second Street. Councilman White moved that the City Manager be authorized to enter into a contract with WALTER TIPS COMPANY for the purchase of the City's annual requirement of light bulbs.
